DescriptionThe Town of Prescott Valley is seeking a Utility Locator / Right-of-Way Permit Technician to join our Public Works team in a newly created role that combines hands-on field work with technical and administrative responsibilities. This position plays an important role in protecting the Town's underground infrastructure and supporting safe, efficient work within the public right-of-way. You'll respond to Blue Stake/811 requests, research utility maps and GIS records, locate and mark Town-owned underground utilities, and help coordinate right-of-way permits from application through inspection and closeout.

Examples of Duties
IN THIS POSITION YOU WILL:
- Receives, reviews, prioritizes, and responds to Blue Stake/811 tickets, emergency locates, and other utility locate requests within required response times.
- Marks underground utilities clearly and accurately using paint, flags, stakes, whiskers, or other approved methods to prevent damage during excavation or construction activities.
- Receives right-of-way permit applications and supporting documentation electronically; reviews submittals for completeness; identifies missing information; and routes applications to appropriate reviewers or departments, including engineering, inspections, utilities, planning, traffic, or other affected divisions.
- Coordinates required inspections associated with right-of-way permits and assists in documenting inspection results, deficiencies, restoration status, and final closeout.
- Serves as a point of contact for inquiries related to utility locating, permit procedures, permit status, inspections, restoration requirements, and related right-of-way activities; provides customer service in person, by telephone, and by email as assigned.

Typical Qualification
MINIMUM REQUIRED QUALIFICATIONS
- High school diploma or GED; and
- Two years of progressively responsible experience in utility locating, underground utility construction or maintenance, public works operations, permitting, development services, engineering support, inspections coordination, or a closely related field.
- The Town may consider any equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities to perform the essential job functions.
PREFERRED QUALIFICATIONS
- Municipal experience administering right-of-way, encroachment, street cut, or utility permits.
- Experience using GIS, asset management systems, permitting software such as Accela, and mobile field technology is desirable.
- Experience interpreting civil plans, utility maps, plats, and as-built drawings is highly desirable.
- AZ 811 Training and/or certification
- APWA Right of Way training and/or certification
Special Requirements: Possession of a valid Arizona driver's license.

COMPENSATION:
The Town's complete compensation package includes salary, benefits, and a high-performance culture. The Town package includes a health, dental, and vision insurance plan, participation in the state retirement system, optional 457 deferred compensation with a town match up to 6%, vacation, holidays, and additional comprehensive benefits.
The expected hiring range is $26.52 - $27.90
The full hourly range is $26.52 - $39.78 per hour
