Job Description

TYPE OF RECRUITMENT: Open Competitive Job Opportunity

Manages a division within a Service of the Internal Services Department, with responsibility for planning, organizing, business development and directing its services and products.

Positions allocable to this class work under the direction of a high level manager within the Service. The size of the organizational operation managed will depend on the scope and complexity of the function assigned.

Essential Job Functions

Directs and coordinates the work of a team of managers and supervisors to initiate, plan, estimate, schedule, implement, administer,monitor and complete a major Facility Assessment and Deferred Maintenance Program. This includes both capital replacement and deferred maintenance repairs of major building systems.

Administers, plans, develops, and evaluates service delivery and other programs and systems. Ensures strong program controls based on best practices in construction management relative to project management, quality assurance, contractor performance, regulatory compliance and fiscal management.

Manages the entire lifecycle of projects including driving team accountabilities, addressing project issues/risks, driving effective decision making and delivering status updates/recommendations to management, and assuring project work is executed in compliance with design codes, construction and building codes, regulations, safety standards, budgets, and schedules.

Responsible for the preparation and administration of the Division budget; manages the budget, schedule and prioritization of current and future year capital systems replacement and deferred maintenanceproject plans for the program.

Creates and manages reporting methods to track building and infrastructure asset performance. Manages FM's Deferred Maintenance opportunities within FOS's Facility Management Systems and other third-party applications to support the program.Manages project development reporting and close out to ensure proper allocation of funds and accuracy of data withinCMMS.

Manages facility assessment process to identify and plan the replacement cost of assets and systems associated to RS Means. Manages (TCO) Total Cost of Ownership of buildings and infrastructure. Monitor asset life cycles, with an emphasis on developingperformance metrics, automated data reporting to support building/infrastructure systems optimization, condition assessmentfrom cradle to grave.

Supervises the preparation of routine and special project progress reports dealing with unique circumstances or problems, including recommendation for their resolution; prepares routine and non-routine correspondences to the Board of Supervisors; reviews reports and/or recommendations prepared by subordinates identifying solutions for potential project problem areas and for technical feasibility and administrative correctness, and makes necessary recommendations to the division head, as necessary.

Directs the personnel, fiscal, and other administrative functions of a division.

Establishes and maintains effective working relationships and develops new business with other County departments, customers, governmental agencies, and the public. Regularly briefs elected officials and/or their staff.

Directs the development and implementation of changes in organization, resolution of work problems, staffing, work distribution, and management information systems in order to increase effectiveness and efficiency to reduce administrative costs of the Division and department.

Assists in planning and developing strategic plans and goals, management concepts, objectives, policies, projects, and systems to carry out the work of the department.

Interfaces with the Board of Supervisors; offices and other public agencies, as necessary or as directed.

May act for the Branch or General Manager of the Service in the latter's absence.

Fiveyears'experience in the planning and design ofconstruction and/or renovation of large and complex buildings and infrastructures,* three yearsof which must have included full-time experience managing an organization/sectionof professional staffresponsible for the planning, design, construction and/or renovation of large and complexcapital improvements and deferred maintenanceincluding scheduling and resource management or program management.


A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

2 - Light. Light physical effort which may include occasional light lifting to a 10-pound limit, and some bending, stooping or squatting. Considerable walking may be involved.

Large and complex buildings and infrastructuresis defined as a major construction or renovation programencompassing an overall budget ofat least 35 million dollars.
  • Bachelors degree or higher from an accredited college or university in Construction Science/Management,Civil Engineeringor closely related field.
  • Experience working for large governmentalagency(ies) as an employee or contractor serving a population of 125,000 or larger.
  • Certification in the following:Certificate ofRegistration as a Professional Engineer (PE),Certified Construction Manager (CCM), Certification as aProject Management Professionals (PMPs), or Program Management Professionals (PgMPs).
  • Demonstrated ability to work cooperatively with others in establishing long range facility plans.
  • Demonstrated ability to manage large capital improvement projects as well as day-to-day operations of a large complex organization.
  • Ability to lead a large division through participatory management.
  • Experience managing a large/complex budget.

EXAMINATION CONTENT: This examination will consist of two parts:
Part I - An evaluation of training and experience based on application information and desirable qualificationsweighted at 30%.

Part II - An oral interview covering training, experience, personal fitness and the general ability to perform the duties of the position weighted at 70%.

Candidates must achieve a score of 70% or higher on each weighted part of the examination in order to be placed on the eligible register.

The names of candidates receiving a passing grade in the examination will be placed on the Eligible Register in the order of their score group for a period of twelve(12) months following the date of promulgation. Passing this examination and being placed on the Eligible Register do not guarantee an offer of employment.
