The Traffic Control and Signal Operator I supports the safe and efficient movement of traffic by assisting with the installation, maintenance, and repair of traffic control devices and signal systems. Working under close supervision, the position helps ensure essential infrastructure is functioning reliably for the community. Through hands-on technical work, it contributes to the department’s mission of promoting roadway safety, operational excellence, and responsive service
ESSENTIAL FUNCTIONS

- Supports the safe and effective operation of City roadways by performing a range of traffic maintenance, repair, and construction activities, including manual labor and infrastructure upkeep.
- Operates and maintains various vehicles, tools, and equipment to carry out traffic-related work; conducts routine equipment inspections and reports needed repairs.
- Installs, maintains, and repairs traffic control devices, pavement markings, street and traffic signs, school zone flashers, and temporary traffic controls to ensure clear and consistent guidance for all roadway users.
- Assists in the installation, troubleshooting, and maintenance of traffic signal systems, communication components, and related traffic data equipment to support reliable system functionality.
- Inspects contractor work for adherence to plans, specifications, and safety standards, helping ensure quality and compliance in traffic-related projects.
- Performs right-of-way maintenance, including debris removal and vegetation trimming, to maintain safe and accessible public spaces.
- Supports street and sidewalk maintenance by assisting with milling, paving, patching, and repairs to roadways, curbs, and sidewalks.
- Participates in street sweeping and cleaning activities for City streets and Airport roads.
- Provides traffic control for construction activities, emergencies, and community events to promote safety and effective traffic movement.
- Responds to on-call and emergency situations as required, supporting the continuity of essential public services.
- Collaborates with and provides support to other City departments; performs other related duties as assigned to meet organizational needs.
MINIMUM REQUIREMENTS & PREFERRED QUALIFICATIONS
MINIMUM REQUIREMENTS
- High school diploma or equivalent required.
- A Class “A” Commercial Driver’s License is required within one (1) year of employment. A Commercial Learner’s Permit (CLP) is required within 90 days of employment.
- Must possess a valid Texas Driver’s License with an acceptable driving record.
PREFERRED QUALIFICATIONS
- One (1) year experience operating heavy equipment or performing street, drainage, or traffic maintenance work.
COMPETENCIES AND ENVIRONMENT
KNOWLEDGE, SKILLS, AND ABILITIES
- Knowledge of basic maintenance documentation and the ability to read and comprehend routine work instructions.
- Skill in clear, effective verbal and written communication, supporting positive working relationships with City personnel and the public.
- Ability to work independently under general supervision, exercising sound judgment and adhering to established procedures.
PHYSICAL DEMANDS
This position requires the ability to lift up to 85 pounds occasionally. Subject to vision and hearing constantly; standing, walking, pushing/pulling, reaching, handling, balancing, talking and foot controls frequently; sitting, lifting, carrying, fine dexterity, kneeling, twisting and climbing occasionally; crouching, crawling and bending rarely.
WORK ENVIRONMENT
Working conditions involve exposure to variable and/or extreme weather conditions, dust, dirt, heavy equipment, vehicle traffic, hot asphalt, hazardous chemicals/materials, and infectious diseases is involved. Utilizes personal protective equipment as required.
This is a safety sensitive position.
