This position is a key member of the Human Resources Team and is responsible for processing, recording and implementing changes to employee status, compensation and benefits within the City's Tyler Munis electronic payroll and human resources information management system (HRIS). Additionally, this position acts as a key liaison with payroll in the implementation of our new timekeeping system (ExecuTime) for maintaining accurate payroll records in compliance with memorandum of understanding (MOU), California Public Employees Retirement System (CalPERS) and the Fair Labor Standards Act (FLSA). A successful candidate will possess a high degree of technical skills with the ability to identify criteria to run various and complex reports, analyze and interpret data, and test software upgrades and troubleshoot issues prior to implementation. He/She will demonstrate a proven ability to problem solve, work with mathematical formulas and manipulate Excel spreadsheets, cubes and pivot tables.

DEFINITION: To perform a variety of responsible technical and administrative staff work in support of Human Resources Department functions; provide responsible administrative assistance to professional and management staff.


Human Resources Specialist I ($5,054 to $7,102 Monthly): This is the entry-level paraprofessional class in the Human Resources Specialist series. This class is the trainee level and distinguished from the Human Resources Specialist II by the lesser degree of independence, responsibility and accountability exercised in the fulfillment of duties, and by the performance of more routine tasks and assignments.

Human Resources Specialist II ($5,587 to $7,863 Monthly): This is the journey-level class in the Human Resources Specialist series. Positions in this class are flexibly staffed and are normally filled by advancement from the Human Resources Specialist I, or when filled from the outside, normally require prior public sector human resources experience.

SUPERVISION RECEIVED AND EXERCISED: Receives supervision from professional and management staff.

Experience & Education and License/Certificate

A combination of experience and education that would likely provide the required knowledge and abilities may be qualifying. A typical way to obtain the knowledge and abilities would be:

HR SpecialistI: Six months responsible Human Resources experienceand education equivalent to an Associate of Arts degree from an accredited college or university with major coursework in business administration, public administration, psychologyor related field are required.

HRSpecialist II: One or more years of responsible Human Resourcesexperience is required. Six months related public sector Human Resources experience can be substituted for the one year requirement.Education equivalent to a Bachelor's degree from an accredited college or university with major coursework in business administration, public administration, psychology or related field is also required.

License or Certificate: Due to the performance of some field duties which require the operation of a personal or City vehicle, a valid and appropriate California driver's license and an acceptable driving record are required.
