The LA County Board of Supervisors has unanimously ratified a Proclamation of Local Emergency in response to the windstorms and wildfires , including the Palisades and Eaton Fires, that have devastated communities across the County. We are looking for qualified and passionate individuals to assist the County in mobilizing resources and support needed to help our residents recover and rebuild. The Internal Services Department is seeking qualified candidates to fill emergency Administrative Manager 13, ISD vacancies related to this unprecedented natural disaster.
Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment.
Before the end of your initial work period, you will be assessed on your work performance. This assessment will be weighted 100%.
Those who successfully pass the assessment will be considered for permanent appointment to Administrative Manager 13, ISD.
The Opportunity
Positions allocable to this class typically report to a General Manager or a Deputy General Manager and are distinguished by their responsibility for directing operations in a variety of services, such as: administration and finance, environmental and sustainability, operations, information technology, and purchasing and contracting services.
Incumbents in this class must exercise a high degree of leadership skills, as well as a broad range of management skills and abilities, including communication, organizational design and development, strategic planning and data analytics, budgeting, personnel management, and internal and external stakeholder development and engagement. They must also exercise knowledge of the Department’s programs, policies and procedures, and federal and statutory requirements applicable to their line of business in order to effectively coordinate the activities of their division with those of others in the Department and central agencies.
These positions differ from those belonging to the lower-level Administrative Manager XII, ISD class in that positions within the latter class are responsible for assisting higher level management in directing a subordinate division or specialized area, while positions within the Administrative Manager XIII, ISD class are responsible for a division and contributes to shaping the direction and operations of the Division, Service and Department.
Essential Job Functions
- Develops and implements Public Private Partnership strategy to enable the County to implement our Sustainability Plan as well as develop new strategies for energy resiliency not only at County operations but also in our broader community.
- Supports the County in guiding the rebuild of the region’s energy infrastructure in the wake of disasters and help the plan for greater resiliency against future disasters.
- Formulates long-range plans and development; administrates a comprehensive energy, utilities and environmental plan for Los Angeles County.
- Provides supervision of Countywide programs and projects concerned with energy resource management, alternate and renewable energy, energy efficiency, fleet, and EV infrastructure.
- Assists in planning and developing strategic plans and goals, management concepts, objectives, policies, projects and systems to carry out the work of the department.
- Acts for the Service General Manager in their absence.
- Plans, organizes, and directs County fleet operations, including vehicle and equipment acquisition, deployment, maintenance, repair, replacement, and disposal.
- Leads fleet modernization and electrification efforts, and coordination of vehicle deployment.
- Ensures programs, policies and procedures comply with applicable laws, regulations, funding requirements, and County policies and evaluates legislative and regulatory changes affecting operations.
- Directs annual operating and capital, and utilities budgets for the Energy Management Division, including amendments to the budget, performance planning and reporting.
- Identifies and pursues federal, state, utility, and other funding opportunities for zero-emission vehicles, fleet modernization, EV infrastructure, energy, and resiliency projects.
- Directs Division personnel management, including workforce planning, employee development, labor relations, performance management, succession planning, and review of monitored performance of contractors.
- Represents the Department and directs contracts and partnerships with County departments, utilities, regulatory agencies, industry partners, and other stakeholders.
Requirements
REQUIREMENTS TO QUALIFY
Option 1:
Three years of experience managing an organization of multiple units including directing the budget, personnel, fiscal, program management, and other administrative functions.
Option 2:
A Bachelor’s degree* from an accredited college or university in Business Administration, Public Administration, or a closely related field -AND- two years of experience managing an organization of multiple units including directing the budget, personnel, fiscal, program management, and other administrative functions.

You must POSSESS and CLEARLY express detailed years of experience performing relevant duties related to the requirements above and within your online job application and supplemental questionnaire.
LICENSE:
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
PHYSICAL EXPECTATION:
2 - Light. This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.
DESIRABLE QUALIFICATIONS:
- A Bachelor's Degree* or higher from an accredited college or university in Environmental Science, Sustainability, Resource Conservation, Environmental Engineering, or closely related field.
- Demonstrated experience in an organization working on responsible for the development and implementation of at least two energy, environmental and/or other climate projects or programs** on (1) behalf of constituents of a large public agency,*** (2) a large corporate or public agency organization,**** or (3) a company providing these programs on behalf of constituents of a large public agency,*** a large corporate or public agency organization,**** including directing the budget, personnel, fiscal and other administrative functions.
- Demonstrated experience in at least one of the following: 1) successfully applied for and managed state or federal grant(s) in energy efficiency, renewable energy, or clean transportation valued at least $100 million; or 2) managed the execution of projects in energy efficiency, renewable energy, or clean transportation valued at least $100 million; or 3) developed and entered into Public Private Partnerships to finance a portfolio of energy projects valued at least $100 million with documented energy, fuel, and emissions savings.
- Demonstrated working experience with state and/or federal regulatory agencies.
- Energy savings program awards for innovation and energy avoidance programs and projects.
- Demonstrated experience assisting the management of the operations of a large private or public fleet.
- Thorough knowledge of external Federal guidelines/procedures for grants and contracts.
- Demonstrated analytical and persuasive writing skills experience as well as superior editing skills including ability to convey complex information in a clear manner to diverse audience.
- Strong administrative skills and self motivated with the ability to set priorities and manage multiple tasks under minimal supervision in an effective and efficient manner.
- Ability to work under pressure and respond to deadlines without sacrificing quality.
- Ability to thrive in a mission driven environment.
- Excellent oral and written communication skills, including strong public speaking skills.
