Job Description


The City of El Paso is recruiting for a highly qualified, experienced, and innovative professional to join the Airport Department as the Aviation Assistant Director. This is an executive level position requiring potential candidates to possess exceptional interpersonal and community relations skills along with the abilities to easily adapt to various situations within a challenging political environment, develop good team dynamics, and promote internal staff-development.

The successful candidate would plan, organize, implement, direct, and review administrativeAirport functions to include property usage, contract management, and accounting. In addition, candidate would serve as a liaison between the El Paso International Airport and domestic and international airline representatives.

Candidate must have aBachelor's degree in business, public, or aviation administration, and six (6) years business or real estate management experience, including four (4) years of airport real estate management experience.

Licenses and Certificates :Texas Class "C" Driver's License or equivalent from another state.

General Purpose

Under general direction, perform executive level management of business, development, operations, and administrative Airport functions by planning, organizing and managing the day-to-day activities.

Typical Duties

Plan, organize, implement, direct and review airport property usage and appraisals.Involves: Recommend rental rates and charges, and forecast revenues and costs associated with leasing airport properties. Negotiate leases and rental agreements. Advise and assist tenants. Initiate collection procedures against delinquent lessees. Prepare related reports and correspondence for presentation to Mayor and Council. Research and recommend airport property leasing, sales or acquisition policy interest.Recommend and arrange for approval of leasehold development and improvement. Schedule and direct inspection of premises to ensure tenant compliance with lease requirements. Acts as a liaison between Department and domestic and international airline representatives.
Plan, organize, implement, direct and review department financial administration.Involves: Oversee record keeping and preparation of accounting reports and financial statements within City's approved accounting systems.Direct department inventories and warehouse activities. Conduct cost-benefit, statistical or other analyses, and recommend funding program improvements and staffing changes.Prepare consolidated annual budget, and monitor organization performance. Analyze departmental personnel, equipment, supplies and maintenance costs to justify variations from estimates as prescribed by City financial policies and procedures. Oversee Passenger Facility Change (PFC) Program. Represent the department in a professional manner as requested by the Director in dealings with various department heads, managers, and supervisors. Serve as the Director during absences.
Plan, organize, implement, direct and review department public relations and marketing division.Involves:Oversee marketing division strategies for marketing and implementing new programs and services.Oversee and approve the design and layout of in-house and outsourced advertising and promotion materials.Monitor promotional services through various media including news releases, flyers, posters, television spots, and other venues.Oversee development and implementation of special events designed to promote new services and programs.
Provide administrative direction and supervise assigned staff.Involves:Assign, schedule, guide and monitor work.Appraise employee performance and review subordinate supervisors' appraisals.Provide for training and development.Counsel, motivate and maintain harmony.Identify and resolve staff differences, conflicts and deficiencies.Interview applicants.Recommend hiring, discipline, termination, merit pay, promotion or other employee status changes.Enforce personnel rules and regulations and work behavior standards firmly and impartially.
Perform related duties as required.Involves:Perform duties of department director, coworkers or subordinates if necessary to ensure continuity of operations during absences.Respond to airport emergencies and situations that may involve loss of human life.

Salary Range: $88,883.92 - $137,547.87 per year.
The starting salary is generally at the beginning of the salary range.
