About the Position:
The Capital Programs and Facilities Management Department is committed to planning, developing, and maintaining a safe, sustainable, and high quality learning and working environment for the campus community. Capital Programs and Facilities Management provides oversight of university resources and assets and is responsible for the development of the University's facilities including land use planning, capital improvement, project development, construction, as well as facilities operations and maintenance including custodial services, landscape services, building trade services, mechanical and electrical, and recycling services. We are seeking an exceptional individual to join our team as the Director, Business and Administrative Services. The Director of Business and Administrative Services reports directly to the Associate Vice President for Capital Programs and Facilities Management (CPFM) and is a key member of the CPFM senior leadership team. The Director assists the Associate Vice President with the direction, management and oversight of the financial, budgeting, and business functions. Administers departmental activities to ensure the accomplishment of objectives within established funding parameters. Directly responsible for the planning, management and direction of the following operations and services within the department: Cost Accounting, Payroll, Material Control, Mail Center, Shipping and Receiving and the Service Center. This position coordinates a wide variety of financial affairs and activities, and interprets and applies University policies and procedures. The Director of Business and Administrative Services collaborates with and supports Planning and Design and Construction Management on project administrative, business and fiscal activities related to projects. Manages, oversees and applies sound judgement and expertise and reports on financial, business and administrative programs specific and unique to design, construction and capital projects activities. In this capacity, the director provides a high level of leadership, advises and makes recommendations to the Associate Vice President for CPFM relative to Business and Administrative Services functions. This position also works on special projects as assigned by the Associate Vice President for CPFM that vary in scope and may have either divisional or campus-wide impact. As a member of the CPFM senior leadership team, the director of Business and administrative Services works in a team to develop and implement CPFM strategic goals and initiatives. Other duties as assigned.

Essential Qualifications
Bachelor's degree from an accredited four-year college or university in business, finance, accounting, management, or a related field, in combination with a minimum of five years of experience in a similar role planning and leading the activities of a business operational unit. In-depth experience supervising and providing leadership to both managers and staff. Extensive knowledge and experience managing administrative budget, fiscal and business operations services and support. Experience with governmental or public sector accounting and/or budgeting. Successful experience being a part of a team and working with others to accomplish goals and tasks. Experience with quality improvement initiatives. Proven ability to facilitate and implement large projects from start to finish. Possession of excellent verbal and written communication skills, as well as strong interpersonal skills with a proven ability to guide others in a highly collaborative manner. Possession of excellent customer service skills and ability to work with others to resolve problems. Ability to establish and maintain positive working relationships with full range of internal and external constituents at all levels. Ability to work independently and work effectively and collegially with individuals and groups of people as part of a team.

A background check (including a criminal records check) must be completed satisfactorily and is required for employment. CSU will make a conditional offer of employment, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information. Failure to satisfactorily complete the background check may affect the continued employment of a current CSU employee who was conditionally offered the position.

Preferred Qualifications
Master's degree from an accredited college or university in management, leadership, business administration, finance, or a related field. Professional experience working in the public sector. Professional experience with the financial policies, procedures, and accounting systems used in the California State University system. General knowledge of construction management, facilities management operations and capital development processes.

License/Certifications
Valid California driver's license.
