$5,000 to $5,250 per month ($60,000 to $63,000 annually)

Position Summary*
The OneCard Operations Lead is responsible for the ongoing implementation and management of the University's multi-use identification, debit, and access card program and will be expected to, under general direction, undertake broad and complex student financial activities to achieve programmatic goals while ensuring compliance with applicable regulations or government requirements. With little or no supervision, the incumbent must be able to independently manage and direct all aspects of the OneCard operations and program maintenance, working with internal staff to represent user needs and ensure peak program performance levels are met. The incumbent must be able to support and execute a marketing strategy to promote use of the card to campus constituency. Develop working relations with the representatives of various offices as well as vendors to coordinate projects with other activities. This position will be required to perform analysis and assist in the OneCard replacement system's project planning as well as playing a key role in the implementation of any new system. The incumbent must have excellent judgement and be able to recommend policy decisions with regard to administrative and fiscal programs as well as new system implementation. The incumbent must have the ability work with multiple departments across campus to implement and maintain a OneCard system that maximizes benefits to students and key stakeholders. In addition, the incumbent will manage the Gator Pass transit pass daily uploads and trouble shooting. The incumbent will also work with the Director of Fiscal Operations to manage the relationships and communications with our transit pass partners and vendors.

Position Information
OneCard System Implementation - Lead the new OneCard system project planning and implementation through coordination with outside vendors and campus partners. Independently make daily decisions on the best approach and priorities to achieve project
goals. Serve as prime contact for the OneCard office for students, faculty, staff, campus partners and the new OneCard system vendor. Develop new policies and proceedures for the OneCard system based on new system requirements.

Lead OneCard/Gator Pass Team - Provide lead direction to OneCard staff for daily tasks and special events like student orientation. Manage front office operations, including trouble shooting all system. Work with transit partners to design and procure special card stock with 6 month production lead time. Oversee OneCard Add-Value collections, deposits and merchant payment activities.

OneCard/Gator Pass Marketing and Communications - Use creativity and innovation to develop new approaches to OneCard/Gator Pass participation in students' special events such as Orientation, Sneak Preview, etc. Enhance the creativity and reach of the OneCard web site. Use ingenuity and innovation to increase visability of the OneCard and Gator Pass programs to students and campus partners.

OneCard/Gator Pass System Support - Oversee operations for OneCard, Photo ID and Gator Pass System/device support and maintenance. Use excellent judgement in system performance monitoring which will have broad impact within Fiscal Affairs and throughout campus. Participate in planning and development of system enhancements to the Gator Pass transit program with our transit partners (Clipper, SF Muni, SFMTA, SFCTA and BART). Use analysis and judgement to assess impact of program changes on strategic and operational
objectives. Response/troubleshooting for inquiries and reported problems.

Analysis and Planning - Analysis/Distribution of OneCard/Gator Pass departmental reports. Use excellent judgement to develop new and innoviative recommendations for the Gator transit funds for the benefit of the students. Oversee Daily, Weekly and Monthly reporting and reconciliations. Make recommendations for action based on reporting data. Perform monthly reconciliation of vendor payments. Perform regular fraud detection process and analyze systems for any vulnerabilities in order to implement process/system improvements on an ongoing basis.

Minimum Qualifications*
- Thorough knowledge of and ability to apply extensive expertise to complex programs and/or administrative specialties, including pertinent laws and regulations.
- Demonstrated expertise in and advanced knowledge of the principles, problems, and methods of public a business administration and operational and fiscal management.
- Expertise in administrative survey techniques, operations and systems analysis, statistical and research methods, and the ability to interpret and evaluate results to develop sound conclusions and recommend new or revised policies.
- Ability to understand problems from a broad, interactive perspective and discern applicable underlying principles to conceive of and develop strategic solutions.
- Ability to work with representatives from public and private entities and handle potentially sensitive situations. Demonstrated consultative skills in working with internal and external constituent groups.
- Ability to effectively present ideas and concepts in written or presentation format and use consultative and facilitation skills to gain consensus

Preferred Qualifications
- The incumbent must have management and organizational skills including the ability to market the campus card products to on campus and off campus vendors.
- Ability to build and maintain strong working relationships. The incumbent must have the skills and ability to deal with the ongoing challenges of the campus card product.
- Ability to see the interrelationships within and among the various educational, administrative and fiscal programs on the campus.
- Ability to relate/support the overall objectives and policies of the University, Trustees and the Office of the Chancellor.
- Ability to work with representatives from public and private entities and handle potentially sensitive situations. Demonstrative consultative skills in working with internal and external constituent groups in higher educations.
- Extensive experience in managing administrative operations and systems analysis.
- Ability to utilize complex statistical and other types of research methods.
- Ability to interpret and evaluate results to develop recommendations for future plans and actions.
