    Beautiful Ventura County is one of 58 counties in the State of California.  Geographically, the county offers a stunning 42 miles of coastline and the Los Padres National Forest, which accounts for 46% of the county’s land mass in the northern portion of the county.  Fertile valleys in the southern half of the county make Ventura County a leading agricultural producer.  Together, farming and the Los Padres National Forest occupy half of the county’s 1.2 million acres. A mild year-round climate, along with scenic geography makes the area attractive to the 850,000 culturally and ethnically diverse people who call Ventura County home.  The unincorporated areas, along with the ten incorporated cities of Camarillo, Fillmore, Moorpark, Ojai, Oxnard, Port Hueneme, Santa Paula, Simi Valley, Thousand Oaks, and San Buenaventura (Ventura) ranks Ventura as the 11th most populous county in the State. Ventura County has a strong economic base that includes major industries such as biotechnology, agriculture, advanced technologies, oil production, military testing and development, and tourism. The United States military, which includes two naval bases and the Air National Guard base, is the largest employer in the county with more than 16,000 employees.  The County of Ventura (government) is the next largest employer with nearly 8,000 employees located throughout the county.  Port Hueneme is California’s smallest but only deep water port between Los Angeles and San Francisco and plays a major role in the local economy. Home to two universities (California State University Channel Islands and California Lutheran University), and three Community Colleges (Oxnard, Ventura, and Moorpark), multiple university extensions, institutes, and adult schools, the county enjoys a strong structure for workforce development. The County of Ventura was formed January 1, 1873, when it separated from Santa Barbara County.  It is a general law county, governed by a five-member Board of Supervisors, elected at-large for a staggered four year term in their respective districts, and the chairmanship rotates annually.  The Board of Supervisors is responsible for providing policy direction, approving the County budget, and representing the County in a number of areas including special districts.  The Board actions can apply countywide or only in unincorporated areas. Other County elected officials include the Auditor-Controller,  Assessor, Clerk/Recorder, District Attorney, Treasurer-Tax Collector, and Sheriff. The County Executive Officer advises, assists, and acts as an agent for the Board of Supervisors in all matters under the Board’s jurisdiction. Under the guidance of the Board of Supervisors, the approved County annual budget of $1.8 billion serves to assist vulnerable adults and children, enforce the law, ensure justice, protect public health, and improve our quality of life.  In alignment with key focus areas established in the County Strategic Plan, services are provided to residents by nearly 8,000 dedicated public servants working in 23 different agencies, departments and special districts.

    THE DEPARTMENT: As a vital department of Ventura County Health Care Agency (HCA), Ventura County Behavioral Health (VCBH) provides comprehensive mental health and substance use treatment services tailored to meet the needs of our community. From mobile crisis response to outpatient treatment, our array of programs ensures individuals receive the support they need at every stage of their journey.

    THE POSITION: Under supervision, the Intensive Services Coordinator provides outreach services to adults, youth and families needing linkage or those already receiving behavioral health services, utilizing culturally sensitive, individual/family centered, strength-based support. The coordinator will also provide case management, case coordination, immediate crisis intervention and stabilization services to individuals who are experiencing a behavioral health crisis and assures continuity of care for clients in a community mental health program. They may work overnight/weekend shifts and/or some responsibility for 24/7 "on-call" and standby duties in clinics and/or field based. Incumbents in this class work within a system of interdisciplinary departmental teams providing assessment, prevention, intervention, treatment, and related ancillary support services via an integrated service delivery system.

    THE IDEAL CANDIDATE: The ideal candidate will be compassionate and patient, they will possess a genuine desire to assist our underserved and difficult-to-engage consumers. Strong organizational skills will be key, along with familiarity with local resources and community service organizations. They'll possess demonstrated experience in mental health, this includes familiarity with case management, case coordination, and providing crisis intervention. The candidate should demonstrate an understanding of working with difficult-to-engage populations to empower clients, recognizing and building upon their existing skills and resilience. Experience working in interdisciplinary teams and collaborating with professionals from various fields.

