Job Description

The Position

The City of Riverside is accepting applications for the position of Police Administrator (*Non-Classified) to fill one (1) vacancy in the Police Department. The eligibility list established may be used to fill the current and/or upcoming vacancies within this classification. This position is posted continuously and will remain open for applications until the posting is closed, which may occur without prior notice at any time after October 8, 2026.

As a civilian member of the police executive team, directs the activities, through managers, of the following units within the Police Department: Accounting, Payroll, Police Technology, Fleet Services, Grants Management, and Facilities Management. Under management direction, manages and coordinates diverse and complex administrative services for the Police Department.
This is a civilian management classification that works as a member of the police executive team. The Police Administrator class is distinguished by the law enforcement services and level of difficulty and complexity of duties, the supervision of professional staff, and the breadth of managerial responsibility for a command (division) within the police department. This class is characterized by the responsibility to develop, manage, and coordinate the policies, programs, and financial operations of the police department. Incumbents exercise significant decision-making authority. Direct supervision is exercised over professional, technical and/or support staff. An incumbent may represent the Department Head before the City Council, City Manager, community groups, other City staff, and the public.

* Positions designated as Non-Classified are exempt from the classified service. The incumbent shall be appointed "at-will" and serve at the pleasure of the City Manager.

For positions indicating a salary range from 1N - 2X, the top 15% of the pay range cannot be offered upon hire or upon an employee promotion.

Work Performed

Duties may include, but are not limited to, the following:
  • Plan, organize and direct the work of management, professional, technical and support employees in the Administrative Services Division, which may include, but are not limited to, Accounting, Payroll, Police Technology, Fleet Services, Grants Management, and Facilities Management.
  • Maintain asset forfeiture records in accounts separate from General Fund in order to accurately track income/expenditures.
  • Adhere to non-supplantation guidelines.
  • Keep Chief of Police or designee advised of financial implications of purchases made with
  • Assure all reporting requirements are timely met and correctly submitted.
  • Assist the department director in establishing and implementing organizational policies and procedures for department operations; monitor effectiveness of policies and procedures, and make revisions or recommendations for improvement as appropriate.
  • Direct and coordinate the fiscal and analytical operations of the department, which may include, but are not limited to, the functions of budgeting, fiscal control, accounting, purchasing, position control, grant preparation, administration and analysis, contract administration, fleet services, facilities management and capital improvements.
  • Conduct or direct complex studies pertaining to a variety of administrative and operational problems; determine actions appropriate for improvements; advise department director on findings and methods of effective solution; prepare written reports and make presentations to various City groups and officials.
  • Direct the preparation of technical and administrative reports.
  • Monitor financial reporting systems including monthly financial statements, comparison of actual revenues and expenditures to budget categories, monthly management reports on current financial status, and project activity status.
  • Maintain and supervise a system of internal accounting control and segregation of duties.
  • Supervise the preparation of the departmental budget; review, analyze and compile budgets of various programs and divisions; provide expenditure projections to Finance as requested; explain needs and provide justifications for items; review and decide on expenditure requests and budget variances; provide updates to Command Staff for effective expenditure control.
  • Oversee departmental computer operations; assist in identification and recommendation of computer software and hardware needs, acquisition/installation, application design and implementation; and computer operation and maintenance.
  • Prepare or supervise the preparation of and review grant proposals for various programs and projects of the department; interface with governmental agencies regarding requirements for obtaining funds and monitoring procedures; present proposals to various boards and commissions in order to gain approval for programs and projects.
  • Manage and direct personnel actions; define and resolve complex work problems; establish work standards and operational objectives in assigned area of responsibility.
  • Coordinate all audits related to departmental or program operation and services; explain procedures to auditors and serve as reference for questions.
  • Review, interpret, and analyze new and proposed legislation; determine effect of legislation on operations and programs of the organization served; advise superiors of findings; take appropriate action in order to ensure compliance with existing rules and regulations; propose legislation on own initiative or upon request.
  • Provide technical administrative support to City or departmental management, committees, or other personnel as assigned. Participate in the selection of professional, para-professional, technical, and support personnel; establish work standards; supervise, train and evaluate personnel.
  • Meet with other City departments, agencies, committees, community groups and public officials to coordinate and implement various projects and programs.
  • May represent the Department Head in administrative services matters in the Department Head's absence.

