The City of Paris operates under the council/manager form of government. Consistent with this structure, citizens elect seven City Council members. Following the election, the City Council selects from its members a Mayor and a Mayor Pro-Tem. The City Council then hires a City Manager to direct the operations of the City. The City Manager is the chief administrative officer and is responsible for implementing the council-established goals, priorities, policies and initiatives. The City’s General Fund Budget for Fiscal Year 2019-2020 is $23.6 million, and the Water & Sewer Fund Budget is $15.1 million. Total staffing includes 331 full-time equivalents. Paris voters have adopted a 4-A sales tax (one-quarter cent) earmarked for economic development and administered by the City Council-appointed Paris Economic Development Corporation.
