Examples of Duties Please Note: This class specification has a potential to be utilized for positions in both Public Health and Behavioral Health and Recovery Services. This recruitment is being established to fill a vacancy in Behavioral Health and Recovery Services only. Duties may include, but are not limited to the following:
- Perform a broad range of supervisory and administrative duties related to assigned programs.
- Plan, assign, evaluate and direct the work of nursing staff in behavioral health and recovery services programs, including inpatient psychiatric services as well as outpatient and telehealth services in accordance with current rules, regulations, and guidelines that govern inpatient facilities and outpatient clinics.
- Develop, evaluate and monitor policies and procedures related to all nursing functions within the Department.
- Plans, schedules, assigns, evaluatesand directs the work of nursing staff in the Department.
- Advises staff of the interpretation and application or program and departmental policies as well as State laws and regulations.
- Insures compliance of Department nursing staff.
Minimum Qualifications For BHRS:Experience:
Three (3) years of mental health nursing experience, one (1) year of which must have included experience in a program leadership or lead capacity.Education
: Equivalent to graduation from college with a degree in nursing.License:
Possession of a valid California Registered Nurse license.

- Principles and practices of nursing functions and duties in mental health, medical health care services, fiscal, personnel, and program management.
- Principles, methods and procedures of general and mental health nursing, including federal, State, and local laws governing the provision of mental health nursing in both inpatient facilities and outpatient clinics.
- Budget development and fiscal planning and control in relation to nursing staff.
- Principles of supervision, training, and staff evaluation.
- Regulation and licensing requirement.
- Quality improvement policies and procedures.
HOLIDAYS & LEAVES
- Plan, organize, supervise and evaluate the work of professional nursing and public health or behavioral health staff.
- Develop, analyze and interpret program data.
- Utilize local resources for assigned programs; educate and work with patients and their families.
- Communicate effectively orally and in writing; follow oral and written instructions.
- Assess the physical conditions of patients; Draw blood samples.
- Detect health problems and assist in intervention to promote optimal health care.
MANAGEMENT LEAVE: May receive, depending upon classification, 96 hours per Fiscal Year (prorated for the time remaining in the fiscal year).
10 days the first 5 years of continuous employment (limited to a maximum of 160 hours), 15 days in the second 5 years of continuous employment (limited to a maximum of 240 hours), and 20 days after 10 years of continuous employment (limited to a maximum of 320 hours). Optional annual sell back of a portion of accumulated vacation leave hours (maximum - 20 hours).
.0462 hours sick leave for each paid regularly scheduled work hour. 12 days (96 hours per year) with unlimited accumulation. Optional annual buy back of a portion of accumulated sick leave hours upon meeting certain criteria.
Twelve paid holidays annually plus one optional holiday.
Three (3) regularly scheduled work days or five (5) days if distance traveled over 500 miles one-way.
County paid health plan with maximum contributions; 100% for employee up to maximum of $420, 50% of dependent up to maximum of $100 for child/$220 for spouse biweekly. There are multiple health plans to choose from. County paid dental and vision plans, 100% for employee, with 50% of dependent premiums paid by the County.
County sponsored employee health clinic available for zero or reduced co-pay depending on selected health plan.
DISABILITY INSURANCE: Management Disability Plan includes a comprehensive Short/Long Term Disability plan paid for by the County. LIFE INSURANCE:
$30,000 County-paid Management Life Insurance coverage. $5,000
County-paid Life Insurance coverage (Accidental Death and Dismemberment included). Voluntary Term Life and Universal Life Insurance available - premium paid by employee.
The County offers a 457 Deferred Compensation Plan. Employees choose their investment funds and can make pretax contributions to the plan up to the maximum allowable.

MERCED COUNTY EMPLOYEE RETIREMENT ASSOCIATION The retirement plan is a defined benefit plan administered pursuant to the County Employees Retirement Law of 1937 and other provisions of the California Government Code. MCERA members also pay into Social Security.The applicable benefit formula is dependent upon your hire date with an MCERA employer; yourpension amount will be determined by your age, years of service and final compensation amount.
