TYPICAL DUTIES Elicits, records and/or reviews medical histories and performs acute primary care, annual, periodic and various other routine physical examinations utilizing the problem-oriented medical records or other appropriate systems; provides general and specific health and medical instructions to patients, clients and families. Coordinates individual and family health management, utilizing physicians resources or community agencies; provides guidance, instruction, treatment and referral in such areas as family planning, sexually transmitted diseases (STD), Acquired Immune Deficiency Syndrome (AIDS), drug abuse, child care and hygiene; assists patients with selection, fitting and placing of appropriate contraceptive devices. Performs early diagnostic examinations including vision, hearing, pap smears and other diagnostic tests; may order laboratory tests, x-rays, electrocardiograms and other diagnostic tests; may collect specimens for, perform and interpret selected laboratory tests and take action on abnormal tests as necessary; provides immunizations and gives injections. Identifies basic to complex medical conditions; determines if patient's medical, surgical and psychiatric problems require immediate consultations with the physician; treats conditions and manages stable phases of chronic illnesses on consultations with or following specific protocols established by physicians, including dispensing and/or administering medication when indicated; alerts appropriate medical agencies of potential community health problems as encountered. Provides routine prenatal care and postpartum follow-up for mothers; provides comprehensive health screening assessments; provides treatment of illness. Admits/evaluates clients in Family Maternity Center; independently manages clients or co-manages with attending physician, clients who may be at higher risk. Independently attends deliveries of these clients, manages second, third and fourth stages of labor. Refers clients outside scope of practice. Discharges both antepartum and postpartum clients independently. Observes and counsels and supports patients in the area of psychosocial problems and inter-relationships; provides emergency treatment or referral for patients with severe emotional upsets. May work in clinics; may make home and school visits; may lead ancillary clinic staff; may coordinate clinic activities; may orient and oversee nursing students, nurse midwifery students, medical students and other providers. Provides for quality assurance through review and audit of clinic charts to assure adequate medical management and follow-up; provides consultation to other providers. Keeps records and completes form, questionnaires and billing forms as required. Attends meetings and workshops; serves on committees as assigned; provides consultation and assistance in areas of specialty to other areas of Health Care Services; participates in and may conduct in-service training. Performs other duties as directed by the Chairperson for the Department of Obstetrics and Gynecology. MINIMUM QUALIFICATIONS Education : Completion of an approved nurse midwife educational program recognized by the American College of Nurse Midwives. License and Certificates : Possess a current valid California Registered Nurse license and a valid California Nurse Midwife Certificate. Must possess a valid California Nurse Midwife furnishing number within one year of appointment to the class of Nurse Midwife. KNOWLEDGE Professional nursing; women's health care, pregnancy, childbirth, care of the newborn. menopause and family planning; a wide range of medical conditions affecting women and children; various diagnostic tests; treatment protocols for various medical conditions; various medications used to treat a variety of conditions; health screening assessment methods and techniques; psychosocial factors affecting women's health. Standby Pay : Employees designated by appointing authority to be in standby status is compensated at 33.33% of their regular hourly rate. License/Certificate Fees : The County provides reimbursement for specific classifications under the CNA MOU for fees required to renew State required license/certification. Selection Procedures Applicants who meet the minimum qualifications will go through the following examination process: Written Exam : The civil service written exam is a multiple choice format. If the written exam is administered alone, it will be 100% of the overall score. Candidates must achieve a minimum rating of 70% in order to be placed on the eligible list. Oral Exam : The oral exam is a structured interview process that will assess the candidate's education, training, and experience and may include a practical exercise. The oral exam selection process is not a hiring interview. A panel of up to four people will determine the candidate's score and rank for placement on the eligible list. Top candidates from the eligible list are referred for hiring interviews. If the oral exam is administered alone, it will be 100% of the overall score. Candidates must achieve a minimum rating of 70% in order to be placed on the eligible list. Written & Oral Exam: If both a written exam and an oral exam is administered, the written exam is weighted at 60% and the oral exam is weighted at 40% unless otherwise indicated on the announcement. Candidates must achieve a minimum rating of 70% on each examination in order to be placed on the eligible list. Rate-out: A rate-out is an examination that involves a paper rating of the candidate's application using the following criteria: education, training, and experience. Candidates will not be scheduled for the rate-out process. Note: The rating of 70 referred to may be the same or other than an arithmetic 70% of the total possible points. Work is