Under general supervision, the Outreach Worker is to conduct mobile outreach and provide intake and assessment, counseling, crisis intervention, resource referral and case management to homeless individuals and families on the streets, in service venues and other locations where they can be found in the City of Riverside; or to a pre-selected caseload of applicants and/or recipients of Project BRIDGE Grant Program. Work Performed Typical duties may include, but are not limited to, the following: Review cases and formulate plans for clients to participate in educational and psychosocial assessments and treatments, work skills training, parenting classes, anger management workshops, diversity training, and/or substance abuse treatment. Conduct home visits with participants to provide assistance, answer questions, assess needs, and provide orientation on available services for participant and family members. Serve as an advocate for participants in securing housing, social services, provide encouragement, and support to participants in securing and/or following through on services. Assist participants in their development of short and long term personal goals; provide supportive counseling and assist participants in recognizing and addressing home, family, and social conditions contributing to problems; instruct participants on appropriate methods of social and life skills. Transport participants, as needed. Participate in community activities and projects. Maintain records and write reports on status of clients; prepare correspondence and reports as required; when qualified to do so, serve as an interpreter for non-English speaking family members. Serves as liaison between the participant, the City of Riverside, and other agencies, individuals, organizations, or community groups. Maintain effective working relationships with participants, family members, project staff, and collaborating agencies. In addition, when assigned to serve as the Homeless Outreach Worker: Conduct mobile outreach to homeless persons on the streets, social services venues and other locations where they are located. Screen and conduct intake and assessment interviews with homeless individuals, including medical/mental health history, in order to identify social service and housing needs and make appropriate referrals. Assist participants in their development of short and long-term case management goals that will include strategies to overcome barriers to self-sufficiency and to obtain permanent housing. Serve as an advocate for participants in securing social services, mainstream benefits, housing opportunities, and provide support to participants in securing and/or following through on services. Establish and maintain liaison relationships with City staff, community organizations, law enforcement, public and private agencies, business owners and operators, and the general public in order to respond to specific concerns as it relates to homeless individuals and issues of homelessness in general. Respond to community complaints and general requests for information and services. Transport participants, as needed. Participate in program-related coalitions, meetings, partnerships, community activities and projects. Assist with community education and outreach on homeless issues. Maintain documentation and records of participant contacts and assist in preparation of reports on participant progress and status. Qualifications Education and Experience: Education: High School diploma or GED Experience: Two years of full time experience working with the homeless or community groups in a social service oriented program. Qualifying education may be substituted for one year of the experience requirement with major course work in social science, psychology, sociology, social welfare, social/human service, economics or other behavioral sciences. Necessary Special Requirements Possession of an appropriate, valid, Class "C" California Motor Vehicle Operator's License, and reliable transportation. Must be available to work evenings and weekends, and provide services to project clients at numerous locations, including but not limited to, community parks and recreational centers, School District campuses, and other locations as required. The Position The City of Riverside is accepting applications for the position of Senior Traffic Engineer to fill one (1) vacancy in the Traffic Engineering Division of the Public Works Department . The Riverside Public Works Department is seeking an individual with demonstrable experience in the hands-on design, review and administration of municipal traffic improvements to fill the position of Senior Traffic Engineer for the Traffic Engineering Division. An individual licensed as a Professional Civil and/or Traffic Engineer in the State of California is highly desired. The Public Works Traffic Engineering Division prepares signing, striping, and traffic signal plans, specifications and estimates (PS&E) as part of the City's Capital Improvement Program, and team members serve as the resident engineer for ongoing capital projects. The Senior Traffic Engineer would have an active and direct role in the preparation of most PS&E efforts, in addition to the guidance and training of assigned staff. Applicants for the position should be confident in their ability to make quick, informed decisions for active projects and requests for traffic control modifications in the field through verbal and written communication. The Senior Traffic Engineer would have an equally engaged role in the research, preparation, and submittal of grant applications to fund traffic projects. The ideal candidate will also have some experience in traffic signal timing. Under general supervision, a Senior Traffic Engineer is to supervise and participate in traffic engineering planning, design, or implementation of traffic control systems, investigation and other traffic engineering projects; and do related work as required. Work Performed Typical duties may include, but are not limited to, the following: Review traffic plan checks including signing and pavement striping, traffic control and signal plans; provide appropriate direction to consultants to ensure projects meet design standards and City expectations. Prepare and design traffic engineering plans in support of Capital Improvement projects including specifications and cost estimates. Review and/or prepare signal timing plans; determine traffic demand to allocate green time and synchronize with adjacent signals. Participate in in-depth study projects; conduct thorough investigations and analyses of various traffic conditions across the City which includes stop sign and traffic signal warrant, sight distance analysis, license plate studies and truck turning analysis amongst others. Conduct field investigations and work with residents and other external parties regarding traffic concerns; analyze traffic information and develop sound conclusions and recommendations; implement improvements when warranted. Plan and coordinate traffic surveys and prepare comprehensive traffic reports, including preparing reports for City Council, Parking, Traffic and Streets, Downtown Parking Committee (DPC), Transportation Committee, Planning Commission, and the California Public Utilities Commission. Review traffic studies, traffic impact reports, control plans and municipal code pertaining to traffic regulations; determine project impacts and traffic mitigations required to mitigate new development. Prepare and manage grant award by preparing cost estimates and other supporting documentation; recommend grant projects for consideration and complete grant reports after award is granted. Review and prepare the Traffic division's annual budget and budget projections that incorporate recommended projects for construction. Provide guidance to staff on engineering plan preparation; provide training and work schedules and other special assignments. Perform other related duties as assigned. Qualifications Education : A Bachelor's degree from an accredited college or university with major course work in civil, mechanical or electrical engineering, including or supplemented by special study in traffic engineering. A Master's degree in a field related to civil engineering is highly desirable. Experience : Four years of professional civil or traffic engineering experience, equivalent to an Associate Engineer in the City of Riverside.
