Essential Functions: Assists the Finance Director in planning and coordinating the installation of budgetary, and work measurement systems. Prepares reports involving complex cost and statistical analyses, as directed, in response to specific requests of the City Manager and Finance Director.
Conducts surveys, performs research and analyzes results for use in design and installation of work simplification systems, cost control systems and revenue administration and control systems.
Assists department and division heads in developing work measurement, and work simplification systems.
Confers with administrative personnel of all departments regarding budgetary system installation and review, budget processes and budget requests.
Serves as a liaison to all City departments during the preparation, development and implementation stages of the budget processes and coordinates services with other City departments and divisions.
Plans, organizes, analyzes and communicates the City's annual and capital improvement program budget development process; recommend and prepare budget amendments, analyze, cost and forecast trends related to City budget and assists in budget hearings.
Monitors compliance with the City's Operating and Capital Improvement Program Budgets; maintains continuing review of budget expenditures and recommends appropriate action in response to budget variances.
Assists in planning, prioritizing, assigning, and monitoring the work of other budget personnel; provides or coordinates staff training, coaches employees to improve job performance and to correct deficiencies.
Provides excellent service to internal and external customers; receives and investigates complaints and recommends corrective action, as necessary to resolve complaints
Prepares and delivers oral and written presentations to department heads, City Manager, City Council, boards, commissions and the general public.
Performs research and analysis and prepares reports on various pay and employee benefit proposals advanced by management and employee labor organizations.
Prepares reports analyzing and evaluating various budget proposals under the direction of the Finance Director.
Performs various administrative and coordination tasks assigned by the Finance Director.
Performs other related work as required.

This is a responsible professional/technical position involving work in researching and developing budgetary and management reporting systems. CLASS CHARACTERISTICS:
Work involves financial and statistical analyses, studies and reports; development of budgetary systems; development of work measurement systems; and preparation of financial justifications. Work also involves research and development of: work simplification systems; improved and new sources of revenue; and cost control systems. Other duties will include responsibility for: cost and benefits analysis of various proposals arising out of labor negotiations; cost versus benefit justification analysis and review of budget requests; program and special fund cost analysis; and assisting staff in preparing cost and statistical analyses required for presentation to staff, City Manager and the City Council. Work is performed under the general direction of the Finance Director, and is reviewed through conferences and reports. Confidential Employee Designation:
