    Job Description

    ABOUT THE POSITION

    This position functions in the Maintenance Services Division of the Public Works Department. The Maintenance Services Division is comprised of the following operating sections: Facility Maintenance, Streets Maintenance, Parks and/or Landscape Maintenance.

    An Eligible List is generally in effect for one year, unless exhausted sooner. The established List will also be used for temporary/part-time appointments as needed.

    Under general supervision by a Lead Worker or Supervisor, the position works as part of a crew performing routine manual unskilled and limited semi-skilled duties in Traffic & Street Maintenance, and Facility Maintenance. Appointment to vacant full-time positions is based on the needs of the Division and the candidate's qualifications.

    EXAMPLES OF ESSENTIAL FUNCTIONS

    The following examples are intended to describe the general nature and level of work performed by persons assigned to each classification. Depending on assignment, duties may include, but are not limited to the following:
    • Tree planting and trimming, sport field renovation, irrigation system installation and repair, landscape installation, bus stop maintenance, litter and debris removal;
    • General building maintenance, painting, carpentry, basic plumbing and electrical repairs, graffiti abatement;
    • Asphalt patching and repair, crack sealing, concrete construction and repair;
    • Installation of traffic striping, pavement markings, and signs;
    • Weed spraying and removal;
    • Knowledge of traffic signal operations and maintenance;
    • Knowledge of street lighting maintenance;
    • Setting up traffic control devices for lane closures;
    • Operate trucks and various types of heavy machinery and equipment;
    • Operate hand and power tools;
    • Prepare written work records;
    • Perform safety inspections;
    • Operate mobile radios;
    • Respond to requests from the public and fellow City employees; and
    • Perform other related duties as required.


    QUALIFICATIONS

    Any combination of education, training, and work experience to demonstrate possession of the knowledge, skills, and abilities to successfully perform in the position is qualifying. A desired combination is as follows:

    Education: High school graduate or equivalent.

    Experience: Two (2) full-time years experience performing actual or related building maintenance, construction, or a related field. Prior experience in municipal public works operations is highly desirable.

    Knowledge of: Methods, techniques, tools, and the operational characteristics of mechanical equipment used in the following: construction and maintenance of asphalt and/or concrete improvements; mechanical equipment used in traffic striping, pavement markings and sign installation; painting, carpentry and construction, low voltage electrical, plumbing repairs; tree trimming, irrigation, and landscape installation; and proper safety rules, procedures, and practices. Basic operating knowledge of Microsoft applications such as Outlook or Word is helpful.

    Ability to: Perform semi-skilled maintenance duties, including construction and repair in the area of assignment; operate a variety of vehicular and stationary mechanical equipment in a safe and effective manner; use and operate hand tools, mechanical equipment, power tools, and equipment required for the work in a safe and efficient manner; read and interpret basic maps, plans, and blueprints; communicate clearly and concisely, both orally and in writing. Basic use of a desktop computer is helpful.

    Driver's License Requirement: Due to the performance of field duties which may require the operation of a City vehicle to carry out the essential functions of the position, a valid California Class C Driver's License and an acceptable driving record upon appointment and throughout employment in the position is required.

    A valid California Class A or B Driver's License is highly desired upon appointment.

    ADDITIONAL INFORMATION

    California Department of Motor Vehicle (DMV) Pull Notice System: A candidate appointed to this position is subject to enrollment in the California DMV Pull Notice Program. The Pull Notice program provides information on the incumbent's driving record and Driver's License status on a periodic basis to the City of Downey. An employee assigned a City vehicle must acknowledge receipt and understanding of City Administrative Regulations covering the use of City vehicles.

    Federal Department of Transportation (DOT) Random Testing Program: In compliance with Federal regulations under the Department of Transportation (DOT), Commercial Driver's License (Class A or B) holders are subject to mandated alcohol and controlled substance random testing requirements.

    A negative pre-placement controlled substance test is required for employment. Prior employer DOT random testing results are also required.

    After pre-placement, drug and alcohol testing is administered as follows:

    · Post Accident

    · Reasonable Suspicion

    · Random Testing

    · Return to Work

    · Follow-up Testing

    PHYSICAL ABILITIES & ENVIRONMENTAL CONDITIONS

    The position requires physical mobility, balance, coordination, vision, hearing and dexterity levels appropriate to the duties assigned; ability to drive a City vehicle or the ability to utilize an alternative method of transportation to travel to different work sites and locations; stand for long periods and/or walk long distances; some walking may occur on sloping, slippery and/or uneven surfaces; sit, kneel, crawl, climb, crouch, stoop, reach, and bend on an intermittent basis; twist at the lower body, at the waist, and at the upper body; mobility of both arms to reach at and above shoulder level and dexterity of both hands to grasp and manipulate small and large objects or tools, from overhead to the ground positions; perform work which involves grasping, lifting, pushing, pulling, moving and dragging of objects which could weigh approximately 75 to 100 pounds. The position requires an incumbent to wear and use personal protective equipment based upon the area of work assigned which may include hardhat, gloves, goggles, respirators, face protectors, ear protection, aprons, coveralls, chain saw chaps, and steel toed shoes; may require the ability to work at heights above ground level; may operate power equipment requiring hand, arm, and upper body strength. Requires physical mobility to operate the following, but not limited to, tools and equipment such as electric drills, circular saws, reciprocating saws; pneumatic jackhammers, clay spades, impact wrenches; vibratory plate compactors and rollers; grinders, air compressors, trash pumps, pipe threaders, power drain snakes; rototillers, power trenchers; chain saws, and, hand tools such as shovels, rakes, lutes, hammers, screwdrivers, pliers, wrenches, chisels, scrapers, crowbars, pry-bars, manhole picks, pipe cutters, and bench vises is required. As assigned, an incumbent may be required to respond to emergency situations outside of regular working hours.

    Work is primarily performed outdoors with exposure to the weather. Based on job assignment, exposures may also include: contact with hot and cold surfaces, loud noises from equipment and vehicle engines, vibrations, working in close proximity to moving mechanical parts (mechanical hazards), low voltage electrical current (electrical hazards), vehicular traffic and confined spaces; and, contact with potential natural irritants such as vegetation, dust, soil, tree pollens, sawdust, etc. stand and walk on level and uneven/slippery surfaces, twists, bend, push, pull, crouch, reach, grasp, and lift/move supplies/equipment between 50 and 100 pounds. Based on job assignment, may be exposed to chemicals including but not limited to: gasoline, diesel, motor oil, grease, paint thinner, strippers, solvents, ammonia, bleach, cleansers, volatile organic compounds, fertilizers and non-restricted pesticides.
