The purpose of this class is to oversee all aspects of the Equal Opportunity Contracting program, specifically Small Local Business Enterprise Program (SLBE) and Emerging Small Local Business Enterprise Program (ESLBE) contracts, including administration, implementation and monitoring; establishing procedures and processes and compliance. The position will work with staff to create more opportunities for small, local businesses by identifying specific contracting opportunities within Richland County for suitable contractors within the area. The purpose of the class is to plan, organize, coordinate, develop, manage, evaluate, train, and supervise the SLBE and ESLBE Programs as it relates to the Transportation Penny. The position will plan, develop, direct, manage, monitor, and supervise the implementation of the County's SLBE Program and contract compliance.
This class has expertise and knowledge of contract and program management and performs related professional, administrative and other duties as required. This class administers the SLBE program and ensures all contracts are in compliance. The incumbent shall report to the Manager of OSBO.

Bachelor's Degree from an accredited four-year college or university in Accounting, Finance, Business Administration, Public Administration, Project Management, or other related field. Must possess a valid state driver's license.Requires over five years of relevant experience. Must successfully demonstrate ability to interpret and implement federal, state, and local rules and regulations related to SLBEs / MWDBEs. Previous experience in grant administration, budgeting, accounting, procurement, and/or compliance/monitoring responsibilities preferred. Experience in DBS/MWDBE/Small Business programs preferred.
