This position is an MPP Level II in the California State University Management Personnel Plan (MPP), reporting to the Associate Vice President for Capital Planning, Design, and Construction and Facilities Services (AVP).

$8,570.00 - $9,625.00 Per Month ($105,000-$115,500 Annually)

Position Summary

Reporting to the Associate Vice President for Capital Planning, Design, and Construction and Facilities Services (AVP), the Campus Planner/Project Manager is a hybrid position within Capital Planning, Design, and Construction, and is an individual contributor as well as key member of the senior leadership team. The incumbent collaborates on campus activities related to the planning and design of capital projects, encompassing buildings and grounds, and represents campus interests on planning capital projects to see that the university’s needs are met. The incumbent leads planning, programming, and preliminary studies that substantiate campus requests for capital funding and sets project parameters prior to schematic design. The incumbent furthers the campus master plan development and implementation, capital outlay planning, feasibility studies, and space management. This position includes preparing the required CPDC reporting to the Chancellor’s Office annually and biannually. The Campus Planner/Project Manager may manage some staff and resources related to campus planning/project management including professional and/or student staff, and an overall project tracking system for the department.

The incumbent works closely with various constituencies on campus to ensure project success and serves as a key point of contact with the CSU Chancellor’s Office. The incumbent serves as a liaison with local, state, and federal agencies, including those related to permitting, transit and transportation, public works, planning, and fire life safety.

Under the direction of the AVP, the incumbent also manages capital projects, including the development and implementation of Major Capital Outlay, Minor Capital Outlay, Minor Alteration, and Hazardous Materials Abatement projects. The incumbent coordinates these projects throughout their various phases-schematic, preliminary, and construction documents, bidding, construction and occupancy-by ongoing and timely communication with university representatives, and off-campus design consultants and contractors. The Campus Planner/Project Manager defines projects, develops a set of tasks to implement projects, coordinates and monitors the work involved in the tasks, and delivers completed projects on time and within the prescribed budget constraints.

Position Information

Campus & Capital Planning

• Works closely with the AVP to develop and implement the campus capital outlay program to include setting recommended priorities for the annual and five year programs, master plan implementation strategies, feasibility studies and program development, project justifications, and budget development and coordination with the CSU Office of the Chancellor for all state and non-state funded projects.

• Follows SUAM (State University Administrative Manual) guidelines and coordinate with all entities for designing, budgeting and administration for all capital projects.

• Collaborates on the development of campus design guidelines and standards. Ensures that the aesthetic of the campus and all projects are coherent with the master plan guidelines.

• Leads the discussion of relevant campus-wide issues in the areas of campus planning and space management.

•Reviews projects with relevant committees. Participates in discussions of project development, design review and community planning & real estate development.

•Oversees the implementation/compliance of the California Environmental Quality Act (CEQA) for campus projects, to include determination of appropriate CEQA process, management of consulting firms and contracts, coordination of CSU Capital Planning, Desing and Construction staff, CSU General Counsel, local, state and federal agencies, and the public.

•Coordinates project permitting with internal and external entities, such as the CSU Office of Fire Safety, San Francisco Department of Public Works, etc.

•Manages project intake via CPDC’s project initiation request form.

•Manages department project list for tracking schedule scope and budget of both state and campus funded projects.

•Manages annual APPA survey for systemwide tracking of facilities assets and expenditures.

•Updates the Capital Outlay Management Plan annually to report to the Chancellor’s Office on department qualifications for administering capital projects with state funds.

•Manages the facility condition database, and provide related reports to campus leadership.

•Coordinates with the CSU Seismic Review Board, and ensure project/program adherence to CSU seismic policy.

•Prepares major capital project milestone submittals for the Chancellor’s Office.

•Prepares project saving re-allocations per the CPDC 3-2 for the Chancellor’s Office.

•Manages campus signage including recognition/memorial plaques, wayfinding, and regulatory.

•Prepares capital outlay of campus funded projects and annual project showcase for the campus budget office.

•Manages the bi-annual parking ADA audit reporting, and coordination of work to correct any violation findings.

•Prepares project charters to detail schedule, scope, and budget for all state and non-state projects.

•Prepares cash flows for SRB funded major capital projects.

•Prepares quarterly reports for state funded projects.

•Prepares community engagement and construction notifications.

•Oversees the campus forestry management plan.

•Provides technical and planning expertise to project teams, including knowledge of existing conditions and abiliity to quickly recall drawings and specifications for CPDC archives.