Knowledge of:
  • Federal, State and local asset forfeiture laws, including monitoring of proper expenditures in accordance with asset forfeiture laws and guidelines.
  • Applicable federal, state and local laws, rules and policies regarding local government operations.
  • Principles of management, administration and budgetary systems and procedures.
  • Methods and practices of modern police administration.
  • Research methods and techniques, statistical and work measurements, and standards development and implementation, and report presentation.
  • Personal computer operation and applications including work processing, database and spreadsheet.


Ability to:
  • Analyze and supervise the systematic compilation of technical and statistical data and prepare complex reports.
  • Plan, organize, supervise, and evaluate the work of professional, technical and support personnel.
  • Properly interpret and make decisions in accordance with laws, rules and policies.
  • Supervise and conduct analytical studies and prepare analytical reports of both policy and administrative matters.
  • Analyze organizational and administrative problems; recommend and adopt an effective course of action.
  • Present ideas, concepts and recommendations clearly and concisely in oral, written and chart form.
  • Establish and maintain effective and cooperative working relationships with staff, City officials and representatives of other governmental agencies, community leaders and the general public.
  • Coordinate activities with other divisions and City departments.
  • Operate personal computer and applicable software programs.


Qualifications

Education and Experience:

Education:
The equivalent of a bachelor's degree from an accredited college or university with major work in public or business administration or a closely related field.

Experience: At least five years of professional administrative experience in local government. A master's degree may substitute for one year of the required experience.

Highly Desired Qualifications:
  • Strong knowledge of budget development, administration, and financial management principles and procedures.
  • Demonstrated experience monitoring expenditures to ensure compliance with asset forfeiture laws, regulations, and applicable guidelines.
  • Professional experience working within a law enforcement agency or related public safety environment.
  • Experience in local, state and federal grant oversite.

Benefit Level II includes Senior Management, Management and Professional classifications (Exempt)

The City offers an attractive benefits package, the central provisions of which are as follows:
  • Retirement for Classic Members - For employees hired after 1/1/2013 who are CLASSIC MEMBERS of California Public Employees' Retirement System (CalPERS) or a reciprocal agency as of 12/31/12 and have not been separated from service from such agency for six months or more, the retirement benefit shall be 2.7 % @ age 55; 3-year final compensation. The required employee contribution is 8%. The City does not participate in Social Security; thus, employees do not bear this additional 6.2% expense.
  • Retirement for New Members - For employees hired 1/1/2013 or later and who ARE NOT a member of the California Public Employees' Retirement System (CalPERS) or a reciprocal agency as of 12/31/12, or those who have been separated from a public agency which contracts with CalPERS or a reciprocal agency for six months or more, the retirement benefit shall be 2% at age 62; 3 year final compensation. The required employee contribution is 50% of the normal cost. And is subject to change per CalPERS every fiscal year. The City does not participate in Social Security; thus, employees do not bear this additional 6.2% expense.
  • Health Insurance - The City offers six health insurance plans and contributes up to $1,734 per month for HMO plans (family coverage).
  • Dental Insurance - The City provides three dental insurance plans and contributes up to $85 per month.
  • Vision Insurance - The City provides vision coverage through Vision Service Plan (VSP) for employees and their dependents that are enrolled in medical coverage.
  • Life Insurance - The City provides and pays for term life insurance with accidental death and dismemberment equal to two times the annual salary rounded to the next highest $1,000 (up to $700k) plus AD&D. Additional Life Insurance is available and voluntary for employee and eligible dependents (up to $300k).
  • Deferred Compensation - The City will contribute the following amounts per month, with a minimum employee contribution of $12.50 per check:
    • Management and Professional Units: $150/month
    • Senior Management Unit: $175/month

  • Vacation Accrual - 0-9 yrs. = 144 hrs., 10+ yrs. = 184 hrs.
  • Administrative Leave -
    • Management and Professional Units: 64 hrs. per fiscal year.
    • Senior Management Unit: 80 hrs. per fiscal year.
