ABOUT THE POSITION

There is currently one (1) full-time Eligibility Supervisor, Bilingual position open in Public Assistance, on one of the intake teams.

The Eligibility Supervisor position reports to the Social Services Program Manager and is part of the Public Assistance leadership team. This Supervisor plans, organizes, oversees, and directly supervises a unit of Eligibility Workers. This position requires comprehensive current knowledge of multiple eligibility programs (including CalFresh and Medi-Cal) and proficiency navigating in various system, including CalSAWS, CalHEERS, and MEDS. The Eligibility Supervisor is a key member of multiple committees and work groups that serve to enhance and streamline the ongoing work in Public Assistance.

The duties of the Eligibility Supervisor include:

  • Working with staff to resolve case issues.
  • Developing and delivering trainings and program information.
  • Documenting work and working collaboratively with fellow supervisors to improve service delivery and work quality.
  • Regularly reviewing and evaluating the work for of their staff and providing ongoing guidance and development to ensure high levels of performance and client service.


Bilingual skills in Spanish and English are required.

Bilingual Testing:

Bilingual Testing/Certification: The successful candidate must possess bilingual skills and must demonstrate proficiency in both Spanish and English prior to appointment. A bilingual proficiency exam will be administered to ensure the candidates possess the appropriate skill level to meet the requirements.

Hybrid Schedule:

The Health and Human Services Department has embraced a hybrid work schedule that considers that some duties of this position may be performed remotely. However, the successful candidate must be able to report to County facilities for meetings, work assignments, and/or disaster service work upon short notice, as needed and deemed appropriate. During the initial probationary period, the successful candidate may be required to work primarily onsite before establishing a hybrid work schedule.

ABOUT YOU

Our Highly Qualified Candidate

The ideal candidate will have expert knowledge of Public Assistance (PA) Programs: CalWORKS, CalFresh, and Medi-Cal, strong technical skills in systems such as CalSAWS, MEDS, CalHEERS, BenefitsCal, EBT Edge, and the ability to develop effective working relationships and collaborations with other units and departments in and out of PA. They will be flexible and able to switch focus when needed to best support the changing staff and program needs and priorities and act as a positive role model by demonstrating the HHS values of support, unity, trust, and excellence in everyday actions.

In addition, the ideal candidate will have experience or be skilled in:

  • Assessing, organizing, and planning work for multiple staff with varied duties; change management.
  • Cementing teams including consensus-building and strong collaboration with partners at various levels.
  • Mentoring staff and evaluating work performance.
  • Creating and delivering trainings to internal and external customers.
  • Being a strong leader with the ability to foster collaboration, motivate and develop staff, and strengthen employee performance.
  • Effective communication verbally and in writing in both Spanish and English.


QUALIFICATIONS
Knowledge of
  • General principles and practices of employee supervision, including work planning, assignment, review, evaluation and employee training.
  • Federal, state and local laws, rules and regulations governing eligibility and grant determination for multiple public assistance programs.
  • Techniques of case management.
  • Terminology, screens and operating procedures related to the Statewide Automated Welfare System.
  • Interviewing and information-gathering techniques.
  • The functions, programs and procedures of a County social services department.
  • Sources of information necessary to determine eligibility.
  • Standard office practices and procedures and the use of standard office equipment.
  • Record keeping practices and procedures.
  • Business mathematics.
Ability to
  • Plan, organize, review and evaluate the work of others.
  • Train staff in work procedures.
  • Interpret, apply and explain complex laws, rules, regulations, policies and procedures.
  • Review and interpret legal documents.
  • Review evaluate, correct and make appropriate recommendations regarding selected cases.
  • Identify when computer output is inaccurate, determine the reason(s) and taking appropriate corrective action.
  • Detect and evaluate potential fraud.
  • Utilize SAWS hardware and software effectively.
  • Make accurate mathematical calculations.
  • Determine eligibility for all grant programs, including food stamps, AFDC and state or County medical care.
  • Prepare clear, concise and accurate reports, correspondence and other written materials.
  • Interview effectively and make appropriate referrals to other agencies and programs.
  • Interact effectively with persons who may have emotional and/or physical problems.
  • Establish and maintain cooperative working relationships with those contacted in the course of the work.
