The Executive Office performs a multi-functional support role in areas such as technology, staffing, procurement and facilities resources, as well as the publication of information for the Los Angeles County Board of Supervisors (the Board), various county departments, and the public. About the Assessment Appeals Board (AAB) :
The Board of Supervisors has created the Assessment Appeals Board to sit as the Board of Equalization for the County of Los Angeles. On behalf of the Board, the Assessment Appeals Board and individual Assessment Hearing Officers conduct hearings on property assessment disputes between taxpayers and the County Assessor in order to establish the assessed value of real and personal property on the county property tax roll. Acting in a judicial capacity, and acting on the basis of relevant evidence submitted at these hearings and on the laws pertaining thereto, it is the Assessment Appeals Board's mission to make fair and impartial decisions regarding these disputes.

Position Description :
As an Assessment Hearing Officer, you will be conducting hearings, in accordance with applicable provisions of the California Revenue and Taxation Code, as requested by the applicant on property assessment protests filed with the Assessment Appeals Board.

We are seeking analytical individuals with exceptional communication and critical thinking skills. We are also seeking individuals with more flexibility in their availability. Upon being hired, the incumbent(s) will be notified and scheduled in advance for upcoming hearing sessions on an as-needed basis. Salary : $150.00 per session (4 hours)
$225.00 per day for a session of four to six hours
$300.00 per day for a session exceeding six hours

Essential Job Functions
  • Conducts hearings on assessments of individual properties to determine that the market value placed on the property by the County Assessor represents the full cash value as defined in the California Revenue and Taxation Code
  • Hears testimony from the appellant and the County Assessor concerning evidence substantiating the market value opinions of the respective parties to the hearing
  • Prepares a written summary of the evidence submitted in the hearing, analyzes the evidence submitted, and prepares a written recommendation to the Assessment Appeals Board concerning his or her findings as to the market value of the property in question based on the evidence submitted

Selection Requirements :
Five years of experience in the State of California as a certified public accountant or public accountant, licensed real estate broker, attorney, property appraiser certified by the Office of Real Estate Professionals, or a property appraiser certified by the State Board of Equalization

License :
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

Physical Class :
2 - Light. Positions within this class require light physical effort that may include occasional light lifting to a 10 pound limit and some bending, stooping, or squatting.

Shift/Availability :
Please note that Assessment Hearing Officers do not have a regular work schedule and are instead contacted in advance on an as-needed basis. Incumbents must be available to be scheduled for upcoming hearings that occur any time Monday - Friday, from 8:00 am - 5:00 pm.

Examination Content :
This examination will consist of two (2) parts:

Part I: A multiple choice test weighted 80% assessing deductive reasoning, professional potential, achievement, independence, influence, confidence and optimism, and reliability.

You will need to achieve a passing score of 70% or higher in Part I to be invited to participate in Part II of the examination process.

Part II: A writing assessment weighted 20% measuring English structure and content, written expression, and prioritizing information.

The combined score of Part I and Part II is weighted at 100%. Candidates must meet the Selection Requirements and achieve a passing score of 70% or higher, for each weighted part of the examination as well as for the overall combined score, in order to be placed on the eligible register.

These standardized written tests are not reviewable by candidates per Civil Service Rule 7.19.

Transfer of Scores :
If you have taken identical test parts for other exams within the last 12 months, we will automatically transfer your previous test responses for the identical test part(s) in this examination. This examination contains test parts that may be used in the future for new examinations. Upon acceptance of your application, your scores may be transferred to the new examination and you may not be allowed to retake any identical test part(s) for at least (12) twelve months.

Eligibility Information :
We will process applications on an "as-received" basis. Those who receive a passing final score will be promulgated to the eligible register accordingly. The names on the register will be active for a period of 12 months following the date of promulgation.
No person may participate in this examination more than once every twelve (12) months.
