In addition to performance-based merit increases, this position is scheduled to receive salary range increases on the following dates:

Effective July 2, 2021 - 2.5% increase
Effective July 1, 2022 - 3.5% increase

The Airport Engineering Section is part of the Facilities Development Division. The Engineering Section oversees and approves the design and preparation of plans, specifications, and cost estimates in connection with the construction or maintenance of public works engineering projects involving several JWA areas including runways and taxiways, terminal buildings, parking structures, roadways, traffic control, bridges, drainage systems, sewer systems, and the water and fuel distribution systems. This division is responsible for keeping JWA facilities in compliance with all applicable Federal Aviation Administration (FAA) standards andfor maintaining the design and construction standards and specifications at the airport to ensure all airport projects (including airport tenants) conform to a consistent standard of quality, safety, maintainability, and efficiency.

John Wayne Airport offers a rewarding opportunity to work as a Professional Electrical Engineer in the Airport Engineering Section. The incumbent must be able to independently perform complex and specialized engineering assignments; provide project management and leadership; train staff and/or consultants on carrying out departmental, organizational, and/or project-related policies and procedures; and independently develop, review, and/or approve engineering design and construction plans and details. Assigned projects associated with this position may include specialized tasks related to the development, design, construction, alteration, and/or maintenance of the airport terminal, airfield, and related airport facilities as they relate to the electrical systems and/or infrastructure. This position may also be assigned other duties and responsibilities pertaining to administrative functions such as assisting with budget development, policy and procedure development, and other duties as may be assigned by the Airport Engineering Section manager.

The ideal candidate will possess five (5) or more years of experience in the engineering electrical field as a licensed Professional Engineer (Electrical) from the Board for Professional Engineers, Land Surveyors, and Geologists (Board) in the State of California or equivalent recognized state-regulated authority, as it relates to the design and construction of horizontal (airfield, roadways, and bridges) and/or vertical (building structures) projects, including experience in government contracting, procurement, and administration of contracts, e.g. the selection and procurement of architectural, engineering, and other specialty consulting professionals; preparation and development of project bidding and construction documents; etc. The selected candidate who is licensed by a recognized state-regulated authority other than the State of California must obtain licensure (Electrical) from the Board issued in the State of California within the first three (3) months of their start date.Previous experience as an Electrical engineer for an airport is highly desired, but not required. Designation as a Certified Construction Manager (CCM) through the Construction Management Association of America and/or Project Management Professional (PMP) through the Project Management Institute (PMI) is a plus, but not required. The ideal candidate must possess extensive experience in the following core competencies:

  • Planning, scoping, budgeting, and developing projects, including preparing project estimates, schedules, reports, and alternative analysis
  • Reading, understanding, and interpreting design and constructions plans, specifications, cost estimates, and schedules
  • Preparing accurate and complete engineering computations, estimates, reports, studies, and construction documents
  • Knowledge of the principles of electrical engineering as it relates to varying types of projects ranging from the airfield to building electrical systems, including data centers, central utility plants, etc.
  • Knowledge of construction industry standards, materials, principles, practices, and methods as it relates to the electrical field
  • Knowledge of airport/airfield engineering, construction management, phased construction coordination, FAA advisory circulars for design and construction, and California Buildings Codes (especially electrical) and its associated references
  • Working knowledge and experience with the latest technical engineering software and computer-aided design and drafting software (CADD), among others, such as Microstation, AutoCAD, Revit, MicroPAVER, and ArcGIS
  • Proficiency in using MS Word, MS Excel, MS Project, Primavera P6, MS Outlook, Bluebeam Revu (Adobe Acrobat Professional), and other common office software; willingness and ability to learn and become proficient in using other software applications and tools

  • Contract development and administration, and an understanding of the legal relationships among the County, architects, engineers, consultants, contractors and subcontractors, federal, state, and local agencies, utility companies and districts, and other regulatory bodies
  • Understanding, complying with, applying, and enforcing the administrative and bureaucratic processes inherent in the public sector pertaining to public projects and contract administration
  • Leading and managing design and construction projects of varying complexity as a hands-on, detail-oriented individual, including the preparation of requests for qualifications/proposals, scopes of work, contract specifications for design and construction services, etc.
  • Demonstrating an appropriate sense of urgency for executing project functions
  • Planning, organizing, and prioritizing multiple projects, assignments, and tasks effectively to ensure that project goals and objectives will be met

  • Exercising effective problem-solving skills and displaying independent, sound judgment, and decision-making abilities, and independently leading project teams towards achieving desirable project outcomes and goals
  • Analyzes and presents cases for and against given approaches for accomplishing business objectives and/or project needs based on available information and circumstances, while supporting such analysis with clear, concise, and accurate reasoning and justification
  • Ability to think critically and to ask appropriate questions; ability to discern when data is enough or sufficient to make appropriate decisions
  • Analyzing and evaluating various project issues and scenarios to help weigh available options, and to develop rational engineering and professional strategies and approaches to optimize favorable outcomes while curtailing potential adverse consequences, with particular emphasis on electrical and power issues.

  • Communicating with effectiveness and credibility, both orally and in writing
  • Establishing and maintaining an effective working relationship with architects, other engineers, consultants, contractors and vendors, and representatives of other County departments and non-County agencies and regulatory bodies
  • Presenting to individuals and teams at all levels of management, peers, and project stakeholders those relevant ideas, data, concepts, analysis, and reports on ongoing projects
  • Demonstrating perceptive awareness of subtle interpersonal communication and interaction nuances, and responding appropriately
  • Composing written, business-style correspondence, reports, memos, and other documentary material in a direct, clear, concise, and grammaticaland punctuationcorrect content

Employees must clear a background check, which includes a Criminal History Records Check (CHRC), Transportation Security Administration (TSA) check, and Security Threat Assessment (STA) check. Possession of, or ability to obtain, a valid Airport Access Badge with an Airport Driving Endorsement within ten (10) days of employment. Airport Access Badge must be maintained and renewed every two (2) years.

Possession of a valid license as a Professional Engineer from the Board for Professional Engineers, Land Surveyors, and Geologists (Board) issued in the State of California or equivalent recognized state-regulated authority. The selected candidate who is licensed by a recognized state-regulated authority other than the State of California must obtain licensure (Electrical) from the Board issued in the State of California within the first three (3) months of their start date.

The successful candidate must possess and maintain a valid California Driver's License, Class C or higher by date of appointment

Ability to work in a typical office setting, and to use standard office equipment, including using hands, arms, and shoulders repetitively to operate a keyboard and to write; body mobility, strength, and stamina to perform moderate physical activities such as inspecting various construction projects and facilities, walking on uneven terrain and traversing hills and/or construction sites may be required; vision sufficient to read printed materials including blueprints and computer screens; hearing and speech sufficient to communicate clearly and effectively in person, to groups of people, over the phone and by radio. Ability to work outdoors in adverse weather conditions, and perform tasks under conditions of loud noises and fumes or foul odors. Mobility to drive a motor vehicle in order to attend off-site meetings and visit worksites may be required for some assignments.
