The Department of Behavioral Health (DBH) is responsible for providing mental health and substance use disorder services to county residents who are experiencing major mental illness or substance abuse issues. DBH provides mental health/substance use disorder treatment to all age groups, with a primary emphasis placed on treating children/youth who may be seriously emotionally disturbed, adults who are experiencing a serious and persistent mental illness, and individuals who are experiencing substance use disorders. DBH also provides an array of prevention and early intervention services for both mental health and substance abuse. DBH's core values are service, integrity, accountability and trust.
The Department of Behavioral Health is a unique County department comprised of six service areas: Children, Tranistional Age Youth and Mental Health Services Act, Community Behavioral Health and Recovery Services, 24-hour and Emergency Services, Criminal Justice and Substance Use Disorder and Recovery Services, Administrative/Fiscal Services and Program Support. The Department currently has a workforce in excess of 1000 positions.

Behavioral Health Program Managers II* areresponsible for managing a comprehensive mental health or substance abuse program for a particular region or division in the Department of Behavioral Health.
Essentialduties includeplanning, organizing, and administering a program for the direct treatment of mental disorders; developing and implementing policies and procedures to ensure efficient and effective treatment services;and preparing the program budget and exercise fiscal control over treatment programs and contract facilities.*Official title:

A Master's or Doctoral degree in Social Work, Marriage Family Therapy, Clinical/Counseling Psychology, or Behavioral Science.AND
Three years of clinical experience in a major mental health and/or substance abuse treatment program. Qualifying experience must include a minimum of two years of experience as a full-scope supervisor responsible for planning, directing and evaluating a mental health or substance abuse program or unit. Qualifying experience must also include full-scope supervisory responsibility, which includeshiring, firing, counseling, disciplinary actions, assigning work, completing work performance evaluations, developing work schedules and approving time off. Option 2:
Three years of experience as a manager in an agency providing social work services. Qualifying experience must include second-level supervision (supervising through subordinate supervisors), budget/fiscal administration, and responsibility for program planning, development, implementation, and evaluation. Desired Qualifications
The ideal candidate will have extensive clinical experience in an outpatient clinic setting with knowledge of the Department of Health Care Services and providingspecialty mental health services toMedi-Cal-eligible beneficiaries.Licensure as a Marriage and Family Therapist, Clinical Social Worker, Professional Clinical Counselor, or Psychologist is highly desired.Selection Process
