The temporary RN or PHN will work as part of the Public Health Department's Communicable Disease Team to address various aspects of the COVID-19 pandemic. This will likely include case investigations, contact tracing, and case management. They will also provide some clinical services, such as collecting swab specimens and administration of vaccines when available. The RN / PHN may train and lead teams of other Public Health or other County staff members who are redeployed to contain and/or mitigate the spread of the virus. Under direct supervision, provides clinical or field nursing services within the County utilizing professional skills; provides medication support services according to prescribed guidelines; learns and applies case management skills; and performs related duties as assigned. Nurse I: This is the entry level class in the professional nursing series. Initially, under close supervision, incumbents learn and perform duties of increasing complexity. This class is flexibly staffed with Registered Nurse II and incumbents normally advance to the higher level after gaining sufficient experience and demonstrating proficiency to meet the requirements of Registered Nurse II.
Examples of Duties Essential:
- Provides clinical services and administers prescribed medication in the clinic or in a non-clinic setting to those who cannot attend the clinic for these services
- Draws blood, gives injections, administers and reads skin tests, administers immunizations and prescribed medications and treatments, obtains laboratory specimens such as throat cultures
- Observes signs and symptoms and reports to the physician regarding reactions to treatment, including drugs and changes in the client's physical and emotional condition
- Assists in epidemiological investigations, e.g., obtains names of communicable disease contacts and makes referrals for tests and medical care
- Contacts and/or visits frail and/or isolated elderly persons; makes physical and emotional assessments and initiates services to promote health and well-being and prevent premature institutionalization
- Refers clients to and coordinates nursing services with community social, health and behavioral health services; follows up and ensures continuity of client care
- Participates in community outreach and health promotion events such as health fairs, blood pressure and flu clinics, radio shows, etc.; provides preventive health care services and promotes public awareness of program; drafts and/or distributes newspaper articles, educational pamphlets and related information
- Teaches clients and families about preventive health measures, such as nutrition, immunizations, accident prevention, and family planning; obtains health histories
- Prepares records and reports
- Evaluates health care; maintains statistics and inventories of medical supplies.
- Learns and applies case management skills on assigned groups or populations of clients
Knowledge and Skills Required QUALIFICATIONS NOTE: The required level and scope of the following knowledge and skills relate to the level of the position as defined in the class characteristics. Knowledge of:
- Principles, practices, methods and techniques of nursing as applied to a Public Health Department clinic setting
- Family planning methods, pregnancy options, and methods of control of communicable disease, including tuberculosis and sexually transmitted disease
- Clinic routines and protocols
- Federal and state laws, rules and regulations governing the practice of nursing
- Norms of child growth and development; norms of adult life cycle
- Personal computer applications for word processing and spread sheets (desirable)
- Social and emotional problems of seniors, including those related to disability and chronic disease
- Medical terminology and equipment
- Securing the cooperation of and working effectively with clients, families, health care providers, other agencies, and other involved parties
- Independently planning, organizing, and implementing clinic and field nursing duties
- Administering medications and injections and dressing wounds
- Assisting public health nurses and clinic practitioners with clinics as needed
- Assuring quality of care and coordinating nursing services with other providers/programs
- Preparing and maintaining organized, detailed and accurate records and reports
- Providing health information and education
- Establishing and maintaining cooperative working relationships with those contacted in the course of work
- Communicating effectively orally and in writing
- Using sound judgment
Education and Experience Required COPIES OF DEGREES, TRANSCRIPTS, CERTIFICATES OR LICENSES LISTED AS REQUIRED IN THIS SECTION MUST BE ATTACHED TO THE APPLICATION
Graduation from an accredited school of nursing. Associate of Science degree in Nursing from an accredited college or university preferred.
Licenses and Certificates: Possession of a valid license as a registered nurse issued by the California Board of Registered Nursing.
Possession of a current CPR certificate.
Possession of a valid driver's license within 30 days of hire.
Physical Demands and Working Conditions: Mobility and manual dexterity to work in a standard office environment, use standard office equipment and attend off-site meetings, to bend, reach, and grasp and strength to lift up to thirty pounds, carry and position supplies and equipment; manual dexterity and sense of touch to conduct physical health assessments, give injections and draw blood; vision to read handwritten and printed materials and a computer screen, and to examine and observe clients; hearing and speech to communicate in person and by telephone; working in exposure to communicable disease and/or blood-borne pathogens.
