The Development Services Manager is responsible for initiating, coordinating, and managing the implementation of a wide variety of projects related to the Development Services Division. This position oversees, directs, and participates in major activities and programs of the department, including organizing, managing, and providing administrative direction and oversight for major functions and activities of the Development Services Division, including permitting, planning, floodplain management, public education and is responsible for providing professional-level support to the Director in a variety of areas.
Examples of Duties
Directs the day-to-day administrative functions for the Development Services Division, including implementing and enforcing statute, policies, procedures, rules and evaluating staff performance.
Coordinates the evaluation of development alternatives and facilitates collaboration on the selection of viable consensus-based solutions to technical and operational challenges; facilitates mutually beneficial outcomes for complex agreements between land owners, developers, utility companies and the County.
Administers the effective and efficient planning, implementation, coordination and management of services provided to the citizens of Denton County by leading and directing the Development Services Division.
Oversees the civil engineering review of subdivisions, subdivision plats, floodplain compliance, FEMA flood studies, TCEQ compliance, development permits, Ray Roberts special use zoning committee, utility permits and enforcement of State and Federal statutes or County rule violations.
Administers and maintains the Denton County Subdivision Rules and Regulations and Flood Damage Prevention Regulations.
Assists the development and implementation of policies and procedures, coordinating with Environmental Health, Public Works, Fire Marshal Division and Emergency Management Division.
Attends regularly scheduled meetings, special meetings, and participates actively in discussion of matters coming before Commissioners Court, provides relevant information and recommends policies required in the public interest.
Responds to and resolves citizen inquiries and concerns; negotiates and resolves controversial issues; responds directly to County Judge, Commissioners and management teams in a timely manner.
Ensures that assigned area of responsibility are performed within budget; prepares cost control activities; monitors revenues and expenditures in assigned area to ensure sound fiscal control; prepares annual budget requests; ensures the efficient use of budgeted funds, personnel, materials, facilities and time.
Assists with evaluating applications, interviewing, hiring, and training of employees as needed. Manages staff; ensuring work is complete, resolving employee issues, evaluating employee performance, approving time off, etc.
Confers with and advises engineers, contractors, and the general public.
Prepares and submits recommendations for revisions to policy, subdivision rules and regulations to the Director.
Performs other duties as may be specified by Commissioners Court, County Judge, Director, or the laws of the State of Texas.
May work extensive hours, as needed, to attend board, council and other related meetings.
Regular and punctual attendance is required.
Performs other related duties as required.
Bachelor's degree and a minimum five years of experience in a related field; or an equivalent combination of education and related experience required.
Completion of Certified Floodplain Manager required within one year of employment.
Membership in American Planning Association and AICP certification preferred.
Possession of a valid driver's license.
