This position is scheduled to receive salary range increases on the following dates:
Effective July 2, 2021 - 2.5% increase
Effective July 1, 2022 - 3.0% increase
Mandatory Employee Retirement Contributions will decrease on the following dates:
Effective July 2, 2021 - 1.2% decrease
Effective July 1, 2022 - 0.5% decrease

Reporting to the Orange County Health Officer and serving as a member of the Public Health Leadership Team, the position provides lead management responsibility in public health for clinical compliance and quality assurance activities. Other activities for priority Public Health topics include accreditation, policy development, public speaking and media representation.
Essential Duties Include: Cover for Public Health Officer. Provide coverage for the Public Health Officer by providing medical leadership and consultation during public health crises and/or emergencies; be able to respond to media as a public health spokesperson. Assist/advise Public Health Services (PHS) Divisions as needed, including Communicable Disease Control, Clinical Services, Health Promotion and Community Planning, Community and Nursing Services, Environmental Health, Public Health Laboratory, and California Children's Services. Public Health Official (PHO) on call about every 6 weeks. Chair, Clinical Quality Assurance Committee. Review/update PHS Policies & Procedures. Review/update PHS Blood-Borne Pathogens Plan annually. Review/update Aerosol Transmissible Diseases Plan annually. Educational presentations for staff, medical providers and community organizations as needed. Provide backup to Communicable Disease Controller as needed and assist with outbreaks/investigations as needed. Assist with medical protocols in various PHS programs. Assist with PHS Quality Improvement and accreditation activities. Respond to media, as requested for on-camera/phone interviews. Participate as a member of the following HCA committees:

- Public Health Leadership
- Health Improvement Partnership
- HIPAA Security Workgroup
- Jail Medical Review Team
- Health Equity
The Ideal Candidatewill:
- Possess a valid Physician's and Surgeon's certificate issued by the Board of Medical Examiners of the State of California.
- Possess a valid California Driver's License which is required by date of Appointment and must be maintained throughout employment
- Have at least five years of public health experience in a public agency or healthcare setting focused on preventive and/or population health.
- Completion of a formal training program for a particular specialty, as approved by the Council on Medical Education of the American Medical Association OR certification of eligibility for certification by an American Specialty Board
Theideal candidate should also haveexpertise based on knowledge and/or experience in the following areas :
- Principles and practices of modern medicine including preventive medicine.
- Principles and practices of public health administration, organization, management, and supervision.
- Principles and practices of quality improvement, quality assurance and peer review.
- Principles and practices of the Ten Essential Public Health Services.
- Standards of the Public Health Accreditation Board
- Public Health laws and regulations.
- Have broad knowledge of healthcare quality assurance principles and capabilities in assuring delivery of quality public health services and in assuring compliance with federal, state, and local regulatory requirements.
- Strong written and oral communications skills.
- Working with diverse populations.
