With so much to offer, it’s no surprise that Fremont is frequently recognized as an ideal place to live and work.   The Organization The City of Fremont is a full-service general law city operating under a Council-Manager form of government that combines the civic leadership of elected officials with the managerial experience of an appointed City Manager. Policy-making and legislative authority are vested in a seven-member city council. Six Councilmembers are elected on a by-district basis, with the Mayor separately elected to a four-year term by a citywide vote.   The City Council appoints the City Manager and City Attorney. The City Manager is responsible for implementing City Council policy and administering the day-to-day operations and affairs of the City in a businesslike and prudent manner. The City Attorney serves as chief legal advisor to the City, providing transactional and litigation services to the City, as represented by the City Council, City advisory bodies, and City departments.   The City of Fremont is an organization of approximately 995 full-time dedicated employees and supported by a FY 2022-23 General Fund budget of $249.3 million. City operations are organized into the following departments: City Manager’s Office, City Attorney’s Office, Community Development, Community Services, Economic Development, Finance, Fire, Human Resources, Human Services, Information Technology Services, Police, and Public Works.

    The Public Works Department

    The Public Works Department provides engineering and administrative services to manage the City’s transportation system, support private land development projects, and to coordinate and deliver the City’s Capital Improvement Program (CIP) related to transportation, parks, and municipal buildings/facilities. Fremont’s current 5-year CIP has a value of $286 million and includes over 220 active projects and programs.

    CLASS SPECIFICATION

    Definition

    Under general direction, provides business management and financial analysis services; develops and administers business plans for the provision of City services; provides general administrative support and/or program administration as needed; serves as a member of the department's management team; and performs related duties as required.

    Class Characteristics

    This is an advanced journey/supervisory level professional classification most frequently reporting to a department director who may be assigned work on City wide projects at the direction of the City Manager. Positions assigned to this classification are characterized by the responsibility to create and participate in developing financial tools and business strategies that support implementation of entrepreneurial activities and business plans. Work may also involve the development and administration of internal and external contracts for interagency services with other agencies. This classification is distinguished from the generalist classification of Administrative Analyst III by its focus on and specialization in providing business management and financial analysis services, and by the latter's more general scope of assignments providing administrative, financial, and staff support and/or program administration for a City department.

    Essential Functions

    • Develops and participates in the implementation of operational business plans.
    • Reviews and analyzes proposed new business opportunities.
    • Creates and participates in developing financial tools and business strategies requiring strong financial business planning and cost analysis skills, which support implementation of entrepreneurial activities and business plans.
    • As a member of the departmental senior/executive team, proposes and drafts and reviews proposed policies and strategies including organizational development.
    • Conducts ongoing review of administrative and operational processes and procedures for opportunities for continuous improvement.
    • Develops and implements operational performance measurement tools and standards.
    • Oversees the budget throughout the year identifying variances-making budget transfers and in general managing the overall debt and budget to be balanced at year-end.
    • Develops and administers internal and external contracts for interagency services with other agencies.
    • Prepares specifications and requests for proposals.
    • Negotiates, monitors and/or administers projects.
    • Designs, develops and coordinates implementation and evaluation of departmental administrative and operational systems and procedures.
    • Participates in professional training and development of management.
    • Monitors and analyzes costs and expenditures.
    • Administers department budget.
    • May administer department business operations.
    • Plans, organizes and directs departmental administrative service functions, major programs and/or divisional activities.
    • Supervises, trains and evaluates the work of assigned staff.
    • Oversees payroll/personnel activities within the department and serves as liaison to the Offices of Financial Services and Human Resources and the City Attorney office and the City Managers Office and propose outcomes and results.
    • Conducts surveys.
    • Prepares technical and analytical reports and recommendations for implementation by department staff, the City Manager and/or the City Council.
    • Plans, organizes and conducts public meetings.
    • May serve as a department staff representative during labor negotiations and regularly scheduled joint labor management meeting.
    • Leads and/or participates in projects pertaining to citywide objectives, as assigned by the City Manager.
    • Participates, develops and provides financial management for multi-agency operations such as the jail.

    Marginal Functions

    • Implements the City's Workforce Diversity Plan within the department.

    Minimum Qualifications

    Knowledge, Skills and Abilities

    Incumbents must possess the physical and mental capacity to work under the conditions described in this document and to perform the duties required by their assigned position.

    Education/Experience

    Any combination of education and experience which demonstrates possession of and competency in requisite knowledge, skills and abilities such as: education equivalent to a Bachelor's Degree in Business Administration, Economics, Finance or Public Administration and five years progressively responsible financial services or administrative experience. A Master's Degree is desirable and may be substituted for one year's experience.
