    THE POSITION

    This recruitment is being conducted to fill one full-time vacancy. The list established by this recruitment may be used to fill future full-time, part-time, limited term, and temporary vacancies for up to one year.

    The Planning & Development Services Department is seeking a dynamic candidate for their Development Permit Coordinator position.

    The ideal candidate will perform professional work to coordinate and to facilitate the organizational activities of development permitting within the Development Services Department for various city departments and other agencies. They will ensure the proper processing of permit applications and will assist customers before and during the permit process.

    THE DEPARTMENT

    The Department is organized across three divisions: Planning (Current Planning and Advanced Planning), Building, and Administration. The Department provides several vital services to the Vallejo community, including long-range planning for future City development; processing building and land use applications; facilitating the development review process; issuing permits and inspecting for code compliance; facilitating green building practices; as well as other policy work as required.

    DEFINITION
    Perform professional work to coordinate and to facilitate the organizational activities of development permitting within the Development Services Department for various city departments and other agencies; to insure the proper processing of permit applications; and, assist customers before and during the permit process.

    SUPERVISION RECEIVED AND EXERCISED
    Receives general direction from the Planning and Development Services Director.
    EXAMPLES OF IMPORTANT RESPONSIBILITIES AND DUTIES
    EXAMPLES OF IMPORTANT RESPONSIBILITIES AND DUTIES
    Important responsibilities and duties may include, but are not limited to, the following:

    Provide general oversight for development permit processing activities.

    Identify and guide the implementation of systems and procedures to improve the efficiency and coordination of development reviews within the City and with other agencies.

    Lead the identification, acquisition and utilization of technology and other resources necessary to enhance the permitting process and automated information system.

    Develop and maintain a program for tracking and monitoring development projects and permits to ensure processing in a timely fashion and in accordance with established policies and procedures.

    Interact with City departments and other agency staff in interpreting and applying City permitting policies and procedures and in resolving areas of conflict or overlap.

    Provide permit processing management and coordinate special plan review services for priority development projects; assist with other projects as assigned.

    Explain development review and permitting processes to project applicants, their consultants, and members of the public; refer questions regarding development requirements to the appropriate staff.

    Respond to other inquiries from the public, applicants, and staff regarding the status of development permits, customer service requests, and complaints.

    Assist customers in resolving issues of concern pertaining to development permits; maintain program for soliciting and utilizing comments from customers regarding development review services.

    Prepare and present reports and recommendations to the Development Services Director, other City staff and boards, other agencies and community organizations.

    Represent the Department in technical organizations and committees; meet with representatives of local business and community groups to explain and discuss development permitting functions, processes and policies.

    Provide observations and advice to other Departments/Divisions, as requested, regarding ways to improve their respective development review and approval processes.

    Participate in the preparation of the budget as it relates to development permitting.

    Perform related duties and responsibilities as required.

    KNOWLEDGE, SKILLS AND ABILITIES / MINIMUM QUALIFICATIONS
    KNOWLEDGE, SKILLS AND ABILITIES
    Knowledge of:

    Principles and practices of local government agency development review including urban planning and development processes, plan review, development-related regulations, permits and inspections.

    Research methods and techniques related to urban development.

    Methods to analyze, organize and implement comprehensive programs.

    Principles and practices of project and workload planning, organizational analysis and report writing.

    Computer information systems including permit tracking, graphic information systems (GIS), and document management.

    Ability to:

    Develop and implement goals and objectives; and plan, organize and participate in the performance of complex technical work.

    Analyze work processes and practices; identify and analyze conflicts and problems; and engage in an ongoing process of change and improvement.

    Read and interpret development plans and technical drawings, codes, specifications and reports.

    Communicate clearly and concisely, both orally and in writing, including the preparation and presentation of administrative and technical reports and data.

    Effectively utilize personal computers and computer software for word processing, spreadsheets and the use of related information systems.

    Explain policies, regulations and procedures to the general public, developers, contractors, consultants, other public agency representatives and staff.

    Deal tactfully and effectively with those seeking City services.

    Establish and maintain cooperative working relationships with staff and clients from diverse backgrounds.

    MINIMUM QUALIFICATIONS
    Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
    Experience:

    Three years of progressively responsible professional experience as an urban planner, architect, civil engineer, building official or inspector, construction manager or related position.

    Education:

    A Bachelor's degree from an accredited college or university with major course work in urban planning, architecture, civil engineering, community development, public administration, business administration, management, or related field.

    Working Conditions : Office and inspection site environment; exposure to dust and noise; some climbing, stooping, light lifting and inspecting in confined areas.
