The Position
Bargaining Unit: Local 21 - Supervisory Management

Contra Costa County is offering an excellent employment opportunity as a senior PeopleSoft HCM Information Systems Programmer/Analyst (ISPA) IV in the Department of Information Technology (DoIT) located in Martinez, CA; this is not an offsite/remote position.
This position is an advanced journey level class in the Information Systems Programmer/Analyst series.

The ideal candidate will have a proven track record demonstrating the following:
  • Work in a team environment, providing expert technical and programming support for the PeopleSoft Human Capital Management (HCM) system.
  • Excellent communication and customer service skills.
  • Resolve complex HCM application issues in areas that include implementation, system analysis, planning, design, development and support of the HCM system.
  • Create and provide technical and written documentation.
Characteristics of the ideal candidate:
  1. PeopleSoft HCM (North America Payroll, Human Resources and Benefits Administration, MSS/GSS) version 9.0 or higher, SQR, Oracle SQL Developer,PeopleCode, PeopleSoft Update Manager (PUM),PeopleTools, MS Office.
  2. Creative problem solving/strategic thinking skills to improve processes and solve complex problems.
  3. Strong understanding of best practice coding techniques and testing skills.
  4. Excellent analytical skills, debugging techniques and root cause analysis skills.
  5. Ability to prioritize and handle multiple tasks, take initiative, and work well under pressure.

Typical Tasks
MANAGEMENT RESPONSIBILITIES:
  • Serves as lead over some or all aspects of assigned information systems and/or applications development, support, and implementation projects
  • Provides information and guidance on applicable information systems policies, procedures, methods and techniques, responds to questions, and assists in reviewing work products
  • Evaluates and assesses client needs, identifies and recommends resources (including staff, equipment, and materials) and sets project priorities
  • Monitors and tracks projects by comparing estimates to the actual times and costs and reports on progress or problems encountered on application development or enhancement
  • Prepares specifications for an enhancement or new application
  • Develops applications that meet the specifications provided
  • Prepares and presents project progress reports for assigned work units or committees, identifying problems and issues and recommending solutions
  • Prepares project descriptions, cost estimates and justifications for new or enhanced system modifications
  • Accurately implements assigned tasks, both oral and written, within estimated times and costs
  • Participates in the evaluation and testing of system upgrades; installs or upgrades software applications; and troubleshoots hardware and software related problems
  • Participates in or oversees quality assurance procedures for information systems services and reviews new vendor software for compliance with established standards
  • Provides technical assistance to system customers in accordance with the applicable work unit's policies, procedures, methods and techniques
  • Meets with customer(s) to discuss and document requests for service
  • Prepares and presents the information system solutions to business problems
  • Proficient in using various software productivity tools required to support the work unit's systems
  • Performs a variety of analysis duties in the design, implementation and maintenance of management information systems or applications
  • Installs and maintains platform-specific application software and computer hardware
  • Creates test data and performs necessary tests to validate the accuracy of expected results
  • Accurately codes new, or modifies existing programs
  • Prepares and maintains accurate documentation of work performed
  • Provides customer training for applicable software applications.
  • Develops user training manuals, develops written standards and procedures, and updates and maintains user training manuals as needed
  • May prepare requests for proposals for vendor services
  • May attend and participate in professional group meetings and stays abreast of new trends and innovations in the field of information systems

Minimum Qualifications
Information Systems Programmer/Analyst IV:
Education:
Possession of a bachelor degree from an accredited college or university, with a major in computer science or information processing or closely related field.

Experience:Four (4) years of full-time or its equivalent experience performing software applications programming and/or systems analysis, at least one year of which must have included programming responsibility.

Substitution for Education:Additional-qualifying experience may be substituted for the required education on a year-for-year basis, up to a maximum of four (4) years.




Selection Process
  1. Application Filing: All applicants must apply on-line at www.cccounty.us/hr and submit the information as indicated on the job announcement by the final filing date. A completed Supplemental Questionnaire is required at the time of applying.
  2. Application Evaluation:Depending on the number of applications received, an Application Evaluation Board may be convened to evaluate and select the best-qualified candidates for invitation to the next phase of the examination
  3. Training and Experience Evaluation:Consists of an evaluation of each candidate's relevant education, training and/or experience as presented on the application and supplemental questionnaire. (Weighted 100%)
  4. Candidates must receive a score of at least 70, which may be an adjusted score, in order to be ranked on the employment list.

The Human Resources Department may change the examination steps noted above in accordance with the Personnel Management Regulations and accepted selection practices.

CONVICTION HISTORY
After you receive a conditional job offer, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). DISASTER SERVICE WORKER
All Contra Costa County employees are designated Disaster Service Workers through state and local law. Employment with the County requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
