    Hartford is the capital city of the U.S. state of Connecticut. It is located in Hartford County on the Connecticut River, north of the center of the state, 24 miles (39 km) south of Springfield, Massachusetts. Its 2006 population of 124,512 ranks Hartford as the state's second-largest city, after Bridgeport. New Haven, 40 miles (64 km) to the south, has a population nearly identical to that of Hartford. Greater Hartford is also the largest metro area in Connecticut and 45th largest in the country (2006 census estimate) with a metropolitan population of 1,188,841. Nicknamed the "Insurance Capital of the World"​, Hartford houses many of the world's insurance company headquarters, and insurance remains the region's major industry. Almost 400 years old, Hartford is among the oldest cities in the United States, and following the American Civil War, Hartford took the mantle of the country's wealthiest city from New Orleans. In 1868, Mark Twain exclaimed: "Of all the beautiful towns it has been my fortune to see, Hartford is the chief"​. With a new convention center and hotel, a recently completed science center, the reclaimed riverfront, and an infusion of residential and commercial ventures in the city, Hartford has begun to attract new development, especially downtown, after years of relative stagnation. It is home to the nation's oldest public art museum (Wadsworth Atheneum), the oldest public park (Bushnell Park), the oldest continuously published newspaper (The Hartford Courant), the second-oldest secondary school (Hartford Public), and until its recent closure, the sixth-oldest opera company in the nation (Connecticut Opera).

    Description

    This class ification is used in various City departments. Under general supervision, provides administrative staff assistance by performing complex professional administrative duties and assisting in the coordination of departmental activities. Performs administrative studies employing independent judgment and initiative in assisting in the determination of departmental policies, programs and operating procedures. Coordinates various functions for which the department is responsible and supervises the proper performance of routine departmental activities. Performs and takes the lead in a variety of complex research projects. Makes independent work procedures for efficiency and economy and assists in the preparation of the department’s annual budget on the basis of this information. Maintains liaison with other City departments. Performs related work as required. This is a CHPEA union position. The hours of work for this position are 40 per week.

    Currently, there are three (3) vacancies in various City departments:
    • Department of Families, Children & Youth (DFCY) - One (1)
    • Health & Human Services (HHS) - One (1)
    • Department of Development Services (DDS) - One (1)


    DFCY - Incumbent corrdinates various functions for which the department is responsible and supervises the proper performance of routine departmental activities, specifically, the Child Day Care (CDC) program that administers the CDC grant. Performs and takes the lead in a variety of complex research projects as well as reporting requirements of the CDC grant. Monitors and ensures appropriate grant usage and compliance with applicable regulations, laws, and strict financial guidelines. Addresses any deviations or non-compliance issues to prevent negative impact on grant-funded operations. Performs related work as required.

    Preferred areas of experience in grant administration, management, and/or compliance.

    HHS - Vacancy is located within the Overdose Data to Action (OD2A) project. Incumbent facilitates and coordinates professional development activities; provides direct weekly support to project staff and assists in monitoring contracts. Conducts data collection and supports program managers and team leaders with data analysis and management activities. Develops and utilizes data tracking systems for referral networks and evaluation of project performance indicators; compiles local and CDC project reports for publication and electronic dissemination. Performs related work as required.

    Preferred areas of experience inpublic health, overdose crisis or social services.

    DDS - Vacancy is located in the Division of Blight Remediation. Performs complex professional administrative duties within the Blight Remediation division. Responsible for collecting and tracking data. Compiles data-driven reports to support deparmental goals. Conducts research, including but not limited to identifying chain of titles and land records. Responsible for generating official orders and notices. Serves as a primary liaison with property owners and blight inspectors. Performs related work as required.

    Preferred areas of experience in economic development, housing, real estate development, or blight property lien process.

    **The vacancies within the Department of Families, Children, and Youth and the Department of Health and Human Services are grant funded, renewable per term of contract. The City of Hartford is not obligated to fund this position upon termination of funding .**

    Knowledge, Skills & Abilities

    The examination will consist of rating your training and experience as contained on your application. It may also include a written test, an oral test, or a combination thereof. All parts of the examination, including tests and ratings, will be related to the requirements of the position. The examination will be designed to measure the following:

    Knowledge of:
    • Principles and practices of public administration with special emphasis on municipal administration related to assigned departmental activities
    • Municipal, State and Federal government powers and purposes.


    Ability to:
    • Perform independently, difficult research assignments and to prepare complex clerical reports
    • Establish and maintain effective working relationships with municipal officials, department heads, employees and the general public
    • Prepare and present ideas effectively in oral and written communications
    • Identify problems related to the areas of assignment and to make sound recommendations for their solution.


    Qualifications

    Open to all applicants who meet the following minimum qualifications:

    Graduation from an accredited four year college or university, with major coursework in public administration, business administration, political science, economics, or a closely related field AND one (1) year of increasingly responsible administrative experience in public service or business organizations, with emphasis on public administration, business administration, or statistical analysis

    A Master’s Degree from an accredited college or university in public administration, business administration, political science, economics may be substituted for one (1) year of the experience requirement.

    An equivalency combination of not less than six years of education and/or work experience may be substituted for education and experience. A substitutable year of education will normally be interpreted as the achievement of not less than 30 course credits in courses above the high school level and related to the public administration curriculum or the special area of assignment. A substitutable year of work experience will normally be interpreted as full-time responsible administrative work assessed on the basis of 1,820 work hours annually.
