Full-time position available with the KC Water Smart Sewer Program located at 4800 E. 63rd Street.
Salary Range: $7,374-$14,422/month
Normal Work Days/Hours: Monday-Friday, 8:00 A.M. to 5:00 P.M.

Responsibilities

Leads, manages, develops and delivers KC Water's Smart Sewer Program and Wastewater Collection Systems Engineering functions and oversees the contract work of multiple consulting and construction engineering service providers. Directly supervises 4 to 5 employees and is responsible for approximately 15 professional staff members. Carries out supervisory responsibilities in accordance with the organizatio n's policies and applicable laws by managing resource planning; interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; coordinating workload with other engineering units, rewarding and disciplining employees; addressing complaints and resolving problems. Plans, organizes, controls, integrates and evaluates the work of the staff in the Smart Sewer and Wastewater Collection Engineering Section including the extended principal staff within the Smart Sewer Program management consulting team. Works with the Deputy Director, Smart Sewer Utility Officer, and the executive management team to plan business objectives, develop policies, coordinate functions and operations between the Chief Engineering Officer, the program management consulting team, design professionals and contractors, as well as establish responsibilities and procedures for attaining set objectives. Develops, implements and monitors work plan to achieve Division's objectives and track key performance indicators in relation to risk at all levels. Performs frequent consultation and collaboration with internal divisions, city council members, consultants, contractors, and other stakeholders as required in the preparation of program policies, standards, engineering reports, design plans, specifications, bidding documents for projects, and construction phase oversight, and inspection of construction work for compliance with prescribed engineering criteria. Tracks and monitors Smart Sewer Program elements including: capital program costs and rates, analyses and funding consultations, so as to ensure that budgets and time commitments are maintained and changes in program status are effectively communicated to all stakeholders; and regulatory compliance targets and coordinates this activity with Deputy Director, Smart Sewer Utility Officer, and legal teams. Consults and coordinates with representatives from Federal, State and County governments and interested organizations regarding the regulatory compliance monitoring and reporting. Oversees the work of multiple Smart Sewer Program and Wastewater Collection Systems Engineering projects in procuring, directing, managing, coordinating and engineering activities involving the planning, design and construction, as well as key support functions, such as hydraulic modeling, flow monitoring, condition assessment and other field services, data management, and communications with operation and maintenance. Sets strategy and direction for Green Infrastructure Program, as well as manages the public outreach and communication related to these programs and stakeholder collaborations.


Qualifications

REQUIRES 10 years progressively responsible experience as a Registered Engineer. Must possess a valid state-issued driver's license. Within 6 months of hire date, must be registered as a Professional Engineer with MO Board of Professional Architects, Engineers and Land Surveyors. Preference given to applicants who have at least 10 years of experience consulting or managing engineering divisions in delivering consent decree programs and wastewater collection systems goals.