    WHAT WE OFFER:
    The County of Ventura offers an attractive compensation and benefits package. Aside from our base salary range, an employee within this position may also be eligible for the following:
    • Educational Incentive - An educational incentive of 2.5% for completion of an associate's degree, 3.5% for completion of a bachelor's degree, or 5% for completion of a graduate's degree.
    • Bilingual Incentive - Incumbents may be eligible for bilingual incentive depending upon operational need and certification of skill. Proficiency levels by exam are $0.69/hour (Level I), $1.00/hour (Level II), or $1.32/hour (Level III).
    • Merit Increases - New employees are eligible for an initial 5% merit increase upon completion of at least 1,040 hours (approximately 6 months) assuming work meets satisfactory standards. Subsequent merit increases will be upon completion of each additional 2,080 hours (approximately one year) from the initial merit increase.
    • Standby Premium Pay - 1/4 of regular hourly wage or Federal minimum wage (whichever is greater)
    • Night Shift Differential - 5% premium added to hourly pay
    • Deferred Compensation - Eligible to participate in the County's 401(K) Shared Savings Plan and/or the Section 457 Plan. If you participate in the County sponsored 401(K) plan, the County will match a part of your contribution up to 3% of your salary, on a per pay period basis. Following five (5) years of continuous County service, an additional 2% non-elective contribution will be made to the 401(K) plan.
    • Health Plans - you are afforded a flexible credit allowance for purchasing medical, dental, and/or vision insurance.
    • Flexible Spending Accounts - Pre-tax benefit towards eligible medical, dental, and vision care expenses.
    • Pension Plan - Participate in the County's defined benefit pension plan that provides lifetime payments to retirees. Members are "vested" after attaining five years of retirement service credit. If eligible, you may establish reciprocity with other public retirement systems such as CalPERS.
    • Holidays - 12 paid days per year which includes a scheduled floating holiday.

    Intensive Services Coordinator is represented by the Services Employees International Union (SEIU) and is eligible for overtime compensation.

    The eligible list established from this recruitment will be used to fill current and future Regular (including Temporary and Fixed-term), Intermittent, and Extra-help vacancies. There are currently five (5) Regular, Full-Time vacancies.

    Examples Of Duties

    Duties may include but are not limited to the following:
    • Provides intensive, recovery-oriented mental health services, crisis support/intervention and case management/follow-up;
    • Provides community referrals, information, and support by linking individuals and their families to needed resources; advocate with and on behalf of individuals and identified support persons;
    • Provides individual and family rehabilitative services as needed;
    • Conducts psychoeducation workshops and rehabilitation groups;
    • Provides support in collaboration with a mental health clinician, to consumers enrolled in mental health programs and who are at-risk of deterioration in their functioning;
    • Works closely with members of the multidisciplinary team to coordinate and effect behavioral health services for consumers;
    • Engages with consumers referred to Behavioral Health to identify and resolve barriers to treatment;
    • Liaises with various stakeholders, including representatives from county and local agencies, school districts, and community to identify and resolve problems and coordinate services for mutual clientele;
    • Interprets and implements federal, state and County laws, regulations, and policies to insure adherence to state and County program and fiscal guidelines;
    • Interviews clients to obtain pertinent information including psychiatric, social, educational, and vocational history;
    • Makes field visits to evaluate clients to determine needs for services;
    • Assists clients in obtaining suitable services such as housing, vocational rehabilitation, financial assistance, and employment;
    • Helps clients develop necessary skills for everyday living;
    • Reports observations of client’s behaviors to licensed staff;
    • Documents client activity according to established departmental guidelines under supervision of licensed professional staff;
    • May also include overnight/weekend shifts and/or some responsibility for 24/7 “on-call” and standby duties;
    • Operates vehicle to meet clients in the community and/or transports individuals clients; and
    • Performs other related duties as required.


    Typical Qualifications

    These are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.

    EDUCATION, TRAINING, and EXPERIENCE:
    Any combination of education, training, and experience which has led to the acquisition of the required knowledge and abilities.

    The required knowledge and abilities also can be obtained by four (4) years of experience in social work, community health, mental health, substance use services, prevention, or education.

    At least one (1) year of the qualifying experience must be in a specific program area, such as mental health, public health, case management, substance use disorder, and/or peer support where local resource knowledge gained is applicable to food assistance, health benefits, housing, temporary housing opportunities, etc.

    NECESSARY SPECIAL REQUIREMENTS:
    • Possession and maintenance of a valid California driver license and proof of auto insurance may be required.

Applicants must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

    NOTE: If there are three (3) or fewer qualified applicants, an exam will not be conducted. Instead, a score of seventy percent (70%) will be assigned to each application, and each applicant will be placed on the eligible list.

    Applicants successfully completing the examination process may be placed on an eligible list for a period of one (1) year.
