SPECIAL SALARY INFORMATION:
All person appointed to the position of Senior Physician (Item No. 5456) who have obtained certification by the appropriated American Medical Specialty Board in the specialty to which he/she is assigned, shall receive an additional compensation of a flat-rate monthly bonus equal to 5.5 percent of the step on the appropriate E Schedule to which they are entitled based upon experience. Such bonus shall only be given for certification in one specialty.

DEFINITION:
Incumbents in these positions are licensed physicians that have immediate charge of a small medical section within a larger medical unit of a medical facility or a small program of a medical facility.

CLASSIFICATION STANDARDS:
Positions allocable to this classification report to a Chief Physician and have full technical and supervisory responsibility for a small program or a unit within a larger program. These positions work independently under general supervision and have administrative responsibilities including budget preparation, control for the program or unit, and development and execution of policies for the particular unit or program. The position incumbent is responsible for the supervision and coordination of professional staff development and in-service training programs and for the preparation, review, and approval of medical and technical diagnoses, decisions, records, and reports.

Essential Job Functions
  • Performs administrative duties such as preparing budgets for the section, determining equipment and supply needs, addressing personnel-related issues, developing and revising work procedures for expediting workload or improving levels of service, and screening work.
  • Formulates policies and plans and directs the programs and medical work of the section or assists in such activities for a division of a medical department
  • Examines, diagnoses, and prescribes treatment for patients and reviews the care prescribed by staff physicians, resident physicians, and interns.
  • Participates in the training of interns and resident physicians.
  • Coordinates the work of the section with that of other medical and paramedical services.
  • Confers with consultants regarding care of patients and medical and diagnostic work performed, and coordinates the work of consulting physicians with the work of the section.
  • Supervises the maintenance of records and the compilation and preparation of reports.

Requirements
MINIMUM REQUIREMENTS:

OPTION I : If assigned to a specialty: Completion of a residency approved by an American Specialty Board* in one or more designated specialties** or equivalent training*** -AND- One year of ****experience in medical practice, post graduate training, teaching or investigative work.

OPTION II : If not assigned to a specialty: One year of ****experience in medical practice, post-graduate training, teaching or investigative work.

LICENSES:
California State Physician and Surgeon's Certificate authorized by the Board of Medical Examiners of the State of California.

The required license and/or certificate MUST be current and unrestricted; conditional, provisional, probationary or restricted licenses and/or certificates will NOT be accepted.

A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

PHYSICAL CLASS:
3 - Moderate: Includes standing or walking most of the time, with bending, stooping, squatting, twisting, and reaching: includes working on irregular surfaces, occasionally lifting objects weighing over 25 pounds, and frequent lifting of 10-25 pounds.

***Equivalent training is defined as that training which the appropriate American Certifying Board formally recognizes in writing as being equivalent. Equivalent training for appointments to the specialty of Emergency Medicine will be that training and/or experience approved by the Director of Public Health.

INFORMATION PERTAINING TO THE REQUIRED CALIFORNIA STATE PHYSICIAN AND SURGEON'S CERTIFICATE/LICENSE: Applicants MUST attach a current legible copy of the certificate/license (not website printout) to the application at the time of filing or within 15 calendar days of application submission to hrexams@ph.lacounty.gov.

****Experience must be in medical practice, post medical training, teaching of medicine or medical investigative work.

DESIRABLE QUALIFICATIONS:
Credit will be given for education and/or experience beyond the Minimum Requirements:
  • A Master's Degree in Public Health from an accredited college or university.
  • Board certified in one or more of the following specialties: American Society of Addiction Medicine (ASAM) , American Board of Preventive Medicine (ABPM ), or American Academy of Addiction Psychiatry (AAAP)
  • Experience working in a public health organization such as: a public health clinic, skill nursing facilities, or community health prevention organization
  • Experience participating in outbreak investigations
In order to receive credit for any type of college or university degree, such as a Master's Degree or higher, you must attach a legible copy of the Official Diploma, Official Transcript(s), or Official Letter from the accredited institution, which shows the area of specialization and the date the degree was awarded, with Registrar's signature and school seal, to the application.

Foreign degrees must be evaluated for equivalency to United States accredited institutions standards by an academic credential evaluation agency recognized by The National Association of Credential Evaluation Services or the Association of International Credential Evaluators, Inc. EXAMINATION CONTENT:
This examination will consist of an evaluation of education and experience based upon the application information, desirable qualifications, and supplemental questionnaire at the time of filing, weighted 100%.

Candidates must meet the Minimum Requirements and must achieve a passing score of 70% or higher on the examination in order to be added on the Eligible Register.

Passing this examination and being placed on the Eligible Register does not guarantee an offer of employment.

ELIGIBILITY INFORMATION:
The names of candidates receiving a passing score in the examination will be added to the Eligible Register in the order of their score group for a period of twelve (12) months following the date of eligibility.

NO PERSON MAY COMPETE IN THIS EXAMINATION MORE THAN ONCE EVERY TWELVE (12) MONTHS.
