The CSU Chancellor's Office, located on the waterfront adjacent to the Aquarium of the Pacific in downtown Long Beach, is the headquarters for the nation's largest and most diverse system of higher education. Position Information
The California State University, Office of the Chancellor, is seeking a Director, Systemwide Emergency Management & Continuity to support Systemwide Risk Management in the conduct of the CSU's systemwide emergency management and continuity activities and serves as the primary contact for the day-to-day emergency management and continuity operations of the CSU. The incumbent manages these operations in coordination with the management and staff of campuses, auxiliaries, and the Chancellor's Office, and when applicable teams of external, contracted professionals. The incumbent also leads in the development and implementation of CSU written policy and programs related to these operations.

Responsibilities
Under the general direction of the Director of Systemwide Risk Management, the Director, Systemwide Emergency Management & Continuity will:
-Evaluate the types of emergency-related needs to be addressed in disaster planning or provide technical support to others conducting such surveys.
-Assist campus emergency managers in the preparation of long-term plans that are compatible with Federal, State and local regulations and University policies.
-Manage, coordinate and participate in CSU affinity groups as required.
-Work with affinity groups to identify common systemwide needs that can be addressed through collaborative and cooperative workgroup efforts.
-Coordinate with campus stakeholders to determine resource requirements; advocate for resources and provide advice to the Assistant Vice Chancellor for Financing, Treasury and Risk Management.
-Provide support to the Chief Administrators and Budget Officers (CABO), the Provost Affinity Group and the Presidents Affinity Group as requested.
-Where possible, standardize campus plans, policies and procedures. Review and assess all campus emergency plans on an on-going basis to ensure compliance with the Standardized Emergency Management System (SEMS), the National Incident Management System (NIMS), the Incident Command System (ICS), and other CSU regulations.
-Remain informed of federal, state, and local regulations affecting emergency plans and ensure that plans adhere to these regulations, propose alteration of emergency response procedures based on regulatory changes, technological changes, or knowledge gained from outcomes of previous emergency situations, and develop and perform tests and evaluations of emergency management plans in accordance with state and federal regulations.
-Plan, coordinate and conduct regional and systemwide emergency management courses and webinars that are ICS-certified and focused on a "train the trainer" concept.
-Lead the development and employment of exercise templates for use by campus emergency managers.
-Ensure the CSU is compliant with the current NIMS requirement of having emergency responders trained in required ICS courses.
-Attend meetings, conferences, and workshops related to emergency management to learn new information and to develop working relationships with other emergency management specialists and study emergency plans used elsewhere to gather information for plan development and improvement.
-Serve as the primary liaison with the Federal Department of Education, FEMA and other Federal Agencies as required.
-Develop and issue systemwide Emergency Management Status Report (i.e. annual report) to be shared with CSU leadership and other stakeholders.
-Serve as systemwide focal point for special projects involving analysis, development and evaluation of polices and strategies to achieve the objectives of the emergency management and continuity of operations (COOP).
-Determine and disseminate best practices from external and internal agencies.
-Manage, coordinate, and/or assist on other assigned programs and/or projects of the department at the direction of the Senior Director Systemwide Risk Management, or by anticipating department needs.

Qualifications
This position requires:
-Graduation from an accredited four-year college or university with a Bachelor's Degree in Emergency Management, Homeland Security, Fire and Life Safety or a job-related field is preferred. Equivalent to seven (7) years of full-time, progressively responsible relevant experience required, with three of those years in oversight and administration of a program with supervision and/or lead experience.
-Being available 24/7 as circumstances dictate.
-Management and supervisory experience.
-Experience in planning, conducting and leading projects and meetings.
-Proficiency with office computer systems.
-Possession of a valid California driver license.
-Ability to travel by air/car/train and overnight as necessary to perform duties.

PREFERRED QUALIFICATIONS
-Experience in local, state or federal emergency management agency or major university environment.
-Certified Emergency Manager (CEM) credential from the International Association of Emergency Managers. Certification in other disaster related programs, participation and membership in regional organizations related to emergency management and preparedness.
-Experience in budget development and management.
-Experience with higher education institutions.
-Public speaking experience.
