LANCASTER COUNTY, SOUTH CAROLINA IS SEEKING A
DIRECTOR OF DEVELOPMENT SERVICES
(Starting salary up to $110,000 DOQ/E with Outstanding Benefits)
Lancaster County, a diverse and high growth community located just south of the burgeoning Charlotte metro area, is seeking a Director Development Services that is a strategic, “people oriented” leader with management experience in the areas of planning and/or development services with a growing city or county. The position will report directly to the Deputy County Administrator.
At 549 square miles, Lancaster County is considered a high growth community and is rapidly approaching 100,000 in population. Lancaster County is home to four cities. The county seat is in Lancaster with a population of nearly 10,000, and the other cities are Kershaw, Heath Springs, and Van Wyck. The University of South Carolina Lancaster is based in the County along with York Technical College located in the northern, unincorporated part of Lancaster County called Indian Land. York Tech also has a location in the neighboring community of Rock Hill, home to Winthrop University. The area boasts an incredible quality of life for those individuals with varied interests. The mountains are just a short three-hour drive away; ocean beaches a mere two and one-half hour distance; and from just 10 to 60 minutes from Lancaster County, one can visit and experience a multitude of professional sports, world class cultural arts events and facilities, and access high quality educational and healthcare institutions. Lancaster County is only a short drive from Charlotte Douglas International Airport.
As one of the fastest growing counties in South Carolina and in the Charlotte metro region, assisting Lancaster County in managing this growth represents a unique and challenging opportunity. Oversight responsibilities for the position of Director of Development Services includes zoning and the development review process, building inspections and code enforcement, planning, and stormwater review, inspections and environmental compliance. Major initiatives and priorities will include completing an update of the County’s Comprehensive Plan, Unified Development Ordinance (UDO), and assessing and continuing to make improvements to the County’s development review process.
The selected candidate must have knowledge of local government and the development process, preferably with experience working for a growing local government. Excellent writing, communication and listening skills are essential. Candidates with a record of exceptional leadership, unquestioned personal and professional ethics, and a collaborative and team-oriented approach that can instill a culture that embraces change, continuous improvement, and working together will have an advantage during the selection process.
To qualify for this position, candidates must have earned a Bachelors’ degree in public management, planning or a related field, with a minimum of five (5) years professional management level experience required. At least three (3) years in a lead or supervisory capacity and a Masters’ degree is desired, or any equivalent combination of education, training and experience which provides the required knowledge, skills and abilities necessary to be successful in the position.
