Contra Costa County's Public Works Department is seeking qualified individuals to fill multiple Stationary Engineer vacancies. Stationary Engineers operate, maintain, and repair HVAC systems in a variety of buildings throughout the County. Responsibilities include: resolving customer complaints related to air flow, heating, cooling, and ventilation; responding to HVAC related alarms and elevator malfunctions; calibrating and maintaining pneumatic, electric and computerized (DDC system) controls; inspecting chillers and ensuring containment and proper handling of refrigerants, which may containchlorofluorocarbonsand other hazardous materials; and other related work as required.

Employees may work in detention facilities and in close proximity to inmates and patients. Overtime and emergency response may be required. Contra Costa County furnishes tools and equipment.

The Public Works Department provides for the construction, maintenance and improvement of infrastructure within the unincorporated area of the County and the Flood Control District as well as county buildings and grounds. The department is organized to conform to the process of developing and building projects. Public Works maintains 660 miles of roads and 150 miles of streams; channels and other drainage facilities as well as maintains 93 county buildings.

The ideal candidate will have a proven track record demonstrating the following:
  • Knowledge of electrical, plumbing, heating, and air conditioning systems for large buildings or facilities
  • Knowledge of laws and regulations governing HVAC installations and maintenance
  • Ability to operate, inspect, maintain and make repairs to HVAC systems, boilers, water treatment equipment, plumbing fixtures, electrical motors, and other ancillary equipment
  • Ability to read blueprints and building plans for HVAC requirements
  • Ability to perform work assignments in 24-hour facilities where there are inmates or patients

Typical Tasks
  • Operates, maintains, and makes repairs to HVAC systems, which includes minor repairs to plumbing fixtures, electrical motors, and other ancillary equipment including pumps and fans
  • Inspects chillers and ensues containment and proper handling of refrigerants which may contain Chlorofluorocarbons and other hazardous materials
  • Operates, maintains, and makes repairs to water treatment equipment, ice machines, various kitchen equipment, and low and high pressure boilers
  • Operates computerized energy management and control systems for HVAC
  • Calibrates and maintains pneumatic, pneumatic electric, and computerized controls
  • Inspects and makes repairs as needed to air handling equipment, vents, ductwork, and plenums
  • Changes filters, pre-filters, and performs other preventative maintenance on equipment at scheduled intervals and as needed
  • Uses hand and power tools to complete major repairs to large equipment and to defective valves, gaskets, and bearings
  • Troubleshoots complaints related to air quality and temperature variances
  • May work in confined spaces and where asbestos-containing material may be present
  • Responds to HVAC-related alarms, elevator malfunctions, and customer trouble reports
  • Tests and maintains emergency back-up generators
  • Installs fire extinguishers and ensures that they are properly serviced
  • Prepares and maintains manual and automated timesheets, log sheets, repair and maintenance records
  • Inspects, tests, and treats water and chemicals in water towers, boilers, and HVAC water distribution system
  • Maintains effective working relationships with co-workers, customers, and managers
  • Makes oral and written reports as required

Minimum Qualifications

License Required: Possession of a valid California Motor Vehicle Operator's License. Out of state motor vehicle operator's license will be accepted during the application process.

Education: 1) Possession of a high school diploma, G.E.D. equivalency or high school proficiency certificates and satisfactory completion of at least two (2) college level courses or their equivalent in basic refrigeration and electricity. Or, completion of an apprenticeship certification program or HVAC trade school.

Certificates: Must be Type 1 or Type 2 certified for Handling Chlorofluorocarbons at the time of application, and obtain a Federal Universal Certification for Handling Chlorofluorocarbons within nine (9) months from the date of hire.

Experience: Two (2) years of full-time or its equivalent experience as a stationary engineer or operating engineer maintaining and repairing HVAC equipment.
Selection Process

  2. Application Evaluation:Depending on the number of applications received, an Application Evaluation Board may be convened to evaluate and select the best-qualified candidates for invitation to the next phase of the examination.
  3. Online Computer Exam:May include multiple-choice questions, writing proficiency test, and scenario based competency/behavioral questions. Test items may consist of the following assessment categories: 1) HVAC Skills and 2) Workplace Safety (Weighted 100%).


The Human Resources Department may change the examination steps noted above in accordance with the Personnel Management Regulations and accepted selection practices.



CONVICTION HISTORY

After you receive a conditional job offer, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction conflicts with the specific duties and responsibilities of the job for which you have received a conditional job offer. DISASTER SERVICE WORKER
