The Building Official performs complex and technical review of construction plans and inspection activities to ensure compliance with applicable codes, ordinances, laws and national standards; provides specialized technical expertise, implements programs and assignments and oversees permitting functions; directs and coordinates the work of Building Safety division staff. 

Job Description

  • Performs technical and specialized office review of building and construction plans; supervises on-site building inspection program for compliance with the approved plans and the building codes, including but not limited to, structural, electrical, energy conservation plumbing, mechanical, fire safety, fuel gas ADA, and other applicable codes as adopted and amended by the City of El Mirage
  • Reviews plans, applications, and other requests by answering customer inquiries and providing information; confers with architects, engineers, builders and homeowners; explains codes and ordinances and inspection results
  • Reviews applications and performs inspections for special events, amusement buildings, carnivals, exhibits, pyrotechnic, trade shows, and other temporary installations
  • Provides leadership and guidance to staff; assists in code interpretations; sets work schedules and priorities; directs and develops staff in providing customer service in a regulatory atmosphere
  • Plans, organizes, coordinates and supervises the operations of the Building Safety Division; including plan review, building and fire inspections, and permitting
  • Evaluates building and fire safety issues, analyzes trends, and recommends solutions; drafts ordinances for code adoptions; prepares, reviews, and approves reports and maintains records; represents the City in regional planning groups, public meetings, and community events as needed
  • Effectively communicates with the general public, City employees, contractors, architects, engineers, builders, and public officials; explains policies, development requirements, and codes; provides plan review progress updates and explains any technical problems that may be encountered
  • Interprets and enforces the City's building codes as the City's designated Building Official; interprets and implements City policies and administrative regulations; serves on the Technical Advisory Committee for the review of all new projects
  • Analyzes and reviews new federal, state and city regulations to determine impact on departmental policies and activities; reviews building code amendments; determines if construction installations or dilapidated structures are detrimental or dangerous to the health, safety, or welfare of the public
  • Develops and monitors division budget in accordance with program goals and objectives and City policies; participates in specific City, County, State or Federal committees and organizations related to building code development, enforcement, and policies
  • Performs related duties as assigned and maintains regular attendance

TECHNICAL SKILLS:

Knowledge of:

  • Comprehensive knowledge of the principles, techniques and methods of building construction, design and materials
  • Specialized knowledge of building codes, ordinances, Federal, State and local laws and standards
  • Acceptable safety standards and methods of construction for swimming pools, commercial, industrial and residential buildings, and fire suppressions and alarm systems
  • Clean Air Act, Clean Water Act, ADA, Manufactured Housing Rules and Regulations, State Fire Marshal Rules and Regulations and other laws, regulations, directives, policies and organizations relating to planning, development and construction projects
  • Principles and methods of budget preparation and expenditure control
  • International Fire Codes and related State and local regulations
  • Principles and practices of employee supervision and training

  • Prepare oral and written reports and maintain review, inspection, and enforcement records and findings, documents, correspondence, and related files and records
  • Assists in resolving conflict between various individuals including builders, architects, engineers and the general public
  • Determine if 'as built' construction/remodeling work conform to approved plans and applicable code requirements
  • Communicate clearly and effectively, both orally and in writing with a diverse group of people
  • Enforce fire and life safety codes, regulations, operational standards and mandates

 
BUDGET RESPONSIBILITY: Oversees budget preparation of a division budget. Has responsibility for approval of final documents sent to the Director. Reviews and approves expenditures of significant budgeted funds within the department.
 
READING: Read and interpret legal and property descriptions, ordinance and code documents, technical and instructional documents, and building plans, blueprints, codes and diagrams, reports and correspondence.
 
MATH: Perform mathematical and engineering calculations relating to the review of construction plans and blueprints.
 
WRITING: Ability to write technical and staff reports, correspondence, contractual service agreements, policies, and employee evaluations.

Office setting with frequent trips to construction sites, including entry into buildings under construction and damaged buildings.
