With so much to offer, it’s no surprise that Fremont is frequently recognized as an ideal place to live and work.   The Organization The City of Fremont is a full-service general law city operating under a Council-Manager form of government that combines the civic leadership of elected officials with the managerial experience of an appointed City Manager. Policy-making and legislative authority are vested in a seven-member city council. Six Councilmembers are elected on a by-district basis, with the Mayor separately elected to a four-year term by a citywide vote.   The City Council appoints the City Manager and City Attorney. The City Manager is responsible for implementing City Council policy and administering the day-to-day operations and affairs of the City in a businesslike and prudent manner. The City Attorney serves as chief legal advisor to the City, providing transactional and litigation services to the City, as represented by the City Council, City advisory bodies, and City departments.   The City of Fremont is an organization of approximately 995 full-time dedicated employees and supported by a FY 2022-23 General Fund budget of $249.3 million. City operations are organized into the following departments: City Manager’s Office, City Attorney’s Office, Community Development, Community Services, Economic Development, Finance, Fire, Human Resources, Human Services, Information Technology Services, Police, and Public Works.

    The Ideal Candidate

    The ideal GIS Specialist possesses strong spatial thinking and analytical skills; proficiency in GIS software, database management, data manipulation; excellent communication skills; a keen eye for detail, the ability to collaborate with others; a solid understanding of geographic concepts, allowing them to effectively analyze and interpret spatial data to solve real-world problems through mapping and visualization tools; expertise in creating visually appealing and informative maps, including appropriate symbology, labeling, and design principles; ability to work effectively with teams from different disciplines, sharing data and expertise to achieve project goals.

    Geographic Information Systems Specialist I Class Specification
    Definition
    Under general supervision, performs technical work in the utilization of geographic information systems (GIS). Operates and maintains (GIS) programs across multiple platforms using a variety of technologies, including, but not limited to computers, peripheral equipment, data collection devices, mobile and web-based applications, and GIS supported applications. Develops and maintains GIS data layers and cartographic maps. Performs related work as required.

    Supervision Received and Exercised
    Receives general supervision from assigned manager. Exercises no supervision of staff.

    Class Characteristics
    This is the entry-level class in the Geographic Information Systems Specialist classification series. This class is responsible for providing technical support for assigned GIS operations and/or programs. Positions at this level are not expected to function with the same amount of knowledge or skill level as positions allocated to the Geographic Information Systems Specialist II level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. As experience is gained, assignments become more varied and are performed with greater independence.
    Essential Functions

    Typical duties may include, but are not limited to, the following:
    • Performs GIS analysis, spatial modeling, and cartography in support of user and workgroup needs.
    • Develops, operates, and maintains various types of Geographic Information Systems (GIS) technology and related processes across multiple platforms.
    • Develops and designs databases, schema, and workflows for various work groups.
    • Operates and maintains GIS related technology on multiple devices including computers, peripheral equipment, mobile and web-based applications, and GIS supported applications. Creates, manipulates, and maintains a comprehensive library of spatial databases and layers; ensures data integrity and standards are met.
    • Performs data management tasks. Provides status and completion updates to staff and/or users
    • Interprets recorded plans to enter graphic and attribute data into a geographic information system.
    • Manages data inputs from project and development plans as well as data discrepancies filed by stakeholders
    • Creates and maintains a variety of maps and tabular data from a variety of sources; integrates Global Positioning System (GPS) data into GIS format; explains technical information to non-technical system users, including assisting them in accessing and interpreting GIS information.
    • Interfaces with customers and system stakeholders to support cross-departmental workflows, resolution of data discrepancies, installation of software updates, and any other issue that may arise.
    • Installs, maintains, troubleshoots, and repairs GIS related hardware such as workstations, laptops, printers, copiers, and scanners troubleshooting basic hardware, software, network, and/or server issues.
    • Researches and analyzes plans or discrepancy reports to ensure accuracy of the City's infrastructure system.
    • Performs data management tasks.
    • Responsible for management of GIS related data input and workflows for multiple departments ensuring that data layers are constantly updated and accurate for internal and public use
    • Creates web interactive and printable static cartographic displays.
    • Researches innovative new implementations of GIS to solve department problems.
    • Identifies, acquires, and integrates data from other agencies and organizations into the City’s GIS data library.
    • Develops and/or modifies geographic information and related sub-system application software; prepares data for use in such models.
    • Diagnoses problems and performs troubleshooting and remedial actions to correct problems, and/or recommends and determines solutions.
    • Maintains and documents hardware and software inventory.
    • Produces various reports, diagrams and presentations on operations related topics.
    • Maintains user and technical operating instructions and documentation; provides training to users and other technical staff and advises on best practices. Develops, documents, and regularly updates procedures for use of GIS functionalities.
    • Performs other related duties as assigned.

    Minimum Qualifications
    Knowledge, Skills & Abilities
    Knowledge of:
    • Technology, hardware and software, and current applications related to GIS, including database management, mapping and report generation, and desktop publishing systems.
    • GIS applications, programming, and relational database model.
    • Principles and practices of digitizing, data conversion, data management, and cartography including design techniques and tools to produce maps, graphics, and models; ability to perform computer programming, data analysis, or software development for GIS applications.
    • Modern office practices, methods, and computer equipment and applications related to the work, including AutoCAD, ArcGIS, and related GIS products.
    • Techniques and methods of computer hardware and software evaluation and implementation.
    • Developing effective relationships with co-workers and supervisors by helping others accomplish tasks and using collaboration and conflict resolution skill.

    Education/Experience
    Any combination of education and/or experience, which has provided the knowledge, skills, and abilities necessary to satisfactory job performance, would be qualifying. A typical way to obtain the required knowledge, skills, and abilities would be: equivalent to the completion of the twelfth (12th) grade supplemented by coursework and/or training in information systems, computer science, or related field and one (1) year of experience creating maps and performing spatial analysis using GIS software and/or database management technical support.

    Licenses/Certificates/Special Requirements
    Possession of, or ability to obtain, a valid California Driver’s License by time of appointment. Some positions in this class may be required to pass a background investigation including a polygraph examination in accordance with applicable laws, regulations and/or policies.

    Physical and Environmental Demands
    Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle and to visit various City sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. Standing in and walking between work areas is frequently required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification frequently bend, stoop, kneel, and reach to perform assigned duties, as well as push and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 25 pounds with the use of proper equipment.

    Work Environment
    Employees work in an office environment with moderate levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Incumbents work around others, work alone, and work with others. Supplemental Information