•Assists with fulfilling public requests for information.

•Manages the review, response, and dissemination of incoming CSU planning reports, such as the annual summary of campus capacity, utilization report, lab lab report, etc.

•Leverages campus capacity, utilization, and enrollment/entitlement data to inform planning decisions.

•Provides research, mapping, and graphics in support of planning projects.

•Supports real estate division in research and inputs regarding maps, easements, deeds, title reports, surveys, historical documents, development, streets and rights-of-way.

Capital Project Management

•Coordinates and monitors work in progress of design professionals and contractors. Works with all project participants, clients/users, architects, consultants, cost estimators, construction managers, inspectors, code enforcement agencies, and contractors.

•Participates in preparation and administration of agreements between the University and design professionals/contractors. Is sufficiently familiar with all agreements between the University and design professionals/contractors.

•Under direct supervision of the AVP, is responsible for the contract administration of construction projects.

•Works with building users, University colleges and departments. Obtains approvals and decisions from the client (user) in a timely manner that allows the project to flow smoothly and quickly through each phase of design and construction. Alerts the AVP to any change in scope, lack of information, or decision from clients that may affect the project schedule or budget.

•Arranges for timely submission of documents for in-house and client (user) milestone progress reviews.

•Coordinates and conducts reviews of the projects on a timely basis with designer and consultants, construction manager and inspectors to ensure proper coordination and beneficial input from project team members.

•At closeout of each project: prepares project history data including construction analysis, special design features, evaluation feedback for future projects, and other pertinent data and reports.

Minimum Qualifications

•Bachelor’s degree in Architecture, Engineering, Planning, Landscape Architecture, Science, Geography, Business or a related field from an accredited college of university, or an equivalent combination of education and experience

•Minimum of 7 years of experience in campus planning and the administration of capital projects, both large and small, in a higher education environment

•Experience with budgeting and public works contracting procedures and CSU delivery methods, including Job Order Contracting, Task Order Contracting, Construction Manager at Risk, and Collaborative Design Build

•Excellent written and verbal skills

•Successful experience in making presentations to varied groups

•Successful experience in communicating with a wide variety of individuals at various levels in the organization

•Ability to read, analyze, draw, and critique plans and design proposals, and the ability to review and enforce project specifications

•Thorough knowledge of the methods, practices and procedures of campus planning, capital budget preparation and control techniques

•Knowledge of state and non-state funding sources to support educational construction and equipment programs, implementation of model management, and administrative techniques related to the supervision and direction of a diverse work force

•Working knowledge of standard office and planning software including word processing, spreadsheets, graphics and presentation software, and preferably AutoCAD, GIS and database management systems

•Proven management skills, including the editing, oversight or preparation of technical reports, and the presentation of information to campus and government entities and various committees

•Strong interpersonal and public relations skills to work effectively with faculty, staff, students, design professionals, contractors, governmental representatives, the campus community and the general public

•Ability to make effective decisions and perform a variety of administrative duties plan, assign, coordinate, delegate and supervise the work of a staff engaged in a variety of administrative duties

•Ability to understand and manage high-profile, sensitive or controversial political situations

•Working knowledge of building codes, construction practices, safety rules, and project oversight and inspection requirements

•Ability to perform well under pressure of deadlines and conflicting priorities

•Ability to provide administrative and/or program leadership in a large and/or complex organizational unit with a broad impact under general direction

•Ability to assess, formulate, and evaluate the impact of recommended or implemented policies from a strategic and operational perspective. Preferred Qualifications

• Master’s degree in Architecture, Planning, Landscape Architecture, Engineering, Science, Geography, Business or a related field
• Certification as a LEED Accredited Profession
• Certified Access Specialist through the CASp Program
• Experience in the planning and design of capital projects, both large and small, in a public higher education environment, preferably with the CSU system
• Experience with a variety of delivery models
• Working knowledge of electrical, mechanical, structural, and other systems in institutional buildings
• Experience with principles of sustainability
• License to practice Architecture, Landscape Architecture, or Engineering in the State of California or willingness to pursue such licensure
• Knowledge of campus and capital planning principles and practices specific to the California State University
• Ability to read and understand construction and contract documents
• Working knowledge of operational and fiscal analyses and techniques
• Ability to perform business math, analyses budgetary data, and makes accurate projections
• Expertise on English language grammar, spelling, punctuation, and syntax; thorough knowledge of office methods, procedures, and practices
