Clinical Program Managers plan, organize, implement and direct one or more mental health, intellectual disabilities, and/or child development service delivery programs by establishing goals, objectives, policies, and procedures; monitoring and evaluating program performance; developing and monitoring budgets; integrating programs with other state and community services; and supervising clinical and administrative staff, typically including licensed Psychologists and/or subordinate supervisors of professional clinicians. Clinical Program Manager II's work in a single program or cluster of programs, which are relatively large and complex. DCFS is recruiting for a Clinical Program Manager II (CPM II) within Wraparound In Nevada (WIN) Program for a Statewide leadership position. Wraparound in Nevada (WIN) is a community-based program that provides care coordination/targeted case management to children/youth with serious emotional disturbances who have complex needs across multiple domains. The screening/assessment process for families includes working directly with a child/youth and their family to determine their needs and the appropriate level of coordination. WIN provides tiered care coordination that includes both High Fidelity Wraparound (HFW) and FOCUS. High Fidelity Wraparound is an evidenced based model that uses a team-based process utilizing the strengths of a child/youth and their family as well as their supports to create an individualized plan to meet the family's needs and reach their desired outcomes. HFW is guided by ten principles and operationalized by four key elements. Principles: Family voice & choice, team based, natural supports, collaboration, community based, culturally competent, individualized, strengths based, unconditional care, and outcome based. Four Key Elements: grounded in a strength-based perspective, driven by underlying needs, supported by an effective team process, determined by families. Through partnering with and listening to families, the process brings formal and informal supports together to help the family achieve their vision. FOCUS is an intermediate care coordination model designed to meet the needs of youth with a lesser complexity of needs. This model is a way to operationalize System of Care values, is time limited and ensures the child/youth and family are treated with unconditional positive regard. The family is given ownership over the process and is seen as the expert and primary decision makers. The grounding force behind the FOCUS model are the following four key components: individualized, comprehensive, accountable, and family anchored. Care coordinators work with families to create positive outcomes including building hope for families, using the family's own ideas and monitoring if things are getting better. The Clinical Program Manager II is responsible for program development, growth of the program, training and compliance to the models. This position monitors and ensures effective process orientation, fosters the organizational culture, ensures accountability and reviews and utilizes data analysis to make informed decisions for program sustainability. This position will be responsible for in-depth training and support of the entire Wraparound community, policy and procedure development and implementation. This position reports directly to the Deputy Administrator over Community Services. Wraparound in Nevada operates statewide. This position will be located in either Las Vegas or Reno, depending on the location of the best candidate for this job.
