Job SummaryCollects, sorts and distributes interdepartmental and incoming mail. Collects, sorts, processes and prepares billing for outgoing mail, special mail and parcels.
Representative Duties
Receives, collects, sorts and distributes interdepartmental mail and incoming mail from the Post Office.
Delivers and collects mail from various City Departments in City Hall and off-site City locations; delivers completed print jobs while on mail delivery route.
Sorts and processes outgoing mail and selects the appropriate method of mailing (e.g., presort, first/third or bulk mail). Operates the postage machine. Ensures that outgoing mail complies with postal regulations.
Processes certified, express and special mail by completing the appropriate forms and keeping proper records.
Coordinates services with other courier agencies. Receives and prepares for mailing parcel post packages. Ensures that parcels are properly packed and sealed and complies with parcel post mailing regulations.
Tracks monthly postage usage of all departments and prepares billing records. Submits monthly records to the Finance Department.
Trains, coordinates and participates in the work activities of assigned staff.
Contacts individuals or agencies to resolve discrepancies, obtain data or provide general information. Attend meetings to keep abreast of changes in regulations that may affect mail services.
Prepares reports, maintains monthly records and sets up and maintains files.
Orders office and postal supplies, and places orders for postage meters. Calls for postage meter machine service.
Ensures that mail center work areas are clean and safe. Cleans, and resets and performs minor adjustments and repairs to postage meter machines.
Advises and provides assistance and information to staff from all City Departments regarding all aspects of mail services.
Evaluates mail center equipment and operation and makes recommendations for upgrades and improved service.
Cleans, refuels vehicles and performs routine inspection of Support Services vehicles; ensures that vehicles are serviced in accordance with the City's vehicle servicing schedule to maintain safe working conditions.
Operates a computer to enter, modify and retrieve data and prepare reports.
Cross-trains staff in the Print Shop to operate high volume duplicating, bindery and other various print industry equipment, as required.
Follows applicable safety rules and regulations.
Performs other related duties, as assigned.
Requirements
Knowledge, Abilities, and Skills:
Knowledge of:
Methods and equipment used in a mail center, including medium to large volume digital postage meters.
Postal rates, regulations and procedures.
Effective customer service techniques.
Effective training techniques.
Private courier services and regulations.
Record keeping and sorting techniques.
Basic billing procedures.
Ability to:
Train, coordinate and review the work of others.
Organize and sort mail quickly and accurately.
Operate related mail center equipment.
Perform routine clerical support duties.
Read, interpret, and explain parcel and postal regulations.
Perform mathematical computations.
Prepare reports and keep records.
Follow oral and written instructions.
Work in a team environment.
Safely operate City vehicles to pick-up and deliver mail and related materials.
Handle mail delivery cart and lift mail crates.
Establish and maintain effective and cooperative working relationships with City employees, postal representative and the public.
Provide effective customer service.
Skill in:
Reading, writing and communicating in English at an appropriate level.
Using a personal computer and applicable software applications.
Education, Training and Experience:
High school graduation or the equivalent.
Three years of recent, paid increasingly responsible work experience performing mail center work which has included record keeping and office administrative duties.
Licenses and Certificates:
Possession of a valid Class C driver license.

If fewer than three qualified City employees pass the examination, the appointing authority, in accordance with the City's civil service rules and regulations, can decline to use a promotional list, in which case a promotional list will not be established for this position.
