Job Summary

Development Services Department is currently recruiting for a Department Budget Analyst.

Performs professionallevel work involved in the analysis, review, preparation and revision of the County Budget.

Work is performed independently under direction of a higher level of authority and requires exercising initiative and independent judgment in accomplishing work assignments and activities in accordance with established procedures and regulations.

May exercise technical supervision of subordinates.

Essential Job Functions

  • Conducts research and prepares reports on budgetary and fiscal related projects to include, but not limited to:policies and procedures, facility and equipment utilization, personnel status, program effectiveness and services produced by County departments.
  • Reviews financial aspects of new or modified programs, organizational relationships and related financial matters and prepares reports of findings and submits recommendations.
  • Researches available data to establish justification for or recommend denial of new programs or to continue established programs.
  • Provides technical assistance to departments engaged in budget preparation by explaining budget procedures, interpreting policies, calculating costs, analyzing and interpreting budget data and compiling statistical data.
  • Reviews, analyzes and recommends amendments to departmental budget proposals by critiquing justifications of expenditures, researching alternatives and performing cost benefit analysis and cost avoidance studies.
  • Reviews accounting methods and internal controls for budget purposes and prepares reports of findings and submits recommendations.
  • Prepares operating and capital budget recommendations for the Financial Services Director's and County Manager's review.
  • Acts in an advisory capacity to departments and county management and as consultant and facilitator in the implementation of budgetary and financial policies, procedures and systems.
  • Acts as a resource advisor at various budget meetings and hearings.
  • Assists in the preparation of budget schedules, presentations and hearings.
  • Reconciles and balances detailed data in an automated budget system with departmental budget submissions.
  • Utilizes microcomputers to prepare spreadsheets, compile statistical information toassist in budget analysis, prepare forms and graphs to report statistical and budget information and prepare related correspondence and documentation.
  • Participates in analytical research and studies to prepare reports of findings and submits recommendations to management.
  • Develops methods and procedures for budget analysis and control and assists in the development of policies and guidelines.
  • Consolidates revenue and expenditure projections for all county departments, identifies problems and recommends solutions.
  • Collects data for and assists in the preparation of the tax levy for all taxing districts of Mohave County.
  • Communicates and acts in a professional manner with the public, co-workers, and work contacts.
  • Performs related work as required.
  • Performs special assignments as requested.
  • Exercise regular and predictable attendance and punctuality in accordance with Mohave County Personnel Policies and Procedures.

Minimum Qualifications

  • Two (2) or more years progressively responsible professional experience in budgetary and fiscal management.
  • College-level accounting course work.
  • OR any equivalent combination of education, experience, and training may be considered in meeting the minimum qualifications.
Preferred Education, Experience and Training
  • Experience in government accounting
  • Bachelor's Degree in Public Administration or Accounting is desirable.
  • Must possess a valid driver's license for operation of motor vehicles on Arizona roads at the start of employment and maintain said license while employed in this position.
  • Provide acceptable driving history at no cost to the County.

Knowledge of:
  • Principles and techniques of governmental budgeting, budgetary control, fiscal management and accounting.
  • The principles and practices of public administration and the principles of organization and management.
  • Budgetary and fiscal policy and procedures including applicable sources of revenue.
  • Legal requirements and regulations affecting fiscal management.
  • The applications of data processing techniques to accounting systems.
  • Computing literacy to include use of electronic spreadsheet applications.
  • Department policies, rules and procedures
  • Mohave CountyPersonnel Policies and Procedures, and Department Regulation.
Skill in:
  • Utilizing computer systems and applications, mainframe and microcomputers, in the performance of work assignments, such as electronic spreadsheets, word processing and graphics.

  • Conduct budgetary and fiscal research, analysis and evaluation projects and in preparing detailed and accurate reports and recommendations for management review.
  • Analyze situations accurately and to develop effective courses of action.
  • Extensively and effectively utilize microcomputer applications as they apply to budgetary and financial analysis.
  • Apply budgetary, financial and data processing principles and techniques towork assignments.
  • Exercise judgment in making policy recommendations and discretion in maintaining confidentiality of information.
  • Communicate effectively orally and in writing.
  • Establish and maintain cooperative working relationships with those contacted in the course of work.
  • Comply with Mohave County Personnel Policies and Procedures, andDepartment Regulations.
