Distinguishing Features of the Class
Provides professional planning on proposed parks projects; performs directly related work as required. The principal function of an employee in this class is to design, construct, and develop parks, recreational areas and related facilities through planning and implementation of the Capital Improvement Program (CIP). The work is performed under the direct supervision of the Parks and Recreation Director, but considerable leeway is granted for the exercise of independent judgment and initiative. Supervision is exercised over the work of employees in the Development and Planning Division. The nature of the work performed requires that an employee in this class establishes and maintains effective working relationships with other City and Departmental employees, consultants, outside contractors, park patrons and the public. The principal duties of this class are performed in both a general office environment and an outdoor work environment.

Required Special Qualifications
- Graduation from an accredited college or university with a Bachelor's Degree in Planning, Architecture, Landscape Architecture or a related field; and
- Considerable experience in parks or landscape planning and project management with at least three years of supervisory or lead work experience in parks and recreation, planning, architecture, or landscape architecture; or
- Any equivalent combination of experience and training which provides the knowledge, skills and abilities necessary to perform the work.

- Candidates for positions in this class must pass a post-employment offer physical examination and drug screen.
- Possession of a valid Iowa driver's license or evidence of equivalent mobility.
- Registration as a Landscape Architect preferred.
- Provides direct supervision to the Parks Development and Planning Division by setting priorities and objectives;
- Provides technical advice to the department;
- Prepares project plans, specifications and bid documents;
- Troubleshoots miscellaneous design and project problems;
- Analyzes the budget status of CIP projects;
- Prepares construction drawings, including grading, layout and planting plans and construction details;
- Coordinates, schedules and oversees materials, equipment, labor and work activities to ensure the completion of construction and repair projects;
- Prepares Request For Proposal documents for distribution to planning and design consultants;
- Participates in the preparation of CIP budgets and monitors the budget status of CIP projects;
- Participates in the selection of consultants and collaborates with consultants through the design and planning processes;
- Collects field information for use in planning activities, including topography information, existing conditions, adjacent land uses and existing vegetation;
- Prepares cost estimates on park improvements;
- Coordinates planning and construction activities with other departments and divisions;
- Oversees the construction of parks improvements by contractors and in-house staff;
- Coordinates the participation of neighborhood and community groups in parks planning activities;
- Makes recommendations for materials and equipment used in construction;
- Performs special projects for the Parks and Recreation Director as requested;
- Oversees department's agreements and lease database;
- Evaluates needs within the Parks and Recreation Department and recommends policy changes/developments to address those needs;
- Manages budget, legal and human resource needs of the Development and Planning Division in compliance with policy and law;
- Administers and maintains an ongoing comprehensive property management inventory program for the Parks and Recreation Department;
- Manages park construction projects, repair and improvements, including identifying needs of all work in the areas of neighborhood and regional parks, sports complexes, swimming pools, recreational facilities, river front facilities, and recreational trails;
- Sets Division goals, implements short term and long-range plans, performs problem solving within Division operations and allocates resources to ensure efficient and effective operations;
- Provides input and review of beautification projects within areas of other City Departments or in public urban areas;
- Oversees land acquisition for the development of future city parks, public boulevards and municipal building landscapes;
- Oversees the coordination of Capital Improvement Projects and their compliance with the Strategic Plan, the Parks and Recreation Comprehensive Master Plan and other long-range planning guidelines;
- Oversees the implementation of ADA requirements within parks and municipal buildings and the City's Access Advisory Committee;
- Performs research on parks projects in other municipalities as assigned for use in developing future parks use concepts;
- Leads Central Iowa Trails Advisory Committee;
- Provides needed information and demonstrations concerning how to perform certain work tasks to new employees in the same or similar class of positions;
- Keeps immediate supervisor and designated others fully and accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems;
- Attends meetings, conferences, workshops and training sessions, and reviews publications and audio-visual materials to become and remain current on the principles, practices and new developments in assigned work areas;
- Responds to citizens' questions and comments in a courteous and timely manner;
- Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities;
- Performs other directly related duties consistent with the role and function of the classification.
