DEPARTMENT STATEMENT:

The Educational Opportunity Program (EOP) is designed to improve access and retention of historically low-income, first generation, and educationally disadvantaged students. EOP identifies and admits students who have the potential to succeed at California State University campuses, but who have not achieved their educational goals because of economic and/or educational background. EOP provides students with the resources, tools and skills to ensure academic and personal success through a variety of academic support services.

Services are proactive, culturally sensitive, and personalized to meet the needs of a diverse student population.

ABOUT THE POSITION:

The EOP Retention Team Lead is responsible for leading all EOP Counselors. They will organize and coordinate professional development and on-going training for EOP Counselors and oversee caseload management of EOP students. The incumbent will work in partnership with the EOP Office Manager to ensure that front desk staff have all current communications and policies with clients and will manage the implementation of retention events and services for EOP students (transition ceremonies, workshops, lending library). This position is responsible for improving and delivering service to students through administration, technology and communication and serving the university and EOP through special projects or committees.

The EOP Retention Team Lead reports to the Director of EOP and Student Access Programs.

RESPONSIBILITIES:

Lead Responsibilities
* Lead the EOP Counselors (Retention Team) on a daily basis ensuring timely and accurate completion of assigned work and projects
* Provide on-going professional development, mentoring and training to the retention team to ensure they maintain current knowledge of academic advising, campus policies and best practices within the field
* Plan, coordinate, and assign the implementation of programs and services for designated component (Freshmen Transitions, Transfer Transitions, Academic Advising, Special Projects, etc.)
* Maintain a planning schedule for the retention team
* Write retention reports which include evaluation and recommendations
* Coordinate the development and updating of all needed publications

Student Developmental Counseling/Advising
* Independently provide comprehensive advisement, individually and in groups, which include academic, personal, financial, or career-related counseling to a caseload of current EOP students
* Perform in-depth analysis of student skills, abilities, previous academic performance and factors contributing to the student's academic progress to assist students in program planning, course advising, major and career exploration. Students may have problems choosing, pursuing and adjusting themselves to suitable educational and vocational goals
* Complete GE evaluation and advising worksheets and maintain detailed and current records on each assigned student, including program of study outline, quarterly academic progress, counseling/advising contacts, referrals, and test scores
* Assist students to identify their problems, think them through, evaluate them realistically, deal with their aptitudes and abilities as related to their particular needs and circumstances, select suitable educational or vocational goals, and implement corrective measures to alleviate skill deficiencies
* Use professional judgment to develop solutions to individual student problems, of considerable difficulty, which represent integrative approaches comprising appropriate referrals to campus services and other resources. Adjust approaches and techniques in the face of unpredictable responses and rapidly changing circumstances
* Implement innovative ways of encouraging and supporting the personal developmental needs of a diverse student population
* Utilize proper techniques to interact with persons with hostile reactions and bring such situations under control
* Maintain regular contact with students on caseload and monitor each student's academic progress

Improving and delivering service to clients through communication, administration and technology
* Improve services to clients through technological enhancements, making recommendations, securing resources, coordinating or leading the enhancements and training staff and clients on how to effectively utilize the service
* Donor, grant, and scholarship cultivation and management
* Assess student learning and EOP services by tracking client data and producing relevant, detailed reports to the director
* Utilize technology tools provided and work closely with the EOP Director to deliver and track all EOP services and student information
* Administer the quarterly EOP Midterm Progress reports
* Coordinate general studies courses for EOP students

Liaison and Campus Involvement Responsibilities
* Represent the department on appropriate committees
* Initiate and maintain cooperative working relationships with a variety of individuals and groups, including faculty, staff, student organizations and off-campus community groups
* Partake in appropriate professional development activities to remain current on relevant issues pertaining to higher education and the recruitment and retention of low-income and high-risk students
* Participate in campus wide events and programs, which seek to recruit, retain, or encourage the success of low-income and environmentally disadvantaged students

REQUIREMENTS:

* General knowledge of the basic principles and practices of effective leadership
* General knowledge of the techniques used for hiring, evaluating performance and motivating employees
* Knowledge of current issues affecting higher education, student services, academic advising, underrepresented and under-served populations
* Knowledge of individual and group dynamics to be used when counseling clients
* Knowledge of complex and evolving university policies and procedures regarding academic probation, academic disqualification, academic renewal and reinstatement
* Knowledge of student population served: 1st generation, low income and under-served and underrepresented populations
* Skills in computers including a working knowledge of computer applications including all Microsoft Office products and online systems including PeopleSoft
* Skills in communication including listening, writing and speaking which includes public speaking
* Skills in organization used to execute multiple projects and assignments simultaneously with an emphasis on accuracy and detail orientation
* Skills in customer/client service with an emphasis on problem solving to deliver services in a timely and professional manner
* Ability to develop, implement and manage retention related programs/services
* Ability to interact and work cooperatively with a diverse student population and staff
* Ability to generate and maintain collaborative working relationships with campus and community stakeholders
* Ability to operate independently while applying sound professional judgment, maintaining professional standards and insuring client confidentiality
* Ability to analyze complex situations accurately and adopt effective courses of action

MINIMUM QUALIFICATIONS:

Experience:
Equivalent to four years of progressively responsible professional student services work experience which includes experience in advising students individually and in groups, and in analysis and resolution of complex student services problems.

A master's degree in Counseling, Clinical Psychology, Social Work or a job-related field may be substituted for one year of professional experience. A doctorate degree and the appropriate internship or clinical training in counseling, guidance or a job-related field may be substituted for two years of the required professional experience for positions with a major responsibility for professional, personal or career counseling.

Education:
Equivalent to graduation from a four-year college or university in a related field plus upper division or graduate course work in counseling techniques, interviewing and conflict resolution where such are job related.

PREFERRED SKILLS AND KNOWLEDGE:

* Master's degree in college student personnel administration, counseling, education or related area
* Minimum 5 years of experience working in college student services
* At least two years of experience providing lead work direction to full-time professionals in student services
