The CSU Chancellor's Office, located on the waterfront adjacent to the Aquarium of the Pacific in downtown Long Beach, is the headquarters for the nation's largest and most diverse system of higher education. Position Information
The California State University, Office of the Chancellor, is seeking to play a critical role in the development and maintenance of procurement systems including but not limited to spend analytics, contract lifecycle management, eSourcing, supplier relationship management, eProcurement, and Procure to Pay. This position will be required to provide operational support for the implementation, management, and maintenance these systems. This position will be responsible for helping to develop training for CSU personnel to use the procurement systems and to adhere to the policies, procedures, and best practices. Additional responsibilities may be assigned as required including maintaining the operation, organization, and content dissemination of the internal CSYou websites, the public CSP website, the CSU Auxiliaries website, and the internal Contracts Database.

Under the direction of the Associate Director of Procurement Systems & Technology, this position will collaborate with Contracts and Procurement personnel across the CSU and the University of California (UC) to help manage systemwide procurement systems, policies and processes. The Procurement Systems Manager will perform duties as follows:
-Lead the team on design, development, and maintenance of eProcurement software systems to meet stakeholder business and informational needs.
-Manage the team to successful delivery of CSU Procurement team goals through creation of Lean process improvements, automation of business practices and enhancement of systems capabilities. Ensure the translation of business philosophy into best practices based on system options.
-Continue to execute against the approved strategic vision and grow the program to drive value and visibility in the organization. Support and foster an environment of continuous improvement for all systems
-Identify new systems opportunities/capabilities that would benefit the business and further organizational goals.
-Supervises the development of methods and procedures on new assignments and provides leadership to other members of department.
-Provides specialized expertise to identify, evaluate and develop systems and procedures to meet users' needs.
-Responsible for the operational level partnership with the campuses on the CSU wide P2P systems
-Maintain and further develop strong relationship with software provider(s)
-Train staff. Provide day-to-day management.
-Delegate and monitor projects and assignments.
-Evaluate staff performance and administer discipline when necessary.
-Analyze departmental strengths, weakness, threats, opportunities, operational requirements, capability gaps and organizational processes to develop, document and recommend opportunities.
-Ensure all deliverables, internal and external, are of the highest quality and deadlines are met in an efficient and timely manner.
-Pursue continuous professional growth through active participation in skill development and training as appropriate.
-Demonstrate the characteristics of professionalism in attire, attitude, conversation, behavior, and attentiveness to others and to promote a positive and collaborative team environment.
-Perform other reasonably related duties if requested by their supervisor or other leadership personnel.
-Staff members will assist and support their colleagues during times of peak workload as appropriate and as approved by their supervisor.

This position requires:
-A Bachelor's degree from a four-year college or university with a degree in business, economics, finance, or public policy/administration or equivalent combination of education and experience;
-A minimum of five (5) years' of progressively responsible experience in a purchasing and contracting; environment.
-Specific experience implementing, managing, or maintaining Procure to Pay (P2P) system administration is required
-Project Management Experience in implementing eProcurement systems is highly desirable;
-Strong written and oral communication skills required;
-Strong organizational, client service, and interpersonal skills required to work with a wide variety of internal campus personnel and external private entities such as small and large businesses and the ability to handle potentially sensitive contract administration situations and relationships required;
-Strong data manipulation and database management skills as well as spreadsheet and analytical skills required;
-Ability to work cohesively and cooperatively with management and co-workers and to achieve results quickly and accurately with minimum supervision required;
-Ability to work independently with minimal supervision and direction required;
-Incumbent should be able to work overtime when needed;
-Periodic travel is required.

Preferred Qualifications:
-Desktop systems applications including word processing, Excel for spreadsheet, Web design software, MS Access, as well as database query and reporting tools; experience with on-line workflow collaboration tools such as SharePoint is preferred.
-Experience with ensuring compliance with State reporting or program regulations preferred;
-Experience in public sector and/or higher education is preferred;
-A Master's degree in public or business administration is preferred.