performed seven days a week, with varying operational hours (including on call shifts as needed), and varying assignment locations in order to best serve the com munity. Behavioral Health Crisis Intervention Spec ialist Supervisor is the first-line supervisory level of the Behavioral Health Crisis Intervention Specialist series. Behavioral Health Crisis Intervention Specialist Superviso r's provide day-to-day supervision of Mobile Crisis Teams (MCT), Mobile Evaluat ion Teams (MET), and Community Assessment and Alternative Transport Team (CAATT) including the coordination and delegation of work/assignments, staff coverage, performance evalu ations, and training. Incumbents in this position may assist the Division Dire ctor, Crisis Services in administrative functions as needed. Positions in this class series are located in the Behavioral Health Care Services' Crisis Division which provide s community - based crisis prevention and early intervention services to clients a nd the community. This class is distinguished from the lower level class of Behavioral Health Crisis Intervention Specialist I/II in that the latter does not have supervisory responsibilities. This class is further distinguished from the Behavioral Healt h Clinical Supervisor in that the former performs supervisory crisis intervention and direct crisis intervention work to the most vulnerable population solely in the community, partnering with law enforcement and other community organizations. EXAMINATION COMPONENTS The examination will consist of the following steps: 1) A review of candidates' applications to verify possession of minimum requirements. 2) Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process which is a review of candidates' Supplemental Questionnaires to select the best qualified applicants to continue in the process. 3) Those candidates selected as best qualified will move on to the next step in the examination process, an oral interview examination which will be weighted as 100% of the candidate's final examination score. Essential Job Functions/Public Service Officer: Communicate effectively over law-enforcement radio channels while initiating and responding to radio communications, often under adverse conditions. Public Service Officer - Job Description: Dispatch and Teletype System/Law Enforcement Information Network (L.E.I.N.) This is a two-person operation. These work stations are generally manned by a Corporal with a police Cadet assisting. They monitor a four-channel radio system and the business-alarm panel, receive calls from the desk officers, dispatch police units and log the calls/incidents in the complaint log and radio log. They provide ambulance and wrecker calls upon request from field units. They make L.E.I.N. checks for patrol units, enter and cancel "wanted" persons, vehicles and warrants as well as check stolen or recovered property through the system. They sometimes must answer telephone calls from citizens because of an overload on desk officers. Switchboard/Complaint Desk This work station is generally manned by one or more employees, depending on demands or calls coming into the desk. There are times when the duty Lieutenant must delay his other responsibilities to answer telephone calls at the desk. The police PSO assigned to the desk could write complaints at the desk and on very limited basis over the telephone, during peak periods. Complaint copies must also be separated for the various bureaus as directed. Much of a Public Service Officer's time will be taken up in the detention area and caring for prisoners. The booking, printing, mugging, receipt of property and paperwork involved in the intake will be assigned to one of the Public Service Officers from desk/dispatch area. The PSO will be required to maintain inventory of prisoner meals, feed prisoners (a one-hour task for each meal) and see that the cells are properly cleaned. He will make prisoner inspection every hour as required by the department of Corrections. On weekends and holidays he/she is expected to clean lobby, desk and dispatch section. A PSO has many other miscellaneous duties, including fingerprinting for citizenship papers and employment clearances. Traffic Bureau Periodically, a PSO from Records may be assigned to the Traffic Bureau to assist in the following: Compile accident data. Maintain accident/violation spot maps. File accident reports. Research engineering files. Maintain abandoned auto file. Detective Bureau (D.B.) Periodically, a Public Service Officer may be assigned to the Detective Bureau to assist in the following: File complaints, fingerprint cards, post clearance slips on crimes or post D.B. teletypes. Work on D.B. crime status charts or graphs. Photograph and print indexing. Cross check file for intelligence data. Youth Bureau Periodically, a Public Service Officer may be assigned to the Youth Bureau to assist in the following: Recording and filing of case reports. Type appointments to parents and juveniles. Type records of juveniles taken into custody. Disposition of cases. File jacket returns from court. Case clearance slips to Records Bureau. Support Division The Support Division usually has two Public Service Officers assigned; their duties would include: One PSO permanently assigned to property and evidence responsibility. The process of maintaining records, storage and disposition of property and evidence requires very precise control and is best served under the responsibility of one individual. A PSO can be assigned to the afternoon shift to better serve the public and department. This employee will assist in the filing of complaints by sections, traffic citations and other Bureau services; he/she will assist in providing gun registrations, public vehicle operators license applications, vendor license applications.
