Job Description


Contra Costa Water District has an immediate opening in our Planning Department for an Associate Engineer. The successful candidate will be an integral member of the team responsible for completing facilities planning studies including forecasting water demands and long-term water supply needs, identifying near and long-term water facility improvements, assessing impacts on District facilities, and developing alternatives and recommendations relative to system improvements. This position will support the development of master plans and other planning studies related to the water treatment plants, untreated water system, and treated water distribution system to identify and plan for improvements necessary to maintain the operation of these systems and in consideration of growth as well as pending regulations.

As a member of the Planning Department, the successful candidate will be a technical resource throughout the District, including supporting and coordinating with other District departments to complete alternative, feasibility, and economic studies; perform hydraulic modeling; participate in project reviews; and provide engineering technical support. The candidate will be responsible for administering consultant contracts including the preparation of requests for qualifications/proposals, performing project management activities, and coordination of consultant duties with District staff. Additionally, the position will support efforts to implement and refine asset management practices including identifying procedures to improve practices at the District and supporting other departments in implementing recommendations.

CCWD focuses on training and mentoring employees to ensure ongoing technical, project management, and professional growth and development. The District is currently planning several large-scale, regionally significant projects which this position may support. The Los Vaqueros Reservoir Expansion Project, currently in conceptual design phase, will include raising the existing dam and installing new water conveyance facilities to provide water supply and water quality benefits to the Bay Area Region. The 2,300 acre former Concord Naval Weapons Station Development will require planning, design and construction of recycled and potable water facilities. Lastly, the Canal Modernization Project will modernize the 48-mile long Contra Costa Canal. The successful candidate will have an opportunity to support these programs through participation on review teams, leading of specific tasks, and providing support as a Planning Department engineer.

The Associate Engineeris the full journey level class within the Planning department. This classification performsprofessional engineering work in the planning, design, construction and operation of water systems, facilities, and related projects.

The Associate Engineer receives direction from supervisory or management personnel, exercises technical and functional supervision over professional and technical staff, and may exercisedirect supervision over technical staff.

The Associate Engineerclass is distinguished from the Assistant Engineer by the assignment of the full range of professional duties and theemployees acquisition of a Principal Engineer license. Employees at this level receive only occasionalinstruction or assistance as new or unusual situations arise and are fully aware of the operating proceduresand policies within the work unit. Movement to this level is contingent on meeting performance standardsestablished by the District and the resource management needs of the organization. Advancement fromthe entry level to the journey level is in accordance with District policies and procedures.

The Associate Engineer class is distinguished from the Senior Engineer in that the latter performs engineering activitiesrequiring a high level of skill and independent judgment and exercises direct supervision over assignedprofessional engineering staff.

Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:

EDUCATION: Equivalent to a Bachelor's degree from an accredited college or university with majorcourse work in civil engineering or a related field.

EXPERIENCE: Two years of responsible civil engineering experience performing duties similar to an Assistant Engineer with the Contra Costa Water District.

LICENSE OR CERTIFICATE:Possession of a Certificate of Registration as a Civil Engineer in the State of California. Possession of, or ability to obtain, a valid California driver's license.
