The LA County Department of Human Resources (DHR) has authorized Hiring as an Emergency under Civil Service Rule 13.04 in response to Assembly Bill (AB) 2561 (McKinnor) , which requires the County to report on high vacancy rates and recruitment efforts. This action supports a Countywide strategy to address persistent staffing shortages that threaten the delivery of essential public services. We are looking for qualified and committed individuals to help strengthen the County workforce and ensure residents continue to receive critical support. Aging and Disabilities is seeking qualified candidates to fill emergency Community Center Director II vacancies related to the effort to stabilize critical services and accelerate hiring in high-need areas.
Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment.During your initial work period, you will be assessed on your work performance. This assessment will be weighted 100%.
Those who successfully pass the assessment will be considered for permanent appointment to Community Center Director II.
Essential Job Functions
Directs community center programs and services (e.g., human services programs, informational and referral services, crisis intervention, emergency response, and specialized community programs) by managing day-to-day operations; planning, developing, implementing, and evaluating programs; responding to emerging community issues; allocating staff and resources; ensuring compliance with applicable policies and requirements; and monitoring service quality and effectiveness to meet community needs.
Develops and implements community center objectives, policies, and procedures by assessing community needs; analyzing service data and trends; incorporating regulatory requirements and departmental directives; translating plans into procedures; allocating staff and resources; providing training and guidance; and monitoring service delivery, outcomes, and compliance to improve program effectiveness and service quality.
Supervises community center personnel (e.g., Community Center Specialists, Community Health Workers) by planning, organizing, and assigning work; establishing performance expectations and goals; monitoring workloads; conducting performance evaluations; providing feedback, coaching, and mentoring; identifying training needs; and addressing performance and conduct issues in accordance with HR policies to support effective service delivery.
Facilities community engagement and advisory liaison activities by maintaining working relationships with County departments, schools, law enforcement agencies, medical facilities, nonprofit organizations, and community groups; participating in community meetings, outreach events, and advisory committees; facilitating communication and services between the centers and stakeholders; identifying and leveraging community resources; assisting with service coordination and grant proposals; and representing the center to community partners and residents.
Assists the department’s leadership in identifying problems and unmet needs (e.g. service gaps, emerging issues, underserved populations) by collecting and analyzing data from community surveys, service utilization reviews, focus groups, and direct engagement with residents and stakeholders; monitoring trends and identifying service opportunities; and preparing reports or recommendations for program improvements and targeted service development.
Prepares and maintains documentation and records (e.g., reports, proposals, performance metrics) using applicable software tools; maintains organized digital and physical records; and ensures accuracy, completeness, and compliance with federal, state, and County standards.
Manages and facilitates center’s projects (e.g., capital projects, facility enhancements, emergency management and response) by identifying operational needs; reviewing project scopes, timelines, and budgets; coordinating with internal departments, contractors, and partner agencies; developing actionable project plans; allocating staff and resources; and monitoring project progress, risks, and compliance to support safe, resilient, and effective center operations.
Requirements
REQUIREMENTS TO QUALIFY:
Four years' experience in a responsible administrative*, supervisory**, and consultative*** or staff**** capacity in the field of human services, including community services, community-based programs and services, crisis intervention, emergency response, or other specialized community programs. The required experience must have included active participation in community problems and analyzing and making recommendations for their solution - OR - Two years' experience performing the duties of a Community Center Specialist II***** or its equivalent of higher - OR - One year's experience as a Community Center Director I******.

SPECIAL REQUIREMENTS
• Candidates must be willing and able to work at any of the Department's 13 Community and Senior Center locations, based on operational needs.
• Candidates must be willing and able to work a schedule consistent with assigned center operations, which may include occasional evenings, weekends, or adjusted work hours of community events, meetings, emergency response activities, or other operational needs.
• Candidates must be willing and able to work in a public-facing community center environment involving regular interaction with employees, program participants, community members, partner organizations, and other County departments.
• Candidates must be willing and able to respond to changing operational needs and, when necessary, support departmental or County emergency response activities consistent with the responsibilities of the position.
*Administrative is defined as work involving the application of a substantial body of knowledge of principles, concepts, and practices applicable to one or more fields of administration or management. While positions in this occupational group do not require specialized education, they demand the type of skills (analytical, research, writing, judgment) typically gained through a college-level education, or through progressively responsible experience.
**Supervisory experience includes responsibility for planning, assigning and reviewing the work of staff, evaluating employee performance, participating in interviewing and selecting new staff, and performance management.
***Consultative experience includes advice and professional guidance by assessing community or administrative issues and offering informed solutions or recommendations to support effective program operations.
****Staff Capacity is defined as work involving assisting and supporting administration by doing research, analysis, and making recommendations to line managers on matters such as utilization of personnel; allocation of funds; workload and workload fluctuations; and programs and procedures for accomplishing work objectives.
*****Experience at the level of Community Center Specialist II is defined as acting as an assistant to an administrative head of a diversified multi-program community service or senior center.

******To qualify under this option, you must hold or have held the payroll title of Community Center Director I, which is defined as acts as administrative head of a diversified, multi-service community center, or senior citizen's center.
LICENSE:
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
PHYSICAL CLASS:
2 - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.
DESIRABLE QUALIFICATIONS
• Analyzing community needs, service-deliver issues, operational challenges, and program data to develop practical recommendations and improve services.
• Leading or coordinating the work of staff or other personnel, including establishing priorities, providing direction, monitoring work, and resolving operational issues.
• Applying and implementing policies, procedures, regulatory requirements, departmental or organizational directives, and program standards.
• Coordinating projects or initiatives involving multiple stakeholders, timelines, resources, competing priorities, and operational considerations.
• Developing effective working relationships with government agencies, nonprofit and community-based organizations schools, healthcare organizations, advisory groups, and other community partners.
• Communicating effectively with employees, departmental leadership, community stakeholders, and members of the public, including in situations involving sensitive or complex issues.
• Exercising sound judgment, initiative, organization, and problem-solving in a community-based service environment with multiple programs, priorities, and stakeholders.
• Experience supervising employees, including assigning and reviewing work, establishing performance expectations or goals, monitoring workload or work performance, conducting performance evaluations, providing coaching or corrective feedback, identifying training needs, or addressing employee performance or conduct issues.
