A Construction Inspector inspects the construction of a wide variety of public works, public improvements, or public utilities projects to ensure conformance to plans, specifications, contracts, permits, environmental documents, agreements for work, and may provide construction inspection support.

The examination will consist of an on-line advisory essay and an interview. In the interview, the following competencies may be evaluated: Reading Comprehension; Judgment and Decision Making; Attention to Detail; Composure; Interpersonal Skills; Written Communication; Safety Focus, including knowledge of: Cal/OSHA regulations and safety principles and practices related to personal protective equipment (PPE) and other safety equipment; Cal/OSHA safety standards and practices related to construction work, such as trench shoring and excavation, scaffolding, and ladder safety; proper traffic delineation procedures outlined in the Work Area Traffic Control Handbook (WATCH);  Job Knowledge, including knowledge of: construction inspection procedures; engineering and construction terminology; how to interpret and inspect slope and grade markings and read grade sheets, line and grade stakes, and slope stakes; basic electricity as it relates to Public Works construction in order to evaluate and ensure the proper installation of electrical building components and avoid common electrical hazards; and other necessary skills, knowledge, and abilities.

Prior to the interview, candidates will be required to prepare some written material related to the duties and responsibilities of a Construction Inspector. This essay material will not be separately scored, but will be presented to the interview board for discussion with the candidate and for consideration in the overall evaluation of the candidate. Those who do not complete the advisory essay will not be invited to the interview and will be considered to have failed the entire examination. To be considered complete, the advisory essay must include a substantive response for each question or problem included in the advisory essay for which a candidate is required to provide an answer. Please note that candidates must complete the advisory essay and meet the minimum qualifications as stated on this bulletin in order to be considered further in the examination process.
 
The advisory essay will be administered on-line. Candidates invited to participate in the examination will receive an e-mail from the City of Los Angeles outlining the specific steps needed to complete the on-line advisory essay. Candidates who fail to complete the advisory essay as instructed may be disqualified.
 
For candidates who apply during Filing Period 1, it is anticipated that the on-line advisory essay will be administered between APRIL 13, 2020 and APRIL 20, 2020.
 
For candidates who apply during Filing Period 2, it is anticipated that the on-line advisory essay will be administered between OCTOBER 6, 2020 and OCTOBER 13, 2020.
 
Candidates will be notified later by e-mail of the date, time, and location of the interview, which will be held in Los Angeles.
 
For candidates who apply during Filing Period 1, it is anticipated that interviews will begin during the period of MAY 4, 2020 to MAY 15, 2020.
 
For candidates who apply during Filing Period 2, it is anticipated that interviews will begin during the period of OCTOBER 26, 2020 to NOVEMBER 6, 2020.
 
NOTES :
This examination is based on a validation study. You may take the Construction Inspector examination only once every 12 months. Upon appointment, a Construction Inspector may be required to provide an automobile, properly insured, for use in City service, Mileage will be paid in accordance with established rates. The incumbents of some positions in this class may be required to pass an annual or periodic work fitness evaluation to determine their eligibility for continued employment in this class. Your rank on the employment list may change as scores of candidates from other administrations of the examination are merged onto one list. Your name may be removed from the open competitive list after 6 months. In accordance with Civil Service Rule, Sec. 4.24, review periods may be combined. Candidates in the examination process may file protests as provided in Sec. 4.20, 4.22 and 4.23 as applicable and within the required time frame; however, the Personnel Department may respond to and resolve protests prior to the establishment of the eligible list.
