The LA County Board of Supervisors recently declared a local state of emergency for homelessness , and the County is working to revise and expand our response to help all who are affected. We are looking for qualified and passionate individuals to help us in the mission of addressing issues like housing, mental health, and substance use. The Department of Homeless Services and Housing is seeking qualified candidates to fill emergency Staff Development Specialist, Health Services vacancies related to the homelessness crisis.
Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment.
During your initial work period, you will be assessed on your work performance. This assessment will be weighted 100%.
Those who successfully pass the assessment will be considered for permanent appointment to the Staff Development Specialist, Health Services position.
Essential Job Functions
- Conducts need assessments to identify educational courses or activities and determine staff training needs to meet program goals and objectives and improve employee work productivity. Develops training plans to meet identified needs for Homeless Services and Housing (HSH) staff collaborating with program stakeholders and contracted Community Based Organizations (CBOs).
- Develops and conducts training programs for HSH staff and contracted service providers regarding best practices and effective service delivery for target populations, including people experiencing homelessness, adults, families, youth, justice-involved populations, and specific demographic groups impacted by homelessness.
- Develops, implements, reviews, revises, and maintains lesson plans, curricula, training aids, and other instructional materials designed to inform and update departmental managers and staff with the most up-to-date homeless response system program information to enforce and support their knowledge of staff learning needs, and applicable program requirements and improve their work skills.
- Identifies, organizes, and refines subject matter to be taught in training programs to assure maximum effectiveness and alignment with departmental program goals, objectives, and service delivery requirements.
- Coordinates and facilitates in-person and virtual instructor-led training programs, including scheduling logistics, maintaining timely communication with participants to monitor registration and participation tracking, and uploading training materials.
- Coordinates with external training providers in support of training delivery and maintains related training records and documentation.
- Develops and utilizes evaluation studies, learning needs assessments, and measurement tools to aid in assessing the effectiveness and modification of training programs and to improve training quality and determine additional training needs.
- Participates in administrative studies, learning needs assessments, or research projects, as required.

Requirements
Requirements to Qualify
Graduation from an accredited college or university* -AND- Either of the following:
Option I: One (1) year of staff experience** with responsibility for conducting training regarding homeless response system programs***.Option II: One (1) year of experience in the supervision of homeless program management.
Option III: Three (3) years of experience in the supervision of a large clerical unit providing services directly to participants in the homeless response system.
Note: One (1) year of additional experience at the required level may be substituted for the required education on a year-for-year basis.

**Staff Experience is defined as work performed to assist and support administration by doing research, analysis and making recommendations to line managers for the solution of problems such as organization, utilization of personnel, allocation of funds, workload and workload fluctuation, or programs and procedures for accomplishing work objective.
***Homeless Response System Programs are defined as programs or activities administered or funded by a local or state agency to provide at-risk of homelessness or homeless response services, research, education, or goods.
License
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
Physical Class
II - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.
Desirable Qualifications
- Experience working for a homeless, housing, service provider, and/or similar public agency.
- Experience developing and delivering training and technical assistance to multiple agencies, programs, or service providers to promote consistent system use, strengthen coordination, and improve service delivery and program outcomes.
- Experience collaborating with internal programs and other County departments to coordinate trainings such as QPR and Los Angeles Housing Assessment Tool (LAHAT) trainings on TalentWorks.
- Experience identifying potential training opportunities by conducting research and needs assessments from internal staff and management.
- Experience developing and designing training curriculum and engaging training materials (e.g. Slide decks, job aids etc.)
