Under general direction of the Deputy Commissioner for Community Health Services, this position serves as the Nurse Executive for the agency. This position will coordinate and supervise the development, implementation, and evaluation of Nursing Services for a statewide public health nursing program and provides oversight of the technical nursing management, recruitment, and training of nursing staff. This position shares the responsibility and accountability for improving public health nursing practice.Position Responsibilities /Essential Functions
Job duties/responsibilities include, but are not limited to:
*Promotes, protects, and preserves the health of our citizens through optimal public health nursing services, leadership, education, and advocacy.
*Responsible for the support of Oklahoma's public health nurses by providing clinical practice guidelines and orders, continuing education and training opportunities, performance improvement activities, and professional development utilizing the public health nursing practice model and the 10 essential public health services.
*Carry out day to day administrative responsibilities and activities for Nursing Service; assures critical core and priority services are delivered consistently statewide through consultation, collaboration and directives; assists in the oversight of administrative and programmatic operations within Nursing Service. This position ensures all public health nurses are following sound nursing practices, nursing guidelines and orders, both state and federal regulation and assesses public health needs.Other Duties
•Provides technical supervision for District Nursing Managers.
•Assess statewide public health nursing educational needs.
•Plans operating staffing patterns and budget for service.
•Coordinates on a state and national basis, public health nursing services with private and public agencies, other State Nursing Directors, Federal, State, and County officials.
•Serves as the official state designee for the Association of Public Health Nurses.
•Serves as the official OSDH representative on the Education and Practice Advisory Counsel of the Oklahoma Nursing Board.
•Direct development of and coordination with physicians, programs, and subject matter experts in review of Public Health Nursing Practice Guidelines and Physician Approved Orders & Protocols.
•Develops and maintains professional nursing and health care standards.
•Directs quality improvement program.
•Participates in the development of data collection systems for client tracking, program planning, evaluation, and management information.Education and Experience
Master's degree in nursing or equivalent field and six years of professional nursing experience plus two additional years of managerial, consultative and/or professional nursing in an administrative capacity and possession of a valid Oklahoma license as a registered nurse as approved by the Oklahoma Board of Nursing.Knowledge, Skills and Abilities
Requirements include knowledge of agency policies and procedures; of all state and federal legislation related to nursing practices and various programs; and of supervisory principles and practices; of nursing, community health, and public health practice; of sound nursing practices and principles; behavioral, physical and biological science underlying nursing practices; philosophy, principles, practices and scope of community and public health theories; principles of management, leadership, supervision, and motivation; the role of the professional nurse as a leader/member of the Community Health care team; basics of public health programs, health care delivery systems, Federal, State, County, and City statutes, rules and regulations and their effect on public health services; use of community resources and quality improvement principles. Ability is required to supervise and evaluate personnel and program performance; to communicate effectively both orally and in writing; to interpret and apply policy material; to maintain effective working relationships with others.Physical Demands and Work Environment
Work is typically performed in an office setting with a climate controlled settings and exposure to moderate noise level. While performing the duties of the job, employee is required to talk, stand, walk, and reach with hands and arms. This position requires long period of sitting and daily use of computer and phone.
This position may also spend time in a clinic setting. Must be able to move to provide examinations. Combination of office and exam offices. May be exposed to communicable diseases, bodily fluids, toxic substances, and medicinal preparations. Varied activities including sitting, walking, stooping, lifting, bending, pushing, and reaching. Use of N-95 respirator is required in clinic.Applicants must be willing to perform all job-related travel associated with this position.NOTES REQUIREMENTS:
