The City of Fort Worth Water Utility is seeking a Sr. Utility Rate Analyst to perform a variety of complex financial and operational analyses to shape our water and sewer retail and wholesale rates. In this role, you'll evaluate historical and projected data, support long-range financial planning, and help ensure our rate structures remain fair, sustainable, and forward-looking.
The ideal candidate will excel at communicating and collaborating with a wide range of internal and external stakeholders, including fiscal staff, utility leadership, the FWLab Office, the City Manager's Office, and both retail and wholesale rate stakeholders. Strong written and verbal communication skills are essential for navigating these diverse groups and presenting complex financial information clearly.
Minimum Qualifications:
- Master's degree from an accredited college or university with major coursework in finance, economics, accounting, statistics, engineering, mathematics, information systems, business administration, public administration, or a related field
- Four (4) years of experience in budgeting and finance, dealing with revenue requirement determination, cost allocation, rate design, data analytics, and other areas related to these duties
Preferred Qualifications:
- Strong knowledge of accounting, budgeting, and enterprise systems such as PeopleSoft ERP and Euna
- Understanding of M1 industry standards, rate design principles, and cost allocation methods
- Proven experience developing and applying mathematical models, as well as managing and analyzing large datasets in linked spreadsheets
- Excellent written and verbal communication skills, with the ability to engage effectively with a wide range of internal and external stakeholders
The Sr. Utility Rate Analyst job responsibilities include:
- Lead water and sewer cost-of-service studies
- Develop retail and wholesale rates for water and sewer service, including analyzing revenue requirements and bill impacts and utilizing accepted industry theory to design appropriate rates for all customer classes
- Prepare written cost of service and rate reports for leadership, stakeholders, and customers
- Build revenue estimates, long-range forecasts, and scenario models
- Analyze and extract complex customer data, trends, and system needs
- Perform statistical analysis to address system needs, support decision-making, and for inclusion in various reports
- Model scenarios to predict impacts of critical business decisions
- Present findings to stakeholder groups and support financial decision-making
- Develop RFPs and perform additional statistical and data analysis as needed

Medical Program
The City offers two plan options through Meritain Health, an Aetna company.
The Health Center Plan – Offers employees and their family’s
primary health care services that are 100% completely free and unlimited. Employees can visit any one of the three City of Fort Worth Employee Health Centers and receive guaranteed same or next day appointments for sick visits. Also, services are available at any one of the five satellite locations that serves employees across the city.
The Consumer Choice Plan – Is offered to employees at no cost or low monthly premiums to cover eligible dependents and provides the financial benefits of a Health Savings Account (HSA).
• Preventative services are covered at 100% on both plans.
• Prescription Drug coverage including mail order pharmacy are also included.
Vacation
Eligible for 3 weeks of vacation: After successful completion of probationary period (usually
6 months), employees may take time off for rest, relaxation, vacation, illness, religious observances, and personal business.
Holidays
Available on the first day of employment, the city provides employees with paid holidays, including two personal holidays.
Wellness Program
The city’s Healthy Challenge Wellness Program rewards all full-time, benefit-eligible employees on the city’s health insurance. The Healthy Challenge Program utilizes a points system. Participants may earn points throughout the year (Jan. 1-Dec. 15) for completing specific program activities and participants can redeem points at the end of the year for a cash reward. By participating, individuals can earn $150, $200 or $250 by accumulating program points.
