The City of Raytown is governed by a Board of Aldermen (BOA) consisting of 11 members, including the Mayor, with two Aldermen per district serving four-year terms without term limits. The City’s Municipal Judge and City Collector are also elected to office. The BOA appoints a City Administrator that is responsible for overseeing and managing all City operations, including 111 full-time City employees supported by a general fund budget of $28.9M. The City Administrator appoints, with confirmation by the BOA, the positions of Police Chief, City Clerk, Assistant City Administrator and the Directors of Finance, Public Works, and Community Development. The Director of Parks and Recreation is appointed by and reports solely to the Park Board. Raytown is served by a fire protection district, two independent water production companies, the Little Blue Valley Sewer District, as well as Kansas City’s Wastewater Treatment Services. Reporting directly to the City Administrator, the Raytown Police Chief oversees the functional areas of Patrol, Investigations, Dispatch, and a variety of administrative services including Payroll, Budget, Detention, Property Evidence, Fleet and Emergency Management. The Police Chief serves as the City’s designated Emergency Management Director. The command staff includes a Major and 4 Captains - all reporting to the Police Chief, who also is responsible for the Department’s $5.7 million budget supporting a total of 51 FTE positions, of which 36 are sworn law enforcement officers. There are currently 9 part-time reserve officers. The Department currently benefits from good relations with the City’s Fraternal Order of Police.
