    ABOUT THE CITY The City of Downey, population 113,000, in an area of 12.5 square miles is situated 12 miles southeast of the Los Angeles Civic Center, five miles from Orange County, and about 10 miles from the beautiful Pacific coastline. Downey offers a wide range of housing opportunities. All parks and many recreation facilities are operated by the City. Almost 100 acres are devoted to 11 area parks, including fishing lakes at Wilderness Park, the Independence Park Tennis Center, and fitness courses at Furman and Apollo parks. For golf enthusiasts, there is the 18-hole Rio Hondo Golf Course or the Los Amigos Golf Course run by the County of Los Angeles.     Job Description

    ABOUT THE POSITION

    NOTE: This recruitment is open on a continuous basis and may close without prior notice. First review of the applications will occur on Friday, March 14, 2025. Note: This position would primarily be assigned to work weekends (Saturday/Sunday) and evenings.

    Effective the start of the pay period that includes April 1, 2025, employees will receive a four percent (4.0%) across the board pay range increase.

    This position is located in the Code Enforcement Division of the Community Development Department and reports directly to the Code Enforcement Supervisor. Performs duties associated with monitoring and enforcing community compliance with the Downey Municipal Code pertaining to public nuisances, zoning, vendor enforcement, occupancy property maintenance, health and safety, building and safety, business licensing and permits, encroachments, illicit discharges/disposal, abandoned vehicles and noise abatement; State housing law for substandard buildings and ensures compliance with other State, County and Local Laws. Investigates complaints, prepares court cases and performs related duties as required.

    The current vacancy is for a Full-Time position however the list may be utilized for future for full-time and/or part-time vacancies.

    An Eligible List of qualified applicants will be established from this recruitment. Eligible List may be utilized to fill other full and part-time vacancies as needed. Generally, a valid Eligible List is in effect for up to one year.

    EXAMPLES OF ESSENTIAL FUNCTIONS

    Any combination of education, training, and work experience to demonstrate possession of the knowledge, skills, and abilities to successfully perform in the position is qualifying. A typical combination is as follows
    • Assists in the enforcement of City ordinances relating to vendor enforcement violations at residential, commercial and industrial properties regarding public nuisances, vendor enforcement, zoning, occupancy, property maintenance, health and sanitation, building and safety, business licensing and permits.
    • Issues infraction and misdemeanor citations for violations relating to public nuisances, including zoning, litter, abandoned vehicles, overgrown vegetation, debris accumulation, oversized vehicles, illegally parked or stored recreational vehicles and boats.
    • Photographs evidence, prepares diagrams and measurements, interviews potential witnesses, composes letters and conducts field inspections and follow-up to ensure remedial action has been taken.
    • Responds to complaints of alleged violations; issues notices of violation and citations, and conducts follow-up inspections for compliance.
    • Maintains records of inspections, prepares reports for file and documentation for court; required to appear at court proceedings to update prosecutor and testify if necessary.
    • Attend conferences and meetings regarding violations.
    • Participates in and coordinates joint inspections of properties with other agencies and City departments.
    • Makes presentations to local civic, educational, professional, community and neighborhood groups.
    • Performs other related duties as assigned


    QUALIFICATIONS

    Any combination of education, training, and work experience to demonstrate possession of the knowledge, skills, and abilities to successfully perform in the position is qualifying. A typical combination is as follows:

    Education: High school graduate or equivalent. Additional course work in Administration of Justice, building trades, code enforcement training or related field, is highly desirable.

    Experience: Experience in municipal code enforcement or public safety and extensive experience in public contact investigative work is desirable.
    Bilingual skills in Spanish is highly desirable.
    Knowledge of: Principles and practices of municipal codes, zoning and land use regulations; housing, building codes and fire codes and health and safety laws, nuisance abatement; public safety; investigation and research related to the enforcement of City codes; and effective time management and organizational methods.

    Ability to: Deal and communicate effectively and cooperatively with the public to solve code violation problems and obtain compliance under minimal supervision; convey legal matters in a clear, concise manner verbally and in writing; understand and interpret the City’s municipal code; keep detailed records and file notes; keep accurate detailed notes and records for potential litigation; communicate, establish and maintain effective working relationships with the City employees and the public; communicate effectively both orally and in writing.

    License/Certificates: Due to the performance of field duties which will require operation of a motor vehicle, a valid California Class C Driver’s License is required, in addition to an acceptable driving record at the time of appointment and through employment. Completion of POST PC 832 (“Citation Authority Class”) is required as scheduled and agreed upon by the City.
    Desired Certifications: Possession of a valid Basic Level module certificate issued by the California Association of Code Enforcement Officers (CACEO).

    California Department of Motor Vehicle (DMV) Pull Notice System: An incumbent appointed to this position is subject to enrollment in the California DMV Pull Notice Program. The Pull Notice program provides information on the incumbent’s driving record and Driver’s License status on a periodic basis to the City of Downey. An employee assigned a City vehicle must acknowledge receipt and understanding of City Administrative Regulations covering the use of City vehicles.

    ADDITIONAL INFORMATION

    Physical Tasks and Environmental Conditions: Requires the ability to perform on-site field inspections including exertion of a moderate amount of physical effort to stoop, crouch, climb and lift in performance of assigned duties; ability to work around building materials in a safe manner; may be subject to uncomfortable working conditions including exposure to dust, noise, heat or cold; must be able to perceive color, shapes, and forms; lift up to 25 pounds; requires sufficient hand/eye coordination to perform semi-skilled repetitive movements, such as typing on a personal computer and operation of a motor vehicle.

    Office environment involves moderate noise levels and controlled temperature conditions, and partially in the field and are occasionally exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, and hazardous physical substances and fumes. Incumbents may interact with upset staff and/or public and private representatives and contractors in interpreting and enforcing departmental policies and procedures.

    Testing and Selection Process:

    An appraisal (oral interview) examination weighted 100% to assess the applicant's knowledge, education, experience, and general ability to perform the essential functions of the position.

    Candidate(s) who complete the appraisal with acceptable results will be placed on an Eligible List to be considered by the Department's hiring authority.

    Prior to a conditional offer of employment, a background check is conducted including verification of education and employment history, reference checks, and fingerprinting. Upon issuance of a conditional offer of employment, a job-related pre-placement medical exam is required to determine a candidate's physical ability to perform the essential functions of the position. This examination will include a drug screen.
