A Senior Contract Compliance Specialist job is available with the City of Fort Worth Neighborhood Services Contract Compliance Division. The Compliance Division is responsible for making sure the Neighborhood Services Department's operations and practices adhere to applicable laws, regulations, standards, and internal policies. The Compliance Division is responsible for identifying potential risks, implementing controls and procedures to mitigate those risks, and monitoring external organization's activities to ensure ongoing compliance.
A Senior Contract Compliance Specialist will play a vital role in supporting the Compliance Division in its compliance efforts which include but is not limited to regulatory compliance, reviewing and developing internal policies and procedures, risk management, promote ethics and ethical behavior, monitoring, reporting, and recordkeeping.
Minimum Qualifications
- Bachelor's degree in public administration, business administration, finance, or a related field
- Three (3) years of experience preparing and monitoring contracts, grants, or community programs in the public or private sector, including but not limited to federal, developer-funded, or other capital improvement project agreements
Preferred Qualifications
- Strong contract management background, including experience reviewing, interpreting, and enforcing contract terms and compliance requirements
- Audit experience with the ability to conduct thorough reviews, identify risks, recommend corrective actions, and ensure adherence to federal, state, and local regulations
- Robust financial acumen, including experience analyzing financial statements, reviewing pro formas, performing financial modeling, and applying accounting principles. Exceptional attention to detail and accuracy, especially when working with complex, technical, or sensitive documentation
- Demonstrated ability to manage, organize, and prioritize multiple projects, deadlines, and competing assignments effectively
- Strong written and verbal communication skills, with the ability to clearly explain complex compliance-related issues to internal staff, external partners, and grant recipients. Proficiency in Microsoft Word, Outlook, Excel, and PowerPoint
The Senior Contract Compliance Specialist job responsibilities include:
- Lead compliance efforts for projects and programs funded by (but not limited to) HOME, HOME-ARP, PRO HOUSING, CDBG, CDBG-DR, ESG, HOPWA, ARPA grant funds
- Conduct in-depth reviews of grant agreements to ensure compliance with federal regulations and grant requirements
- Collaborate with program managers, project managers, project coordinators, contract administrators, and grant recipients to develop strategies to maintain compliance
- Provide guidance on complex compliance issues with program managers, project managers, project coordinators, contract administrators, and grant recipients to resolve compliance-related disputes
- Assist in the development of compliance-related policies and procedures
- Serve as a liaison between the department and grant recipients regarding compliance matters
- Supervise and train assigned Contract Compliance Specialist(s)

Physical Demand

Medical Program
The City offers two plan options through Meritain Health, an Aetna company.
The Health Center Plan – Offers employees and their family’s
primary health care services that are 100% completely free and unlimited. Employees can visit any one of the three City of Fort Worth Employee Health Centers and receive guaranteed same or next day appointments for sick visits. Also, services are available at any one of the five satellite locations that serves employees across the city.
The Consumer Choice Plan – Is offered to employees at no cost or low monthly premiums to cover eligible dependents and provides the financial benefits of a Health Savings Account (HSA).
• Preventative services are covered at 100% on both plans.
• Prescription Drug coverage including mail order pharmacy are also included.
Vacation
Eligible for 3 weeks of vacation: After successful completion of probationary period (usually
6 months), employees may take time off for rest, relaxation, vacation, illness, religious observances, and personal business.
Holidays
Available on the first day of employment, the city provides employees with paid holidays, including two personal holidays.
Wellness Program
The city’s Healthy Challenge Wellness Program rewards all full-time, benefit-eligible employees on the city’s health insurance. The Healthy Challenge Program utilizes a points system. Participants may earn points throughout the year (Jan. 1-Dec. 15) for completing specific program activities and participants can redeem points at the end of the year for a cash reward. By participating, individuals can earn $150, $200 or $250 by accumulating program points.
