The City of Newport Beach is located in the coastal center of Orange County, with Los Angeles County to the north and San Diego County to the south. It has an estimated permanent population of 86,738 but during the summer months, the population grows to more than 100,000 with 20,000 to 100,000 tourists daily. Newport Beach is known for its fine residential areas, modern shopping facilities, strong business community and quality school system. It surrounds Newport Bay where approximately 4,300 boats of all types are docked within the 21-square-mile harbor area. The bay area and the City’s eight miles of ocean beach offer outstanding fishing, swimming, surfing, and aquatic sports activities. The City of Newport Beach was incorporated September 1, 1906 and the current City Charter was adopted in 1954. The City operates under a Council-Manager form of government. Its seven City Council Members are elected by district, but are voted on by the population as a whole. They serve four-year terms. The Council consists of the Mayor and six other members and is responsible for policy-making, passing local ordinances, adopting the budget, appointing committees and hiring the City Manager, City Attorney, and City Clerk. The City Manager is responsible for carrying out the policies and ordinances of the City Council, for overseeing the day-to-day operations of the City, and for appointing heads of departments.

Job Description
Definition

The City of Newport Beach seeks a motivated individual to join the Admin Services Department as a Fiscal Clerk.

Currently, there is one full-time Fiscal Clerk position in the Revenue Division . The ideal candidate will possess exceptional organizational abilities, strong communication and customer service skills, and a keen attention to detail. This position performs duties related to cashiering processes and customer service including a variety of clerical and fiscal duties involving utility billing, business licensing, parking and transactions relating to other department functions.

Selection Components:
Application Evaluation: This position will remain open on a continuous basis with the first review on Friday , J une 19, 2026 , or until 150 applications are received . Applicants who apply after the first review are not guaranteed to be considered for the recruitment. C andidates deemed most qualified as reflected in their online application will be in vited to online skills testing including Microsoft Word, Excel, and Typing.
Online Skills Testing: Tentatively scheduled for the week of June 22, 2026 . Passing candidates will be invited to a virtual interview.
Virtual Interview: Tentatively scheduled for Tuesday, July 7, 2026 . Passing candidates will be placed on an eligibility list that may be used to fill future vacancies as they occur.

This is the entry-level position in the Fiscal Clerk series. The career path for this position includes: Fiscal Clerk, Senior Fiscal Clerk, and Fiscal Specialist.

Retirement:

The City offers an excellent benefit package and membership in the California Public Employees' Retirement System (CalPERS). The retirement formula is based on appointment date and membership status with CalPERS and the employee is required to contribute 8% (or half the normal cost, whichever is higher) of pay towards the retirement benefit.

Experience & Education and License/Certificate

A combination of experience and education that would likely provide the required knowledge and abilities may be qualifying. A typical way to obtain the knowledge and abilities would be:

Experience: One year of general or accounting clerical experience including some statistical or financial record keeping.

Education: Equivalent to completion of the twelfth grade. Related college level courses highly desirable.

License/Certificate : Due to the performance of some field duties which require the operation of a personal or City vehicle, a valid and appropriate California driver's license and an acceptable driving record may be required.

The City of Newport Beach is located in the coastal center of Orange County, with Los Angeles County to the north and San Diego County to the south. It has an estimated permanent population of 86,738 but during the summer months, the population grows to more than 100,000 with 20,000 to 100,000 tourists daily.

Newport Beach is known for its fine residential areas, modern shopping facilities, strong business community and quality school system. It surrounds Newport Bay where approximately 4,300 boats of all types are docked within the 21-square-mile harbor area. The City of Newport Beach was incorporated September 1, 1906 and the current City Charter was adopted in 1954. The City operates under a Council-Manager form of government. Its seven City Council Members are elected by district, but are voted on by the population as a whole. They serve four-year terms. The Council consists of the Mayor and six other members and is responsible for policy-making, passing local ordinances, adopting the budget, appointing committees and hiring the City Manager, City Attorney, and City Clerk. The City Manager is responsible for carrying out the policies and ordinances of the City Council, for overseeing the day-to-day operations of the City, and for appointing heads of departments.
